914 AN ACT CONCERNING A TWO-GENERATIONAL INITIATIVE.
1015 Be it enacted by the Senate and House of Representatives in General
1116 Assembly convened:

13-Section 1. (Effective July 1, 2019) (a) The Secretary of the Office of
14-Policy and Management, in collaboration with the Two-Generational
15-Advisory Board established pursuant to section 17b-112l of the general
16-statutes, as amended by this act, shall develop an interagency plan to
17-coordinate and align delivery of services to assist families to overcome
18-barriers to economic success.
19-(b) The Secretary shall begin to implement the interagency plan not
20-later than January 1, 2020. The plan shall include, but need not be
21-limited to: (1) Development of an infrastructure to promote data
22-sharing within and between state agencies to the extent permissible
23-under federal and state law; (2) coordination and leverage of existing
24-resources to assist families to overcome common barriers to economic
25-success; (3) consideration of innovative approaches based on input of
26-parents and other community members to increase the impact of the
27-Two Generational Initiative; and (4) shared indicators and goals for
28-interagency collaboration to achieve quantifiable and verifiable
29-systems change to disrupt cycles of intergenerational poverty and
30-advance family economic self-sufficiency and racial and socio-
31-economic equity. Such indicators and goals, may include, but need not Substitute Senate Bill No. 1080
18+Section 1. (NEW) (Effective July 1, 2019) (a) There is established, 1
19+within the executive branch, a Two-Generational Family Economic 2
20+Success Cabinet. The cabinet shall work to achieve measurable results 3
21+for families through coordinated interagency action to (1) drive 4
22+savings, (2) reduce redundancy, (3) boost impact, and (4) advance 5
23+racial and socio-economic equity in and through the two-generational 6
24+initiative established pursuant to section 17b-112l of the general 7
25+statutes, as amended by this act. 8
26+(b) The cabinet shall consist of: (1) The Secretary of the Office of 9
27+Policy and Management, or the secretary's designee; (2) the 10
28+Commissioners of Early Childhood, Education, Children and Families, 11
29+Social Services, Public Health, Economic and Community 12
30+Development, Administrative Services, Housing, Transportation and 13
31+Correction and the Labor Commissioner, or each commissioner's 14
32+designee; and (3) the president of the Connecticut State Colleges and 15
33+Universities, or the president's designee. The chairperson of the cabinet 16
34+shall be the Secretary of the Office of Policy and Management, or the 17
35+secretary's designee. The cabinet shall meet at least quarterly and 18

35-be limited to: (A) Improvements to service and resource coordination
36-and delivery across one or more programs for early learning, adult
37-education, child care, housing, job training, transportation, financial
38-literacy, health and mental health services, and (B) efforts to
39-sufficiently support pathways to family-sustaining workforce
40-opportunities.
41-Sec. 2. Section 17b-112l of the general statutes is repealed and the
42-following is substituted in lieu thereof (Effective July 1, 2019):
43-(a) There is established [an] a two-generational initiative to [foster
44-family economic self-sufficiency in low-income households through a
45-comprehensive two-generational service delivery approach] disrupt
46-cycles of poverty and advance family economic self-sufficiency. The
47-initiative shall [promote systemic change to create conditions across
48-local and state public sector agencies and the private sector]
49-collaborate across public and private sectors to support early
50-childhood care and education, health and workforce readiness and
51-economic self-sufficiency across two generations in the same
52-household. Households may include, but need not be limited to,
53-children and their mothers, fathers, noncustodial parents and other
54-primary caregivers.
55-(b) The Office of Early Childhood shall serve as the two-
56-generational initiative's coordinating agency. [for the executive
57-branch.] The initiative may [review and consider] include review and
58-consideration of the following, within available appropriations, to
59-attain family economic mobility and success:
60-(1) [Improvements to the coordination and delivery of ]
61-Coordination and delivery of programs that improve access to services
62-and equity in opportunity to achieve family economic success. Such
63-programs may include, but need not be limited to, early learning

