2020 OTHER DOMESTIC ANIMA L FROM A MUNICIPAL POUND AND
2121 REQUIRING THE LICENSING OF SUCH CATS AND OTHER

2626 Section 1. Subsection (c) of section 22-332 of the general statutes is 1
2727 repealed and the following is substituted in lieu thereof (Effective July 2
2828 1, 2019): 3
2929 (c) The town treasurer or other fiscal officer shall pay from the dog 4
3030 fund account the advertising expense incurred under the provisions of 5
3131 this section upon receipt of an itemized statement together with a copy 6
3232 of the advertisement as published. Any person who purchases a dog, 7
3333 cat or other domestic animal as a pet shall pay a fee of [five] fifteen 8
3434 dollars to the municipal animal shelter or dog pound and procure a 9
3535 license and tag for such dog, cat or other domestic animal from the 10
3636 town clerk, in accordance with the provisions of section 22-338, as 11
3737 amended by this act. In addition to the [five-dollar] fifteen-dollar fee, 12
3838 any person who purchases a dog, cat or other domestic animal as a pet 13 Raised Bill No. 999

4444 may be charged the cost the municipality incurred, if any, to spay or 14
4545 neuter and vaccinate the dog, provided such charge shall not exceed 15
4646 one hundred fifty dollars. 16
4747 Sec. 2. Section 22-338 of the general statutes is repealed and the 17
4848 following is substituted in lieu thereof (Effective July 1, 2019): 18
4949 (a) Each owner or keeper of a dog of the age of six months or older, 19
5050 except dogs kept under a kennel license as provided in section 22-342, 20
5151 and each owner of a cat or other domestic animal adopted from a 21
5252 municipal animal shelter or dog pound shall cause such dog, cat or 22
5353 other domestic animal to be licensed in the town clerk's office in the 23
5454 town where such dog, cat or other domestic animal is kept, on or 24
5555 before June thirtieth, annually, or at such time as such dog, cat or other 25
5656 domestic animal becomes six months old, and annually thereafter, on 26
5757 or before June thirtieth. The owner or keeper shall pay to such town 27
5858 clerk for such license the sum of [seven] ten dollars for each such 28
5959 neutered male or spayed female dog, cat or other domestic animal and 29
6060 the sum of [twelve] fifteen dollars for each such unneutered male dog, 30
6161 cat or other domestic animal and each such unspayed female dog, cat 31
6262 or other domestic animal, and [one] two additional [dollar] dollars in 32
6363 each case as the town clerk's fee for issuing a tag and license as 33
6464 provided in section 22-340. [Two] Three dollars from each license fee 34
6565 collected for [a] such neutered or spayed dog, cat or other domestic 35
6666 animal shall be deposited into the animal population control account, 36
6767 established under section 22-380g. If an owner or keeper of [a] such 37
6868 dog, cat or other domestic animal fails to procure a license as required 38
6969 by this section, such owner or keeper shall pay the appropriate license 39
7070 fee specified in this section, the town clerk's fee and a penalty of one 40
7171 dollar for each month or fraction thereof [the] such dog, cat or other 41
7272 domestic animal remains unlicensed. 42
7373 (b) Any owner or keeper applying for a license for [a] such dog, cat 43
7474 or other domestic animal under subsection (a) of this section, except 44
7575 for those owners or keepers possessing a rabies vaccination exemption 45
7676 certificate, or a copy thereof, issued pursuant to section 22-339b, shall 46 Raised Bill No. 999

8282 submit to the town clerk a rabies certificate signed by a licensed 47
8383 veterinarian, or a copy thereof, stating that such dog, cat or other 48
8484 domestic animal has been vaccinated against rabies, the date of the 49
8585 vaccination and the duration of the immunity provided by the vaccine. 50
8686 No license shall be issued unless the certificate indicates that the 51
8787 immunity provided by the vaccine is effective at the time of licensing. 52
8888 (c) Any owner or keeper applying for a license for [a] such dog or 53
8989 cat pursuant to subsection (a) of this section that has been exempted 54
9090 from vaccination against rabies pursuant to section 22-339b shall 55
9191 submit to the town clerk a rabies vaccination exemption certificate 56
9292 issued by the department, or a copy thereof, in lieu of a rabies 57
9393 certificate. 58
9494 (d) This section shall not apply to any dog, cat or other domestic 59
9595 animal which is imported into this state for exhibition purposes and 60
9696 which does not remain in this state for more than thirty days. Any 61
9797 person may import, from another state, any licensed dog, cat or other 62
9898 domestic animal with collar, tag and rabies vaccination certificate, and 63
9999 keep the same in this state for not more than thirty days, without 64
100100 complying with the provisions of this section. 65
101101 Sec. 3. Section 22-380l of the general statutes is repealed and the 66
102102 following is substituted in lieu thereof (Effective July 1, 2019): 67
103103 For each license issued pursuant to section 22-338, as amended by 68
104104 this act, for an unspayed or unneutered dog, cat or other domestic 69
105105 animal the town clerk shall collect a surcharge of [six] eight dollars 70
106106 which shall be deposited by such clerk into the animal population 71
107107 control account established pursuant to section 22-380g. 72
108108 This act shall take effect as follows and shall amend the following
