1919 AN ACT CONCERNING CH ILDREN WHO TRANSFER FROM HUSKY A
2020 TO HUSKY B HEALTH CA RE COVERAGE.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. (Effective July 1, 2019) For purposes of this section, 1
2525 "HUSKY A" and "HUSKY B" have the same meaning as provided in 2
2626 section 17b-290 of the general statutes. The Commissioner of Social 3
2727 Services shall establish a system to ensure a seamless transition for 4
2828 children who transfer from HUSKY A to HUSKY B health care 5
2929 coverage. Such system shall include: (1) Standard documentation 6
3030 required for preauthorization and reauthorization of HUSKY B 7
3131 services, (2) a fixed timeline for decisions by the commissioner on 8
3232 requests for preauthorization and reauthorization of HUSKY B 9
3333 services, (3) immediate notification to a provider including, but not 10
3434 limited to, an occupational therapist or physical therapist, when a child 11
3535 for whom he or she provides health care services transfers from 12
3636 HUSKY A to HUSKY B health care coverage, (4) retroactive payments 13
3737 under HUSKY A for a provider who performs medically necessary 14
3838 services, as defined in section 17b-259b of the general statutes, in good 15
3939 faith for a child who had been enrolled in HUSKY A until the provider 16 Raised Bill No. 899

4545 receives notice of the child's transfer from HUSKY A to HUSKY B, and 17
4646 (5) timely payments to a provider of services to a child who transitions 18
4747 from HUSKY A health care coverage to HUSKY B health care 19
4848 coverage. 20
4949 This act shall take effect as follows and shall amend the following
