1420 AN ACT CONCERNING RE VIEW OF ELECTION LAWS.
1521 Be it enacted by the Senate and House of Representatives in General
1622 Assembly convened:

1824 Section 1. (NEW) (Effective October 1, 2019) (a) There is established 1
1925 an Election Law Review Commission for the purpose of reviewing the 2
2026 state's election laws, including, but not limited to, laws regarding (1) 3
2127 the timing of primaries to be held for the nomination of candidates for 4
2228 election, (2) the election of certain constitutional officers, and (3) the 5
2329 regulation of political campaigns. The commission shall consist of the 6
24-cochairpersons of the joint standing committee of the General 7
25-Assembly having cognizance of matters relating to elections, the 8
26-ranking members of said joint standing committee and any other 9
27-members of the commission appointed by such cochairpersons in 10
28-consultation with such ranking members. The terms of all members of 11
29-the commission shall end with the termination of each member's term 12
30-or holding of such office or leadership position, as applicable, 13
31-whichever occurs first. A majority of the membership shall constitute a 14
32-quorum and all actions of the commission shall require the affirmative 15
33-vote of a majority of the full commission membership. The Election 16
34-Law Review Commission shall meet as often as may be necessary to 17
35-perform its duties. 18
36-(b) On or before February 15, 2020, and annually thereafter, the 19
37-Election Law Review Commission shall submit a report to the joint 20 Substitute Bill No. 641

31+Representatives, the minority leader of the Senate, the minority leader 8
32+of the House of Representatives and the Secretary of the State or the 9
33+Secretary's designee. The terms of all members of the commission shall 10
