AN ACT CONCERNING TH E PROVISION OF CERTAIN INFORMATION 
PERTAINING TO CONGRE GATE CARE FACILITIES LICENSED OR 
ADMINISTERED BY THE DEPARTMENT OF CHILDR EN AND 
FAMILIES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Children 1 
and Families, in consultation with the Office of the Child Advocate, 2 
shall develop a process for (1) the routine collection of information 3 
concerning congregate care facilities licensed or administered by the 4 
Department of Children and Families, including, but not limited to, 5 
treatment outcomes concerning children placed in such facilities, (2) 6 
making the information collected pursuant to subdivision (1) of this 7 
subsection available to the public, provided the department does not 8 
disclose any personally identifying information of children placed in 9 
such facilities, and (3) notifying the parents and guardians of children 10 
placed in such facilities when investigations have been commenced 11 
concerning such facilities and the findings of such investigations, 12 
including any corrective actions required of and undertaken by such 13 
facilities following the results of such investigations. 14 
(b) Not later than December 31, 2019, the commissioner shall submit 15 
a report, in accordance with the provisions of section 11-4a of the 16 
general statutes, to the joint standing committee of the General 17  Substitute Bill No. 892

Assembly having cognizance of matters relating to children. Such 18 
report shall include a description of the process developed pursuant to 19 
this section and any recommendations for the implementation of said 20 
process. 21 
This act shall take effect as follows and shall amend the following 
sections:
