1419 AN ACT CONCERNING EQ UITABLE MEDICAID REIMBURSEME NT
1520 FOR FEDERALLY QUALIF IED HEALTH CENTER PR ACTITIONERS.
1621 Be it enacted by the Senate and House of Representatives in General

1924 Section 1. Section 17b-245b of the general statutes is repealed and 1
2025 the following is substituted in lieu thereof (Effective July 1, 2019): 2
21-The Commissioner of Social Services shall, consistent with federal 3
22-law, make changes to the cost-based reimbursement methodology in 4
23-the Medicaid program for federally qualified health centers. To the 5
24-extent permitted by federal law, the commissioner may reimburse a 6
25-federally qualified health center under the Medicaid program for 7
26-multiple medical, behavioral health or dental services provided to an 8
27-individual during the course of a calendar day, irrespective of the type 9
28-of service provided. [On or before January 1, 2008, the commissioner 10
29-shall report to the joint standing committees of the General Assembly 11
30-having cognizance of matters relating to appropriations and the 12
31-budgets of state agencies and human services on the status of the 13
32-changes to the cost-based reimbursement methodology.] Payment for 14
33-electronic consulting provided by a qualified primary care or treating 15
34-practitioner at a federally qualified health center shall be a permissible 16
35-component within the federally mandated Medicaid prospective 17
36-payment methodology for federally qualified health centers. 18 Substitute Bill No. 821

44+(b) The Commissioner of Social Services shall equalize Medicaid 16
45+reimbursement rates for electronic consulting by primary care or 17
46+treating practitioners at federally qualified health centers with the 18
47+Medicaid rates for such consulting for other primary care or treating 19
48+practitioners in addition to paying such centers a fixed fee per patient 20
49+visit. 21
