27 | 26 | | report, in accordance with section 11-4a of the general statutes, to the 3 |

28 | 27 | | joint standing committee of the General Assembly having cognizance 4 |

29 | 28 | | of matters relating to the environment on best nonlethal management 5 |
---|
30 | 29 | | practices that are effective in deterring black bear from habituating in 6 |
---|
31 | 30 | | areas that are densely populated by humans. In developing such 7 |
---|
32 | 31 | | practices, the commissioner shall consider, but is not limited to, the 8 |
---|
33 | 32 | | following: (1) Attractant management practices and recommendations 9 |
---|
34 | 33 | | that limit black bear access to food sources originating from humans, 10 |
---|
35 | 34 | | (2) nonlethal hazing devices, including noises and physical deterrents 11 |
---|
36 | 35 | | that decrease black bear use of densely populated human areas, (3) 12 |
---|
37 | 36 | | education programs that instruct and encourage the general public to 13 |
---|
38 | 37 | | improve their use of attractant management practices, and (4) 14 |
---|
39 | 38 | | community planning strategies that consider black bear territory in 15 |
---|
