AN ACT REVISING THE PROCESS FOR THE TAKING OF REAL PROPERTY BY MUNICIPALITIES FOR REDEVELOPMENT AND ECONOMIC DEVELOPMENT. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to revise the process of 1 eminent domain for municipal redevelopment projects and economic 2 development projects by (1) requiring a determination in the plan that 3 a taking of real property is for a public use or economic development; 4 (2) requiring a two-thirds vote if the taking is for economic 5 development; (3) increasing compensation if the taking is for economic 6 development; and (4) authorizing the owner of condemned real 7 property to challenge all aspects of the taking. 8 Statement of Purpose: To revise the process of eminent domain for municipal redevelopment projects and economic development projects by (1) requiring a determination in the plan that a taking of real property is for a public use or economic development; (2) requiring a two-thirds vote if the taking is for economic development; (3) increasing compensation if the taking is for economic development; and (4) authorizing the owner of condemned real property to challenge all aspects of the taking.
