20	19		AN ACT CONCERNING TH E RECYCLING AND DISPOSAL OF SMOK E
21	20		DETECTORS.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. (Effective from passage) Not later than February 1, 2020, the 1
26	25		Commissioner of Energy and Environmental Protection shall submit a 2
27	26		report, in accordance with the provisions of section 11-4a of the general 3
28	27		statutes, to the joint standing committee of the General Assembly 4
29	28		having cognizance of matters relating to the environment concerning: 5
30	29		(1) Current best practices for residents of the state to dispose of or 6
31	30		recycle residential smoke detectors, (2) any hazardous waste concerns 7
32	31		that arise from the disposal or recycling of residential smoke detectors, 8
33	32		(3) achieved or estimated current state rates for the proper disposal or 9
34	33		recycling of residential smoke detectors, (4) the efficacy of extended 10
35	34		producer responsibility programs to yield higher rates of proper 11
36	35		disposal or recycling of residential smoke detectors than are currently 12
37	36		achieved or estimated in the state, (5) legislative recommendations 13
38	37		concerning the disposal or recycling of residential smoke detectors, 14
39	38		including, but not limited to, components of any recommended 15
40	39		extended producer responsibility program for such smoke detectors 16 Raised Bill No. 1001

47	45		and any consumer awareness efforts for the proper disposal or 17
48	46		recycling of residential smoke detectors. For purposes of this section, 18
49	47		"residential smoke detector" means any battery operated or plug-in 19
50	48		smoke detector intended for use in a residential dwelling, any carbon 20
51	49		monoxide detector intended for use in a residential dwelling and any 21
52	50		smoke detector and carbon monoxide detector combination intended 22
53	51		for use in a residential dwelling. 23