43+(c) The cabinet, informed by the recommendations of the advisory 20
44+board established pursuant to section 17b-112l of the general statutes, 21
45+as amended by this act, shall: (1) Remove institutional barriers to 22
46+successful implementation of the two -generational initiative 23
47+established in section 17b-112l of the general statutes, as amended by 24
48+this act; (2) share data to facilitate the initiative; (3) coordinate and 25
49+leverage existing resources to assist families to overcome common 26
50+barriers to economic success while generating savings for the state; (4) 27
51+pursue innovative approaches based on input of parents and other 28
52+community members to increase the impact of the initiative while 29
53+advancing racial and socio-economic equity; and (5) annually establish 30
54+shared indicators and goals for interagency collaboration to achieve 31
55+quantifiable and verifiable systems change to disrupt cycles of 32
56+intergenerational poverty and advance family economic self -33
57+sufficiency. Such indicators and goals, may include, but need not be 34
58+limited to: (A) Improvements to service coordination and delivery 35
59+across one or more programs for early learning, adult education, child 36
60+care, housing, job training, transportation, financial literacy, health and 37
61+mental health services, and (B) efforts to sufficiently support pathways 38
62+to family-sustaining workforce opportunities. 39
63+(d) The cabinet shall develop and present a long-term interagency 40
64+plan to the Governor to further coordinate, align and optimize service 41
65+delivery of relevant two-generational programs state-wide. Such plan 42
66+may include, but need not be limited to: (1) State incentives for public 43
67+and private entities that develop such two-generational programming; 44
68+(2) streamlined resource, practice and data sharing within and between 45
69+agencies that serve families; and (3) the development and assessment 46
70+of two-generational programming outcomes. The cabinet shall file an 47
71+annual report on its progress in accordance with the provisions of 48
72+subsection (f) of section 17b-112l of the general statutes, as amended by 49
73+this act. 50
74+Sec. 2. Section 17b-112l of the general statutes is repealed and the 51
75+following is substituted in lieu thereof (Effective July 1, 2019): 52 Substitute Bill No. 1080

68-training, transportation, financial literacy, [and other related support
69-services, including, but not limited to,] health and mental health
70-services, and sufficiently supported pathways to family-sustaining
71-workforce opportunities, offered at one location, [wherever] whenever
72-possible; and
73-(2) Alignment of [existing state and local support systems around
74-the (A) household, including how to leverage] state and federal
75-resources around the family including the Temporary Assistance for
76-Needy Families block grant funds, and services to equip such
77-[households] families with the tools and skills needed to overcome
78-obstacles and engage opportunities. [, and (B) the coordinated state-
79-wide reading plan for students in kindergarten to grade three,
80-inclusive, developed pursuant to section 10-14v;
81-(3) Development of a long-term plan to coordinate, align and
82-optimize service delivery of relevant programs state wide. Such plan
83-may include, but need not be limited to, (A) the targeted use of
84-Temporary Assistance for Needy Families block grant funds, to the
85-extent permissible under federal law, to support two-generational
86-programming; (B) state incentives for private entities that develop such
87-two-generational programming; (C) streamlined resource, practice and
88-data sharing among and between agencies that serve families involved
89-in the initiative in order to best serve such families; and (D) the
90-development and assessment of two -generational programming
91-outcomes; and
92-(4) Partnerships between state and national philanthropic
93-organizations, as available, to provide support, technical assistance,
94-guidance and best practices to the participating communities in the
95-initiative and the advisory council established pursuant to subsection
96-(d) of this section.]

