1318 Be it enacted by the Senate and House of Representatives in General
1419 Assembly convened:

16-Section 1. (Effective from passage) (a) The Commissioner of Children
17-and Families, in consultation with the Office of the Child Advocate
18-and operators of congregate care facilities licensed by the Department
19-of Children and Families, shall develop a process (1) for the routine
20-collection of information concerning (A) the monitoring and inspection
21-of such facilities, and (B) the health, safety, treatment and discharge
22-outcomes concerning children receiving services at such facilities, (2) to
23-make the information collected pursuant to subdivision (1) of this
24-subsection available to the public on the Internet web site of the
25-Department of Children and Families, provided the department does
26-not disclose any personally identifying information of children
27-receiving services at such facilities, and (3) for promptly notifying the
28-Office of the Child Advocate and the parents or guardians of children
29-receiving services at such facilities when (A) any action is taken
30-relating to a congregate care facility license, or any sanction is imposed
31-against such a facility, if such action or sanction is related to the health
32-or safety of such children, and (B) any corrective actions are Substitute Senate Bill No. 892

24+concerning congregate care facilities licensed or administered by the 4
25+Department of Children and Families, including, but not limited to, 5
26+treatment outcomes concerning children placed in such facilities, (2) 6
27+making the information collected pursuant to subdivision (1) of this 7
28+subsection available to the public, provided the department does not 8
29+disclose any personally identifying information of children placed in 9
30+such facilities, and (3) notifying the parents and guardians of children 10
31+placed in such facilities when investigations have been commenced 11
32+concerning such facilities and the findings of such investigations, 12
33+including any corrective actions required of and undertaken by such 13
34+facilities following the results of such investigations. 14
35+(b) Not later than December 31, 2019, the commissioner shall submit 15
36+a report, in accordance with the provisions of section 11-4a of the 16
37+general statutes, to the joint standing committee of the General 17 Substitute Bill No. 892

36-undertaken by such facilities following such actions or sanctions.
37-(b) Not later than December 31, 2019, the Commissioner of Children
38-and Families shall submit a report, in accordance with the provisions
39-of section 11-4a of the general statutes, to the joint standing committee
40-of the General Assembly having cognizance of matters relating to
41-children. Such report shall include information concerning the
42-processes developed pursuant to subsection (a) of this section and the
43-time frames for implementation of such processes.
