AN ACT REFORMING THE SEXUAL OFFENDER REGISTRATION 
LAWS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 969 of the general statutes be amended to create a risk-1 
based sexual offender registration system with such reforms being 2 
fully retroactive, including (1) a mechanism for removal from the 3 
registry that places the burden of proof upon the state, not the 4 
registrant or defendant, at a sexual offender registry board hearing to 5 
determine a registrant's or defendant's risk, (2) that paper violations 6 
shall not result in prison time, (3) that dedicated public defenders be 7 
assigned to registrants for removal hearings, and (4) that an actual 8 
address for a registrant be replaced on the registry with a 9 
neighborhood or area of town in which the registrant resides. 10 
Statement of Purpose:   
To create a risk-based sexual offender registration system.
