AN ACT CONCERNING TH E DEVELOPMENT OF A TRAINING 
MANUAL AND TRAINING PROGRAM ON CERTAIN H EALTH 
CONDITIONS COMMON TO VETERANS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) (a) (1) The Commissioner 1 
of Veterans Affairs shall develop, within available resources, a training 2 
manual for employers on the topic of mental health conditions 3 
common to veterans, including post-traumatic stress disorder, risk of 4 
suicide, depression and grief. Such training manual shall provide 5 
guidance on (A) identifying the signs and symptoms of such mental 6 
health conditions, and (B) assisting employees who are veterans and 7 
who exhibit such signs and symptoms in the workplace. Such training 8 
manual shall be published on the respective Internet web sites of the 9 
Department of Veterans Affairs and the Labor Department. 10 
(2) For purposes of this subsection, "employer" means a person 11 
engaged in business who has employees, including the state and any 12 
political subdivisions of the state.  13  Raised Bill No.  952

(b) The Commissioner of Veterans Affairs shall develop, within 14 
available resources, a training program for providers of vocational 15 
rehabilitation services, as defined in subdivision (2) of section 17b-650 16 
of the general statutes, on the topic of mental health conditions 17 
common to veterans, including post-traumatic stress disorder, risk of 18 
suicide, depression and grief. Such training program shall provide 19 
guidance on (1) identifying the signs and symptoms of such mental 20 
health conditions, and (2) assisting recipients of vocational 21 
rehabilitation services who are veterans and who exhibit such signs 22 
and symptoms in the course of receiving such services. Such training 23 
program shall be used by the Department of Rehabilitation Services in 24 
training or instruction provided by said department pursuant to 25 
subsection (b) of section 17b-655 of the general statutes. 26 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section 
 
Statement of Purpose:   
To require the Commissioner of Veterans Affairs to develop (1) a 
training manual for employers on certain veterans' health issues, and 
(2) a training program for vocational rehabilitation service providers 
on such issues.
