20	19		AN ACT RAISING THE PERSONAL NEEDS ALLOWANCE FOR
21	20		CERTAIN LONG-TERM CARE RESIDENTS.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. Subsection (b) of section 17b-106 of the general statutes is 1
26	25		repealed and the following is substituted in lieu thereof (Effective July 2
27	26		1, 2019): 3
28	27		(b) Effective July 1, [2011] 2019, the commissioner shall provide a 4
29	28		state supplement payment for recipients of Medicaid and the federal 5
30	29		Supplemental Security Income Program who reside in long-term care 6
31	30		facilities sufficient to increase their personal needs allowance to [sixty] 7
32	31		seventy-two dollars per month. Such state supplement payment shall 8
33	32		be made to the long-term care facility to be deposited into the personal 9
34	33		fund account of each such recipient. For the purposes of this 10
35	34		subsection, "long-term care facility" means a licensed chronic and 11
36	35		convalescent nursing home, a chronic disease hospital, a rest home 12
37	36		with nursing supervision, an intermediate care facility for individuals 13
38		-	with intellectual disabilities or a state humane institution. 14

	43	+	Sec. 2. Section 17b-272 of the general statutes is repealed and the 15
46	44		following is substituted in lieu thereof (Effective July 1, 2019): 16
47	45		Effective July 1, [2011] 2019, the Commissioner of Social Services 17
48	46		shall permit patients residing in nursing homes, chronic disease 18
49	47		hospitals and state humane institutions who are medical assistance 19
50	48		recipients under sections 17b-260 to 17b-262, inclusive, 17b-264 to 17b-20
51	49		285, inclusive, and 17b-357 to 17b-361, inclusive, to have a monthly 21
52	50		personal fund allowance of [sixty] seventy-two dollars. 22
