914 AN ACT PROMOTING CAR EERS IN MANUFACTURIN G TO PUBLIC
1015 SCHOOL STUDENTS AND ESTABLISHING A TASK FORCE TO
11-STUDY THE DEMAND FOR CAREER AND TECHNICAL
12-EDUCATION TEACHERS.

1318 Be it enacted by the Senate and House of Representatives in General
1419 Assembly convened:

16-Section 1. (NEW) (Effective July 1, 2019) Guidance counselors and
17-school counselors may provide materials concerning manufacturing,
18-military and law enforcement careers when discussing career options
19-with students.
20-Sec. 2. Subsection (b) of section 10-220 of the general statutes is
21-repealed and the following is substituted in lieu thereof (Effective July
22-1, 2019):
23-(b) The board of education of each local or regional school district
24-shall, with the participation of parents, students, school administrators,
25-teachers, citizens, local elected officials and any other individuals or
26-groups such board shall deem appropriate, prepare a statement of
27-educational goals for such local or regional school district. The
28-statement of goals shall be consistent with state-wide goals pursuant to
29-subsection (c) of section 10-4 and include goals for career placement for
30-students who do not pursue an advanced degree immediately after

35-establish student objectives for the school year which relate directly to
36-the statement of educational goals prepared pursuant to this
37-subsection and which identify specific expectations for students in
38-terms of skills, knowledge and competence.
39-Sec. 3. Subsection (j) of section 10-221a of the general statutes is
40-repealed and the following is substituted in lieu thereof (Effective July
41-1, 2019):
42-(j) For the school year commencing July 1, 2012, and each school
43-year thereafter, each local and regional board of education shall create
44-a student success plan for each student enrolled in a public school,
45-beginning in grade six. Such student success plan shall include a
46-student's career and academic choices in grades six to twelve,
47-inclusive. Beginning in grade six, such student success plan shall
48-provide evidence of career exploration in each grade including, but not
49-limited to, careers in manufacturing. The Department of Education
50-shall revise and issue to local and regional boards of education
51-guidance regarding changes to such student success plans.
52-Sec. 4. (Effective from passage) The Commissioner of Education, in
53-consultation with the executive director of the Office of Higher
54-Education and the chairperson of the Technical Education and Career
55-System board, shall conduct a study relating to the demand for career
56-and technical education teachers in the state's technical high schools,
57-traditional public high schools and community college advanced
58-manufacturing technology centers. Not later than February 1, 2020, the
59-commissioner shall submit a report on the results of such study,
60-including any recommendations for expanding opportunities for
61-experienced manufacturing professionals to become teachers, to the
62-joint standing committee of the General Assembly having cognizance
63-of matters relating to commerce, in accordance with the provisions of
64-section 11-4a of the general statutes. Substitute Senate Bill No. 854

44+the statement of educational goals prepared pursuant to this 18
45+subsection and which identify specific expectations for students in 19
46+terms of skills, knowledge and competence. 20
47+Sec. 3. Subdivision (1) of subsection (a) of section 10-223e of the 21
48+general statutes is repealed and the following is substituted in lieu 22
49+thereof (Effective July 1, 2019): 23
50+(1) "Accountability index" means the score resulting from multiple 24
51+student, school or district-level measures, as weighted by the 25
52+Department of Education, that (A) shall include the performance index 26
53+score, [and] high school graduation rates, rates of employment in a 27
54+full-time manufacturing position and rates of enrollment in and 28
55+successful completion of a manufacturing-related certificate program, 29
56+and (B) may include, but need not be limited to, academic growth over 30
57+time, attendance and chronic absenteeism, postsecondary education 31
58+and career readiness, enrollment in and graduation from institutions of 32
59+higher education and postsecondary education programs, civics and 33
60+arts education and physical fitness. 34
61+Sec. 4. (Effective from passage) (a) There is established a task force to 35
62+study the demand for career and technical education teachers. The task 36
63+force shall analyze the demand for such teachers in the state's technical 37
64+high schools, traditional public high schools and community college 38
65+advanced manufacturing technology centers and make 39
66+recommendations to expand opportunities for experienced 40
67+manufacturing professionals to become teachers at such schools. 41
68+(b) The task force shall consist of the following members: 42
69+(1) The Commissioner of Education; 43
70+(2) The executive director of the Office of Higher Education; and 44
71+(3) The chairperson of the Technical Education and Career System 45

79+(c) Not later than January 1, 2020, the task force shall submit a 47
80+report on its findings and recommendations to the joint standing 48
81+committee of the General Assembly having cognizance of matters 49
82+relating to commerce, in accordance with the provisions of section 11-50
83+4a of the general statutes. The task force shall terminate on the date 51
84+that it submits such report or January 1, 2020, whichever is later. 52
85+This act shall take effect as follows and shall amend the following
86+sections:
