1420 AN ACT CONCERNING RE GIONALISM FOR ELECTIONS.
1521 Be it enacted by the Senate and House of Representatives in General
1622 Assembly convened:

1824 Section 1. (Effective July 1, 2019) (a) There is established a study 1
1925 group to (1) consider the feasibility of the regionalization of election 2
2026 administration and the role of registrars of voters in such 3
2127 regionalization, (2) examine opportunities for municipalities to 4
2228 implement any such regionalization, and (3) develop best practices, 5
2329 including identifying efficiencies, for the administration of elections. 6
2430 (b) The study group shall consist of the following members: 7
2531 (1) The Secretary of the State, or the Secretary's designee; 8
2632 (2) Two appointed by the chairpersons of the joint standing 9
2733 committee of the General Assembly having cognizance of matters 10
2834 relating to elections, in consultation with the ranking members of such 11
2935 committee, each of whom shall be enrolled in a different political party 12

31-(3) Two designated by the president of the Registrars of Voters 14

55-representative of an organization with a mission of promoting voter 32

57-(c) All appointments or designations to the study group shall be 34
58-made not later than thirty days after the effective date of this section. 35
59-Any vacancy shall be filled by the appointing or designating authority. 36
60-(d) The chairpersons of the joint standing committee of the General 37
61-Assembly having cognizance of matters relating to elections, in 38
62-consultation with the ranking members of such committee, shall select 39
63-a chairperson of the study group from among the members of the 40
64-study group. 41
65-(e) Not later than January 16, 2020, the study group shall submit a 42
66-report on its recommendations for the regionalization of election 43
67-administration to the joint standing committee of the General 44 Substitute Bill No. 1036
