21+THE DEPARTMENT OF CH ILDREN AND FAMILIES WILDERNESS
22+SCHOOL.
1223 Be it enacted by the Senate and House of Representatives in General
1324 Assembly convened:

15-Section 1. (NEW) (Effective from passage) (a) As used in this section:
16-(1) "Appropriately trained" means the successful completion of (A)
17-the training requirements for the administration of injectable
18-medications by premeasured, commercially prepared autoinjectors
19-prescribed by the regulations adopted pursuant to section 19a-428 of
20-the general statutes, and (B) training in the preceding twelve-month
21-period conducted by a pharmacist, physician, physician assistant,
22-advanced practice registered nurse or registered nurse to (i) identify
23-the common causes of allergic reactions, signs and symptoms of mild
24-and severe allergic reactions and the ways in which anaphylaxis differs
25-from other medical conditions, and (ii) execute appropriate follow-up
26-and reporting procedures after a child has experienced a presumed
27-allergic reaction;
28-(2) "Qualified employee" means an employee who is eighteen years
29-of age or older and is appropriately trained; and
30-(3) "Qualified medical professional" has the same meaning as Senate Bill No. 884

35-(b) Any qualified employee of the Department of Children and
36-Families Wilderness School may administer epinephrine by a
37-premeasured, commercially prepared autoinjector for the purpose of
38-emergency first aid to a child enrolled in the Department of Children
39-and Families Wilderness School who experiences a presumed allergic
40-reaction in the absence of a written order from a qualified medical
41-professional, provided such child's parent or guardian has previously
42-authorized such administration in writing.
43-(c) The director of the Department of Children and Families
44-Wilderness School shall maintain epinephrine in premeasured,
45-commercially prepared autoinjectors for the purpose of emergency
46-first aid to children who experience presumed allergic reactions and do
47-not have a prior written order from a qualified medical professional
48-authorizing the administration of epinephrine.
49-(d) The director of the Department of Children and Families
50-Wilderness School shall ensure that (1) all epinephrine in
51-premeasured, commercially prepared autoinjectors are stored and
52-labeled in a manner consistent with the regulations adopted pursuant
53-to section 19a-428 of the general statutes; and (2) records concerning
54-the administration of epinephrine in commercially prepared
55-autoinjectors are maintained in a manner consistent with the
56-regulations adopted pursuant to section 19a-428 of the general statutes.
57-(e) No qualified employee administering epinephrine to a child
58-pursuant to this section shall be liable to such child or a parent or
59-guardian of such child for civil damages for any personal injuries that
60-result from acts or omissions of such employee that may constitute
61-ordinary negligence. This immunity does not apply to acts or
62-omissions constituting gross, wilful or wanton negligence. Senate Bill No. 884
