9	11		AN ACT CONCERNING GU IDELINES FOR A COMPREHENSIVE
10	12		SCHOOL COUNSELOR PRO GRAM.
11	13		Be it enacted by the Senate and House of Representatives in General
12	14		Assembly convened:

14		-	Section 1. (NEW) (Effective July 1, 2019) Not later than July 1, 2020,
15		-	the State Board of Education, in collaboration with a state-wide
16		-	association that represents school counselors, shall adopt guidelines
17		-	for a comprehensive school counseling program. Such guidelines shall
18		-	ensure that all students have access to a comprehensive school
19		-	counseling program that provides academic, social-emotional and
20		-	post-secondary and career readiness programming by a certified
21		-	school counselor with adequate training. The state board shall make
22		-	the guidelines available to local and regional boards of education and
23		-	published on the Internet web site of the Department of Education.

	32	+	The title was changed to accurately reflect the contents of the bill and
	33	+	in Section 1, "the Connecticut School Counselor Association" was
	34	+	replaced with "a state-wide association that represents school
	35	+	counselors" for consistency with standard drafting conventions.
