AN ACT CONCERNING SE RVICES BY THE DEPARTMENT OF 
MOTOR VEHICLES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) On or before January 1, 2020, the 1 
Commissioner of Motor Vehicles shall enter into an agreement with a 2 
qualified contractor to issue duplicate licenses and identity cards 3 
pursuant to section 14-50a of the general statutes and renew licenses 4 
and identity cards in the town of Norwalk. The commissioner may 5 
authorize such contractor to charge a convenience fee to each applicant 6 
for a license or identity card renewal or duplication as provided in 7 
subsection (b) of section 14-41 of the general statutes. 8 
Sec. 2. (Effective from passage) On or before January 1, 2020, the 9 
Commissioner of Motor Vehicles shall reopen the branch office of the 10 
Department of Motor Vehicles at the commuter rail station in the town 11

This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Commissioner of Motor Vehicles to enter into an 
agreement with a contractor to issue duplicate licenses and identity 
cards in the town of Norwalk and reopen the branch office of the 
Department of Motor Vehicles at the commuter rail station in the town 
of Derby.
