AN ACT CONCERNING ABSENTEE BALLOTS AND THE 
REPLACEMENT OF CANDIDATES AT ELECTIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 9 of the general statutes be amended to provide that the 1 
names of all candidates who have qualified to appear on the ballot to 2 
be used at an election shall be finalized prior to the mailing of absentee 3 
ballots for such election to electors, and that after such mailing no 4 
changes may be made to replace the name of any such candidate. 5 
Statement of Purpose:   
To prohibit the replacement of a candidate's name on the ballot to be 
used at an election after absentee ballots have already been mailed to 
electors.
