1818 AN ACT CONCERNING THE CREATION OF REGIONAL SCHOOL
1919 DISTRICTS.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That part III of chapter 164 be amended to create a commission 1
2424 responsible for developing a plan to implement regional consolidation 2
2525 of school districts, and that such plan shall (1) realign those towns with 3
2626 a total population of fewer than forty thousand, except those regional 4
2727 school districts that provide instruction for grades kindergarten to 5
2828 twelve, inclusive, in manner similar to the probate districts set forth in 6
2929 section 45a-2 of the general statutes, and require such towns to join a 7
3030 regional school district, (2) when a newly created regional school 8
3131 district affects two or more collective bargaining units, (A) allow the 9
3232 employees of the newly consolidated regional school district to be 10
3333 represented by a coalition of the existing collective bargaining units or 11
3434 create a new collective bargaining unit for such regional school district, 12
3535 and (B) require, upon expiration of existing collective bargaining 13
3636 agreements for single-town school districts that have been 14
3737 consolidated, any subsequent collective bargaining agreement to be 15
3838 negotiated on a regional basis, and (3) become effective state-wide for 16
