914 AN ACT CONCERNING TH E INNOVATION INCENTIVE PROGRAM
1015 FOR NONPROFIT PROVID ERS OF HUMAN SERVICES.
1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. Subsection (c) of section 4-216 of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective July
16-1, 2019):
17-(c) The secretary [may] shall establish [an] a pilot incentive program
18-for nonprofit providers of human services [whose contracts with the
19-state do not exceed one million dollars and who provide direct services
20-to not more than one hundred fifty persons enrolled in state-funded
21-assistance programs in specific geographical regions of the state. The
22-incentive program may] that shall (1) allow providers who otherwise
23-meet contractual requirements to retain a percentage of any savings
24-realized by the providers from the contracted cost for services, [(2)
25-require that at least fifty per cent of savings retained by the providers
26-be used to expand such services, and (3)] and (2) provide that future
27-contracted amounts from the state for the same types of services are
28-not reduced solely to reflect savings achieved in previous contracts by
29-such providers. The pilot incentive program shall include eight
30-nonprofit providers of human services with state contracts of the

38-of less than five million dollars. For purposes of this subsection, ["state-
39-funded assistance programs"] "nonprofit providers of human services"
40-includes, but is not limited to, nonprofit providers of services
41-[provided] to persons with intellectual, physical or mental disabilities
42-or autism spectrum disorder.
