AN ACT CONCERNING THE USE OF EMINENT DOMAIN. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require state agencies to 1 
attempt to negotiate a purchase before they may take real property by 2 
eminent domain, (2) create an Office of the Property Rights 3 
Ombudsman, which shall have responsibilities including, but not 4 
limited to, arbitrating and mediating disputes between agencies and 5 
property owners, (3) require state agencies to pay the maximum 6 
benefits provided pursuant to the state and federal Uniform Relocation 7 
Assistance Acts, and (4) require the legislative body of a municipality 8 
in which an agency operates to vote separately to approve the 9 
acquisition of each parcel by purchase or condemnation. 10 
Statement of Purpose:   
To (1) require state agencies to attempt to negotiate a purchase before

the Property Rights Ombudsman, which shall have responsibilities 
including, but not limited to, arbitrating and mediating disputes 
between agencies and property owners, (3) require state agencies to 
pay the maximum benefits provided pursuant to the state and federal
