AN ACT RAISING THE PERSONAL NEEDS ALLOWANCE FOR 
CERTAIN LONG-TERM CARE RESIDENTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (b) of section 17b-106 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 2 
1, 2019): 3 
(b) Effective July 1, [2011] 2019, the commissioner shall provide a 4 
state supplement payment for recipients of Medicaid and the federal 5 
Supplemental Security Income Program who reside in long-term care 6 
facilities sufficient to increase their personal needs allowance to [sixty] 7 
seventy-two dollars per month. Such state supplement payment shall 8 
be made to the long-term care facility to be deposited into the personal 9 
fund account of each such recipient. For the purposes of this 10 
subsection, "long-term care facility" means a licensed chronic and 11 
convalescent nursing home, a chronic disease hospital, a rest home 12 
with nursing supervision, an intermediate care facility for individuals 13 
with intellectual disabilities or a state humane institution.  14  Raised Bill No.  561

Sec. 2. Section 17b-272 of the general statutes is repealed and the 15 
following is substituted in lieu thereof (Effective July 1, 2019): 16 
Effective July 1, [2011] 2019, the Commissioner of Social Services 17 
shall permit patients residing in nursing homes, chronic disease 18 
hospitals and state humane institutions who are medical assistance 19 
recipients under sections 17b-260 to 17b-262, inclusive, 17b-264 to 17b-20 
285, inclusive, and 17b-357 to 17b-361, inclusive, to have a monthly 21 
personal fund allowance of [sixty] seventy-two dollars.  22 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To assist needy residents of long-term care facilities by raising the 
amount of money they may keep for personal needs after the cost of 
care.
