LCO No. 4322 1 of 2 General Assembly Raised Bill No. 892 January Session, 2019 LCO No. 4322 Referred to Committee on COMMITTEE ON CHILDREN Introduced by: (KID) AN ACT CONCERNING TH E SAFETY AND WELL-BEING OF YOUTHS PLACED IN OUT-OF-HOME SETTINGS LICENS ED, ADMINISTERED AND INVESTIGATED BY THE DEPARTMENT OF CH ILDREN AND FAMILIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2019) Not later than February first 1 of each year, the Commissioner of Children and Families shall 2 annually compile a report concerning the safety and well-being of 3 youths who have been placed by the commissioner in out-of-home 4 settings that are licensed, administered or investigated by the 5 Department of Children and Families during the preceding calendar 6 year. Such report shall include, but need not be limited to, (1) the 7 number of investigations conducted by the Department of Children 8 and Families concerning allegations of suspected abuse or neglect of 9 youths in such settings, (2) the number and nature of substantiated 10 cases of abuse and neglect of youths in such settings, (3) information 11 concerning any corrective action plans implemented in response to 12 investigations of abuse or neglect of youths in such settings or any 13 other concerns about the safety or well-being of youths in such 14 Raised Bill No. 892 LCO No. 4322 2 of 2 settings, (4) the number of reports made to the department concerning 15 youths who ran away or were away without leave from such settings, 16 (5) the number of incidents of suspected or confirmed sexual 17 trafficking of youths in such settings, (6) any discernable trends with 18 respect to the safety and well-being of youths in such settings, and (7) 19 any recommendations to improve the safety and well-being of youths 20 in such settings. 21 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To require the Commissioner of Children and Families to report annually to the joint standing committees of the General Assembly having cognizance of matters relating to children and appropriations concerning the safety and well-being of youths placed in out-of-home settings that are licensed, administered and investigated by the Department of Children and Families.
