| 24 | 24 | | That the general statutes be amended to (1) eliminate the use of 1 |

| 25 | 25 | | eminent domain by (A) a municipality or development agency to 2 |

| 26 | 26 | | acquire property within a municipal development project area, and (B) 3 |

| 27 | 27 | | an implementing agency to acquire property in a development plan 4 |

| 28 | 28 | | under the Manufacturing Assistance Act; (2) establish an Office of 5 |
|---|
| 29 | 29 | | Property Rights Ombudsman; (3) permit a private property owner to 6 |
|---|
| 30 | 30 | | request that the ombudsman arbitrate an eminent domain or relocation 7 |
|---|
| 31 | 31 | | assistance dispute between the owner and a public agency; and (4) 8 |

| 32 | 32 | | require a public agency to make a reasonable effort to negotiate with a 9 |

| 33 | 33 | | property owner before starting an eminent domain action and provide 10 |
