AN ACT ESTABLISHING A PILOT PROGRAM TO FUND TUITION -
FREE AND DEBT-FREE PROGRAMS OF STUDY AT INSTITUTIONS
OF HIGHER EDUCATION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 10a of the general statutes be amended to require the 1
Connecticut Higher Education Supplemental Loan Authority to 2
establish a pilot program to fund tuition and debt-free programs of 3
study at institutions of higher education, financed primarily through 4
an income-sharing agreement and in such industries as identified in 5
collaboration with the Board of Trustees of The University of 6
Connecticut, the Board of Regents for Higher Education, the board of 7
trustees for any independent institutions of higher education and the 8
Department of Economic and Community Development. 9
Statement of Purpose:
To establish a pilot program for tuition-free college.
