20	19		AN ACT CONCERNING TH E PUBLIC UTILITIES REGULATORY
21	20		AUTHORITY'S INVESTIGATION OF LOST AND UNACCOUNTED FOR
22	21		GAS.
23	22		Be it enacted by the Senate and House of Representatives in General
24	23		Assembly convened:

26	25		Section 1. Section 16-34a of the general statutes is repealed and the 1
27	26		following is substituted in lieu thereof (Effective October 1, 2019): 2
28	27		(a) Not later than July 1, 2015, and annually thereafter, the Public 3
29	28		Utilities Regulatory Authority shall submit a report, in accordance 4
30	29		with the provisions of section 11-4a, to the joint standing committee of 5
31	30		the General Assembly having cognizance of matters relating to energy. 6
32	31		Such report shall include (1) a description of the reasons for each gas 7
33	32		company's percentage of lost and unaccounted for gas, (2) 8
34	33		recommendations for each gas company's gas leak reduction strategy, 9
35	34		(3) a description of each gas company's current gas leak monitoring 10
36	35		system program, and (4) the number of leaks and causes of such leaks 11
37	36		throughout the entire gas distribution system in the state and any 12
38	37		other information the authority determines to be relevant. 13

	44	+	(b) The authority shall initiate a docket to investigate the lost and 14
46	45		unaccounted for gas of a gas company if the percentage of the leaked 15
47	46		gas component of the lost and unaccounted for gas of such gas 16
48	47		company in any [calendar] year exceeds a total of [three] one and one-17
49	48		half per cent. In such docket, a gas company shall report (1) leak 18
50	49		detection and monitoring procedures, (2) emissions reduction 19
51	50		strategies in addition to leak repair, and (3) any additional 20
52	51		requirements the authority determines to be relevant. In such docket, 21
53	52		the authority shall establish a cost mechanism to comply with long-22
54	53		term emissions reductions required by section 22a-200a and to 23
55	54		incentivize a gas company to (A) reduce lost and unaccounted for gas, 24
56	55		including the number of leaks throughout the entire gas distribution 25
57	56		system in the state, (B) replace aging infrastructure, and (C) comply 26
58	57		with any additional requirements the authority determines to be 27
59	58		relevant. Such cost mechanism may be incorporated in the purchased 28
60	59		gas adjustment clause pursuant to section 16-19b. 29
