2019 AN ACT CONCERNING TH E NONLETHAL MANAGEMENT OF THE
2120 BLACK BEAR POPULATIO N IN CONNECTICUT.
2221 Be it enacted by the Senate and House of Representatives in General
2322 Assembly convened:

2524 Section 1. (Effective from passage) Not later than February 1, 2020, the 1
2625 Commissioner of Energy and Environmental Protection shall submit a 2
2726 report, in accordance with section 11-4a of the general statutes, to the 3
2827 joint standing committee of the General Assembly having cognizance 4
2928 of matters relating to the environment on best nonlethal management 5
3029 practices that are effective in deterring black bear from habituating in 6
3130 areas that are densely populated by humans. In developing such 7
3231 practices, the commissioner shall consider, but is not limited to, the 8
3332 following: (1) Attractant management practices and recommendations 9
3433 that limit black bear access to food sources originating from humans, 10
3534 (2) nonlethal hazing devices, including noises and physical deterrents 11
3635 that decrease black bear use of densely populated human areas, (3) 12
3736 education programs that instruct and encourage the general public to 13
3837 improve their use of attractant management practices, and (4) 14
3938 community planning strategies that consider black bear territory in 15
