19	19	AN ACT AUTHORIZING B ONDS OF THE STATE FOR THE HARRY
20	20	RUFFIN, JR. AMERICAN LEGION POST 206.
21	21	Be it enacted by the Senate and House of Representatives in General
22	22	Assembly convened:

24	24	Section 1. (Effective July 1, 2019) (a) For the purposes described in 1
25	25	subsection (b) of this section, the State Bond Commission shall have 2
26	26	the power from time to time to authorize the issuance of bonds of the 3
27	27	state in one or more series and in principal amounts not exceeding in 4
28	28	the aggregate two million seven hundred thousand dollars. 5
29	29	(b) The proceeds of the sale of such bonds, to the extent of the 6
30	30	amount stated in subsection (a) of this section, shall be used by the 7
31	31	Department of Veterans Affairs for the purpose of providing a grant-8
32	32	in-aid to the American Legion, Harry Ruffin, Jr. Post 206, for veterans 9
33	33	programming, a small business incubator space and a veterans 10
34	34	community center in the city of Middletown. 11
35	35	(c) All provisions of section 3-20 of the general statutes, or the 12
36	36	exercise of any right or power granted thereby, that are not 13
37	37	inconsistent with the provisions of this section are hereby adopted and 14 Raised Bill No. 949

43	43	shall apply to all bonds authorized by the State Bond Commission 15
44	44	pursuant to this section. Temporary notes in anticipation of the money 16
45	45	to be derived from the sale of any such bonds so authorized may be 17
46	46	issued in accordance with section 3-20 of the general statutes and from 18
47	47	time to time renewed. Such bonds shall mature at such time or times 19
48	48	not exceeding twenty years from their respective dates as may be 20
49	49	provided in or pursuant to the resolution or resolutions of the State 21
50	50	Bond Commission authorizing such bonds. None of such bonds shall 22
51	51	be authorized except upon a finding by the State Bond Commission 23
52	52	that there has been filed with it a request for such authorization that is 24
53	53	signed by or on behalf of the Secretary of the Office of Policy and 25
54	54	Management and states such terms and conditions as said commission, 26
55	55	in its discretion, may require. Such bonds issued pursuant to this 27
56	56	section shall be general obligations of the state and the full faith and 28
57	57	credit of the state of Connecticut are pledged for the payment of the 29
58	58	principal of and interest on such bonds as the same become due, and 30
59	59	accordingly and as part of the contract of the state with the holders of 31
60	60	such bonds, appropriation of all amounts necessary for punctual 32
61	61	payment of such principal and interest is hereby made, and the State 33
62	62	Treasurer shall pay such principal and interest as the same become 34
63	63	due. 35
