914 AN ACT CONCERNING WO RKFORCE DEVELOPMENT.
1015 Be it enacted by the Senate and House of Representatives in General

13-Section 1. Section 10-98a of the general statutes is repealed and the
14-following is substituted in lieu thereof (Effective October 1, 2019):
15-The [director] principal of each technical education and career
16-school, or the principal's designee, shall meet with members of the
17-business community, representatives of electric, gas, water and
18-wastewater utilities and representatives from state colleges and
19-universities offering courses in public utility management within the
20-geographic area served by the technical education and career school to
21-develop a plan to assess workforce needs of the community and such
22-utilities and implement curriculum modifications to address those
23-needs.

29+shall, in consultation with the Commissioner of Economic and 12
30+Community Development, develop a plan to identify veterans with 13
31+manufacturing skills and assist such veterans in gaining employment 14
32+in the manufacturing industry. Not later than February 1, 2020, the 15
33+commissioner shall submit such plan to the joint standing committees 16
34+of the General Assembly having cognizance of matters relating to 17
35+commerce and veterans affairs, in accordance with the provisions of 18

43+Sec. 3. (Effective from passage) The Commissioner of Economic and 20
44+Community Development shall, in consultation with Workforce 21
45+Investment Boards, develop a plan to establish a pilot program, within 22
46+available appropriations, that provides free computer coding training 23
47+to veterans, low-income individuals, long-term unemployed 24
48+individuals, dislocated workers or correctional institution inmates. 25
49+Such plan may include the use of (1) federal or private funds, (2) free 26
50+computer coding curricula developed by information technology 27
51+organizations such as Code.org, and (3) public-private partnerships 28
52+such as the one used in the Code Louisville program in Louisville, 29
53+Kentucky. Not later than February 1, 2020, the commissioner shall 30
54+submit such plan to the joint standing committee of the General 31
55+Assembly having cognizance of matters relating to commerce, in 32
56+accordance with the provisions of section 11-4a of the general statutes. 33
57+This act shall take effect as follows and shall amend the following
58+sections:
