AN ACT CONCERNING RE GIONALISM FOR ELECTIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2019) (a) There is established a study 1 
group to (1) consider the feasibility of the regionalization of election 2 
administration and the role of registrars of voters in such 3 
regionalization, (2) examine opportunities for municipalities to 4 
implement any such regionalization, and (3) develop best practices, 5 
including identifying efficiencies, for the administration of elections. 6 
(b) The study group shall consist of the following members: 7 
(1) The Secretary of the State, or the Secretary's designee; 8 
(2) Two appointed by the chairpersons of the joint standing 9 
committee of the General Assembly having cognizance of matters 10 
relating to elections, in consultation with the ranking members of such 11 
committee, each of whom shall be enrolled in a different political party 12 
from the other; 13  Raised Bill No.  1036

(3) Two appointed by the president of the Registrars of Voters 14 
Association of Connecticut, each of whom shall be enrolled in a 15 
different political party from the other; 16 
(4) Two appointed by the president of the Connecticut Town Clerks 17 
Association, each of whom shall be enrolled in a different political 18 
party from the other; 19 
(5) One appointed by the speaker of the House of Representatives;  20 
(6) One appointed by the president pro tempore of the Senate; 21 
(7) One appointed by the minority leader of the House of 22 
Representatives; 23 
(8) One appointed by the minority leader of the Senate; 24 
(9) One appointed by the Governor; and 25 
(10) Two appointed by the Secretary of the State, one of whom shall 26 
be admitted to the practice of law in this state and have expertise in the 27 
election laws of this state, and the other of whom shall be a 28 
representative of an organization with a mission of promoting voter 29 
participation. 30 
(c) All appointments to the study group shall be made not later than 31 
thirty days after the effective date of this section. Any vacancy shall be 32 
filled by the appointing authority. 33 
(d) The chairpersons of the joint standing committee of the General 34 
Assembly having cognizance of matters relating to elections, in 35 
consultation with the ranking members of such committee, shall select 36 
a chairperson of the study group from among the members of the 37 
study group. 38 
(e) Not later than January 16, 2020, the study group shall submit a 39 
report on its recommendations for the regionalization of election 40 
administration to the joint standing committee of the General 41  Raised Bill No.  1036

Assembly having cognizance of matters relating to elections, in 42 
accordance with the provisions of section 11-4a of the general statutes, 43 
to the Governor and to the Secretary of the State. The study group shall 44 
terminate on the date that it submits such report. 45 
This act shall take effect as follows and shall amend the following 
sections:
