1919 AN ACT REQUIRING EXECUTIVE AND LEGISLATIVE REVIEW OF
2020 CERTAIN QUASI-PUBLIC AGENCY CONTRACTS AND
2121 AGREEMENTS.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

25-Section 1. (NEW) (Effective October 1, 2019 and applicable to contracts 1
26-entered into or renewed on and after said date) (a) For the purposes of this 2
27-section, "quasi-public agency" has the same meaning as provided in 3
28-section 1-120 of the general statutes, "contract" means any employment 4
29-contract, consulting contract or separation agreement that a quasi-5
30-public agency intends to enter into or renew and "separation 6
31-agreement" means an agreement to pay less than fifty thousand dollars 7
32-to an employee resigning or retiring from employment with such 8
33-quasi-public agency for the purposes of avoiding costs associated with 9
34-potential litigation or pursuant to a nondisparagement agreement. 10
35-(b) On and after October 1, 2019, each quasi-public agency shall 11
36-submit a copy of all contracts to the Attorney General for review and 12
37-comment prior to entering into or renewing any such contract. If such 13
38-contract has an annual cost of over one hundred thousand dollars, the 14

44-quasi-public agency shall, at the time of submission of such contract to 15
45-the Attorney General, also submit a copy of such contract to the joint 16
46-standing committee of the General Assembly having cognizance of 17
47-such quasi-public agency, in accordance with the provisions of section 18
48-11-4a of the general statutes. 19
49-This act shall take effect as follows and shall amend the following
50-sections:

25+That chapter 12 of the general statutes be amended to require quasi-1
26+public agencies to submit a copy of their employment contracts, 2
27+consulting contracts and separation agreements to the Attorney 3

30+cost of over one hundred thousand dollars also be submitted at the 6
31+same time to the joint standing committee of the General Assembly 7
