19	19	AN ACT CONCERNING DO G LICENSING FEES.
20	20	Be it enacted by the Senate and House of Representatives in General
21	21	Assembly convened:

23	23	Section 1. Section 22-338 of the general statutes is repealed and the 1
24	24	following is substituted in lieu thereof (Effective July 1, 2019): 2
25	25	(a) Each owner or keeper of a dog of the age of six months or older, 3
26	26	except dogs kept under a kennel license as provided in section 22-342, 4
27	27	shall cause such dog to be licensed in the town clerk's office in the 5
28	28	town where such dog is kept, on or before June thirtieth, annually, or 6
29	29	at such time as such dog becomes six months old, and annually 7
30	30	thereafter, on or before June thirtieth. The owner or keeper shall pay to 8
31	31	such town clerk for such license the sum of [seven] ten dollars for each 9
32	32	neutered male or spayed female dog and the sum of [twelve] twenty 10
33	33	dollars for each unneutered male dog and each unspayed female dog, 11
34	34	and [one] two additional [dollar] dollars in each case as the town 12
35	35	clerk's fee for issuing a tag and license as provided in section 22-340. 13
36	36	[Two] Three dollars from each license fee collected for a neutered or 14
37	37	spayed dog shall be deposited into the animal population control 15
38	38	account, established under section 22-380g. If an owner or keeper of a 16 Raised Bill No. 997

44	44	dog fails to procure a license as required by this section, such owner or 17
45	45	keeper shall pay the appropriate license fee specified in this section, 18
46	46	the town clerk's fee and a penalty of one dollar for each month or 19
47	47	fraction thereof the dog remains unlicensed. 20
48	48	(b) Any owner or keeper applying for a license for a dog under 21
49	49	subsection (a) of this section, except for those owners or keepers 22
50	50	possessing a rabies vaccination exemption certificate, or a copy thereof, 23
51	51	issued pursuant to section 22-339b, shall submit to the town clerk a 24
52	52	rabies certificate signed by a licensed veterinarian, or a copy thereof, 25
53	53	stating that such dog has been vaccinated against rabies, the date of the 26
54	54	vaccination and the duration of the immunity provided by the vaccine. 27
55	55	No license shall be issued unless the certificate indicates that the 28
56	56	immunity provided by the vaccine is effective at the time of licensing. 29
57	57	(c) Any owner or keeper applying for a license for a dog pursuant to 30
58	58	subsection (a) of this section that has been exempted from vaccination 31
59	59	against rabies pursuant to section 22-339b shall submit to the town 32
60	60	clerk a rabies vaccination exemption certificate issued by the 33
61	61	department, or a copy thereof, in lieu of a rabies certificate. 34
62	62	(d) This section shall not apply to any dog which is imported into 35
63	63	this state for exhibition purposes and which does not remain in this 36
64	64	state for more than thirty days. Any person may import, from another 37
65	65	state, any licensed dog with collar, tag and rabies vaccination 38
66	66	certificate, and keep the same in this state for not more than thirty 39
67	67	days, without complying with the provisions of this section. 40
68	68	Sec. 2. Section 22-380l of the general statutes is repealed and the 41
69	69	following is substituted in lieu thereof (Effective July 1, 2019): 42
70	70	For each license issued pursuant to section 22-338, as amended by 43
71	71	this act, for an unspayed or unneutered dog, the town clerk shall 44
72	72	collect a surcharge of [six] eight dollars which shall be deposited by 45
73	73	such clerk into the animal population control account established 46
