1620 Be it enacted by the Senate and House of Representatives in General

19-Section 1. Section 22-336 of the general statutes is repealed and the 1
20-following is substituted in lieu thereof (Effective from passage): 2
21-Each city or town, other than towns participating in a regional dog 3
22-pound, shall (1) provide and maintain for use as a dog pound a 4
23-suitable building, which shall be made comfortable for the detention 5
24-and care of dogs and other domestic animals and kept in a sanitary 6
25-condition, or (2) provide, through written agreement, for the detention 7
26-and care of impounded dogs or other domestic animals by a licensed 8
27-veterinarian, or in a licensed veterinary hospital, licensed commercial 9
28-kennel, a dog pound maintained by another city or town, or other 10
29-suitable facility approved by the commissioner. Any city or town may 11
30-provide for the use of such building or facility to shelter other 12
31-domestic animals that are found injured, mistreated or roaming in a 13
32-manner that endangers the domestic animal or the public. The 14
33-commissioner may adopt regulations, in accordance with the 15
34-provisions of chapter 54, concerning the construction and maintenance 16
35-of dog pounds or other facilities where impounded dogs or other 17
36-domestic animals are kept, and the care, handling and transportation 18

44-officers. The commissioner shall approve the use of any facility as a 20
45-regional dog pound facility if the commissioner determines that the 21
46-building design of such facility does not reasonably permit 22
47-modification of the outdoor run at such facility to satisfy any 23
48-regulatory requirement for such run. The commissioner may inspect 24
49-any dog pound or other facility where impounded dogs or other 25
50-domestic animals are kept and may issue such orders as the 26
51-commissioner deems necessary to correct any improper conditions 27
52-found to exist. If such orders are not complied with, the commissioner 28
53-may request the Attorney General to bring an action for their 29
54-enforcement, including suit for an injunction in the judicial district in 30
55-which the dog pound or facility is located. 31
23+Section 1. Section 7-148cc of the general statutes is repealed and the 1
24+following is substituted in lieu thereof (Effective October 1, 2019): 2
25+Two or more municipalities may jointly perform any function that 3
26+each municipality may perform separately under any [provisions] 4
27+provision of the general statutes or of any special act, charter or home 5
28+rule ordinance by entering into an interlocal agreement pursuant to 6
29+sections 7-339a to 7-339l, inclusive. As used in this section, 7
30+"municipality" means any municipality, as defined in section 7-187, 8
31+any district, as defined in section 7-324, any metropolitan district or 9
32+any municipal district created under section 7-330 and located within 10
33+the state of Connecticut. 11
