22 | 22 | Be it enacted by the Senate and House of Representatives in General | |

25 | 25 | That chapter 969 of the general statutes be amended to create a risk-1 | |
26 | 26 | based sexual offender registration system with such reforms being 2 | |
27 | 27 | fully retroactive, including (1) a mechanism for removal from the 3 | |
28 | 28 | registry that places the burden of proof upon the state, not the 4 | |
29 | 29 | registrant or defendant, at a sexual offender registry board hearing to 5 | |
30 | 30 | determine a registrant's or defendant's risk, (2) that paper violations 6 | |
31 | 31 | shall not result in prison time, (3) that dedicated public defenders be 7 | |
32 | 32 | assigned to registrants for removal hearings, and (4) that an actual 8 | |
33 | 33 | address for a registrant be replaced on the registry with a 9 | |
34 | 34 | neighborhood or area of town in which the registrant resides. 10 | |
