21+DEPARTMENT OF ADMINI STRATIVE SERVICES.
1822 Be it enacted by the Senate and House of Representatives in General
1923 Assembly convened:

2125 Section 1. (NEW) (Effective from passage) (a) As used in this section: 1
2226 (1) "Blockchain technology" means distributed ledger technology 2
2327 that uses a distributed, decentralized, shared and replicated ledger that 3
2428 may be public or private, permissioned or permissionless and that may 4
2529 include the use of electronic currencies or electronic tokens as a 5
2630 medium of electronic exchange; and 6
2731 (2) "Distributed ledger technology" means any database that is 7
2832 consensually shared and synchronized across multiple sites, 8
2933 institutions or geographies allowing for public witnesses to such 9
3034 transactions and may include supporting infrastructure, including 10
31-blockchain technology. 11
32-(b) On or before October 1, 2020, the Secretary of the Office of Policy 12
33-and Management, in consultation with the Chief Information Officer of 13
34-the Division of Information Technology within the Department of 14
35-Administrative Services, shall develop a plan to incorporate blockchain 15
36-technology to make a state administrative function more efficient. 16 Substitute Bill No. 1032

43-(c) Not later than October 1, 2021, the secretary shall submit such 17
44-plan to the joint standing committees of the General Assembly having 18
45-cognizance of matters relating to commerce and government 19
46-administration. 20

44+(b) On or before October 1, 2019, the Department of Administrative 15
45+Services shall develop and issue a request for proposals to incorporate 16
46+blockchain technology to make the administration of a department 17
47+function more efficient. 18
48+(c) Not later than October 1, 2020, the department shall evaluate the 19
49+responses to the request for proposals and submit a report, in 20
50+accordance with the provisions of section 11-4a of the general statutes, 21
51+identifying department functions that may be made more efficient by 22
52+blockchain technology to the joint standing committees of the General 23
53+Assembly having cognizance of matters relating to commerce and 24
54+government administration. 25
