AN ACT CONCERNING TH E WORKFORCE AND THE SAFE 
DELIVERY OF NATURAL GAS DISTRIBUTION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) Each construction 1 
contractor hired by a public utility to engage in the installation or 2 
replacement of natural gas distribution infrastructure shall (1) employ 3 
on site only employees who have successfully completed all of the 4 
training and obtained all certifications required by this state for the 5 
performance of such installation or replacement of natural gas 6 
distribution infrastructure, and (2) notify the Gas Pipeline Safety Unit 7 
of the Public Utilities Regulatory Authority when hiring or utilizing a 8 
contractor who is not a resident of this state. Such notification shall 9 
include confirmation that such contractor has successfully completed 10 
the training and obtained the certifications specified in subdivision (1) 11 
of this section. 12 
This act shall take effect as follows and shall amend the following 
sections:

gas delivery work are properly trained and certified.
