2020 AN ACT REFORMING THE SEXUAL OFFENDER REGISTRATION

2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That chapter 969 of the general statutes be amended to create a risk-1
2626 based sexual offender registration system with such reforms being 2
2727 fully retroactive, including (1) a mechanism for removal from the 3
2828 registry that places the burden of proof upon the state, not the 4
2929 registrant or defendant, at a sexual offender registry board hearing to 5
3030 determine a registrant's or defendant's risk, (2) that paper violations 6
3131 shall not result in prison time, (3) that dedicated public defenders be 7
3232 assigned to registrants for removal hearings, and (4) that an actual 8
3333 address for a registrant be replaced on the registry with a 9
3434 neighborhood or area of town in which the registrant resides. 10
