AN ACT ALLOWING THE CONNECTICUT HEALTH AND 
EDUCATIONAL FACILITIES AUTHORITY TO ASSIST RELATED 
HEALTH CARE INSTITUTIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (g) of section 10a-178 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 2 
1, 2019): 3 
(g) "Health care institution" means (1) any nonprofit, state-aided 4 
hospital or other health care institution, including The University of 5 
Connecticut Health Center, which is entitled, under the laws of the 6 
state, to receive assistance from the state by means of a grant made 7 
pursuant to a budgetary appropriation made by the General 8 
Assembly, (2) any other hospital or other health care institution which 9 
is licensed, or any nonprofit, nonstock corporation which shall receive 10 
financing or shall undertake to construct or acquire a project which is 11 
or will be eligible to be licensed, as an institution under the provisions 12 
of sections 19a-490 to 19a-503, inclusive, or any nonprofit, nonstock, 13 
nonsectarian facility which is exempt from taxation under the 14  Raised Bill No.  816

provisions of section 12-81 or 38a-188 and which is a health care center 15 
under the provisions of sections 38a-175 to 38a-194, inclusive, [or] (3) 16 
any nonprofit corporation wholly owned by two or more hospitals or 17 
other health care institutions which operates for and on behalf of such 18 
hospitals or other health care institutions a project, as defined in 19 
subsection (b) of this section, or is a nursing home, or (4) any related 20 
health care institution, as defined in subsection (r) of this section; 21 
Sec. 2. Section 10a-178 of the general statutes is amended by adding 22 
subsection (r) as follows (Effective July 1, 2019): 23 
(NEW) (r) "Related health care institution" means any hospital or 24 
health care institution, any nonprofit, nonstock corporation that 25 
constructs or acquires an institution, as defined in subsection (a) of 26 
section 19a-490, or any nonprofit, nonstock, nonsectarian health care 27 
center that conducts activities and carries out purposes as described in 28 
subsection (b) of section 38a-176, that (1) is located outside of the state, 29 
(2) is a wholly owned or controlled subsidiary of a health care 30 
institution, as defined in subdivisions (1) and (2) of subsection (g) of 31 
this section, licensed in the state, and (3) would be eligible to be 32 
licensed as an institution under the provisions of sections 19a-490 to 33 
19a-503, inclusive, if it was located in the state. 34 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To allow the Connecticut Health and Educational Facilities Authority 
to assist any Connecticut hospital, nonprofit, nonstock corporation or 
nonprofit, nonstock, nonsectarian facility with the construction or 
financing of health care institutions outside of the state.
