AN ACT CONCERNING TH E ONLINE DATABASE FO R STATE 
EXPENDITURES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 2-53l of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective from passage): 2 
(a) On or before July 1, 2011, until the effective date of this section, 3 
the legislative Office of Fiscal Analysis shall establish and maintain 4 
searchable online electronic databases [on the Internet and located] on 5 
said office's Internet web site for purposes of posting state 6 
expenditures, including state contracts and grants. On and after the 7 
effective date of this section, said databases shall be maintained by the 8 
office of the Comptroller on said office's publicly accessible Internet 9 
web site for purposes of posting state and quasi-public agency 10 
expenditures, including disaggregated payments and data related to 11 
state and quasi-public agency contracts and grants, state and quasi-12 
public agency employee payroll and state retiree pensions.  13 
(b) Each budgeted agency, as defined in section 4-69, and quasi-14  Raised Bill No. 1048

public agency, as defined in section 1-120, shall submit, in a timely 15 
manner, any information requested by the [legislative Office of Fiscal 16 
Analysis] Comptroller for the purpose of [establishing and] 17 
maintaining the electronic databases. 18 
[(c) On or before January 15, 2013, and annually thereafter, the 19 
legislative Office of Fiscal Analysis shall report, in accordance with 20 
section 11-4a, to the joint standing committee of the General Assembly 21 
having cognizance of matters relating to appropriations and the 22 
budgets of state agencies on the establishment and maintenance of the 23 
electronic databases, with any recommendations for improving or 24 
expanding the operation or capacity of such databases. 25 
(d) Following the establishment of the electronic databases, the 26 
Auditors of Public Accounts shall review the procedures and security 27 
used to develop the electronic databases and report, in accordance 28 
with section 11-4a, any findings or recommendations based on such 29 
review to the joint standing committee of the General Assembly 30 
having cognizance of matters relating to appropriations and the 31 
budgets of state agencies.] 32 
[(e)] (c) Nothing in this section shall be construed to require a state 33 
or quasi-public agency to: (1) Create unavailable financial or 34 
management data or an information technology system that does not 35 
exist, or (2) disclose consumer, client, patient, [or] student or other 36 
information otherwise protected by law from disclosure.  37 
This act shall take effect as follows and shall amend the following 
sections:
