9-AN ACT CONCERNING AN EXEMPTION FROM THE L ICENSING
10-REQUIREMENTS FOR CHI LD CARE SERVICES.
20+AN ACT CONCERNING PUBLIC SC HOOLS.
1121 Be it enacted by the Senate and House of Representatives in General
1222 Assembly convened:

14-Section 1. Subsection (b) of section 19a-77 of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective from
16-passage):
17-(b) For licensing requirement purposes, child care services shall not
18-include such services which are:
19-(1) (A) Administered by a public school system, or (B) administered
20-by a municipal agency or department;
21-(2) Administered by a private school which is in compliance with
22-section 10-188 and is approved by the State Board of Education or is
23-accredited by an accrediting agency recognized by the State Board of
24-Education, provided the provision of such child care services by the
25-private school is only to those children whose ages are covered under
26-such approval or accreditation;
27-(3) Classes in music, dance, drama and art that are no longer than
28-two hours in length; classes that teach a single skill that are no longer
29-than two hours in length; library programs that are no longer than two Senate Bill No. 850
24+Section 1. (Effective from passage) The Department of Education shall 1
25+conduct a study relating to issues affecting public schools in the state. 2
26+Not later than May 26, 2019, the department shall submit a report of 3
27+the results of such study to the joint standing committee of the General 4
28+Assembly having cognizance of matters relating to education, in 5
29+accordance with the provisions of section 11-4a of the general statutes. 6
30+This act shall take effect as follows and shall amend the following
31+sections:

33-hours in length; scouting; programs that offer exclusively sports
34-activities; rehearsals; academic tutoring programs; or programs
35-exclusively for children thirteen years of age or older;
36-(4) Informal arrangements among neighbors and formal or informal
37-arrangements among relatives in their own homes, provided the
38-relative is limited to any of the following degrees of kinship by blood,
39-marriage or court order to the child being cared for: Grandparent,
40-great-grandparent, sibling, aunt or uncle;
41-(5) Supplementary child care operations for educational or
42-recreational purposes and the child receives such care infrequently
43-where the parents are on the premises;
44-(6) Supplementary child care operations in retail establishments
45-where the parents remain in the same store as the child for retail
46-shopping, provided the drop-in supplementary child-care operation
47-does not charge a fee and does not refer to itself as a child care center;
48-(7) Administered by a nationally chartered boys' and girls' club that
49-are exclusively for school-age children;
50-(8) Religious educational activities administered by a religious
51-institution exclusively for children whose parents or legal guardians
52-are members of such religious institution;
53-(9) Administered by Solar Youth, Inc., a New Haven -based
54-nonprofit youth development and environmental education
55-organization;
56-(10) Programs administered by organizations under contract with
57-the Department of Social Services pursuant to section 17b-851a that
58-promote the reduction of teenage pregnancy through the provision of
59-services to persons who are ten to nineteen years of age, inclusive; Senate Bill No. 850

63-(11) Administered by the Cardinal Shehan Center, a Bridgeport-
64-based nonprofit organization that is exclusively for school-age children
65-exclusively for school-age children; [or]
66-(12) Administered by Organized Parents Make a Difference, Inc., a
67-Hartford-based nonprofit organization that is exclusively for school-
68-age children; or
69-(13) Administered by Leadership, Education and Athletics in
70-Partnership, Inc., a New Haven-based nonprofit youth development
71-organization.