101-comprehensive two-generational service delivery approach for early
102-care and education and workforce readiness in learning communities
103-that may include, but need not be limited to, New Haven, Hartford,
104-East Hartford, West Hartford, Norwalk, Meriden, Windham, Enfield,
105-Waterbury and Bridgeport. The initiative shall be [informed by
106-members of low-income households within these communities and]
107-implemented in partnership with parent and family leaders to
108-determine the priorities and challenges of low-income households.
109-Coordinators of the initiative shall foster a peer-to-peer exchange and
110-technical assistance in best practices between learning communities
111-that shall be shared with the advisory [council] board established
112-pursuant to subsection (d) of this section. The staff of the Commission
113-on Women, Children and Seniors shall serve as the [organizing and]
114-administrative staff to the learning communities.
115-[(d) A Two-Generational Advisory Council shall be established as
116-part of the initiative to advise the state on how to foster family
117-economic self-sufficiency in low-income households through a
118-comprehensive two-generational service delivery approach for early
119-care and education and workforce readiness. The council shall consist
120-of one member of the General Assembly appointed by the speaker of
121-the House of Representatives, who shall serve as a cochairperson; one
122-member of the Senate appointed by the president pro tempore of the
123-Senate, who shall serve as a cochairperson; one member representing
124-the interests of business or trade organizations appointed by the
125-majority leader of the Senate; one member with expertise on issues
126-concerning health and mental health appointed by the majority leader
127-of the House of Representatives; one member on issues concerning
128-children and families appointed by the minority leader of the Senate;
129-one member of the General Assembly appointed by the minority
130-leader of the House of Representatives; a member of a low-income
131-household selected by the Commission on Women, Children and
132-Seniors; representatives of nonprofit and philanthropic organizations Substitute Senate Bill No. 1080

138-achieve goals for two-generational systems planning, evaluations and
139-outcomes selected by the cochairpersons. The Commissioners of Social
140-Services, Early Childhood, Education, Housing, Transportation, Public
141-Health and Correction and the Labor Commissioner, or each
142-commissioner's designee; and the Chief Court Administrator, or the
143-Chief Court Administrator's designee, shall serve as ex-officio
144-members of the advisory council. The staff of the Commission on
145-Women, Children and Seniors shall serve as the organizing and
146-administrative staff of the advisory council.
147-(e) Not later than September 1, 2018, the Two-Generational
148-Advisory Council shall consult with the Office of the Attorney
149-General, the Office of Policy and Management and the Connecticut
150-Preschool through Twenty and Workforce Information Network,
151-established pursuant to section 10a-57g, to develop a uniform
152-approach among partner agencies in the two-generational initiative to
153-facilitate data sharing in accordance with state and federal law
154-pursuant to subparagraph (C) of subdivision (3) of subsection (b) of
155-this section.
156-(f) Not later than December 31, 2018, the advisory council shall
157-report, in accordance with the provisions of section 11-4a, to the joint
158-standing committees of the General Assembly having cognizance of
159-matters relating to education, housing, human services, labor, public
160-health, transportation and appropriations and the budgets of state
161-agencies that includes: (1) The challenges and opportunities in
162-working with a parent and child concurrently in a two-generational
163-service delivery model; (2) recommendations to improve systems,
164-policy, culture, program, budget or communications issues among
165-agencies and service providers on the local and state levels to achieve
166-two-generational outcomes; (3) recommendations on the elimination of Substitute Senate Bill No. 1080

136+initiative and the advisory council established pursuant to subsection 101

174-(d) A Two-Generational Advisory Board shall be established as part
175-of the initiative to advise the state, the legislature and the Secretary of
176-the Office of Policy and Management on how to foster family economic
177-self-sufficiency in low income households through a comprehensive
178-two-generational service delivery approach for early child care,
179-education and workforce readiness. The board shall work in
180-partnership with philanthropic organizations, as available, to provide
181-support, technical assistance, guidance and best practices to the
182-participating communities in the initiative designated pursuant to
183-subsection (c) of this section. The board shall consist of (1) one member
184-of the General Assembly appointed by the speaker of the House of
185-Representatives, who shall serve as a cochairperson; (2) one member of
186-the Senate appointed by the president pro tempore of the Senate, who
187-shall serve as a cochairperson; (3) one member representing the
188-interests of business or trade organizations appointed by the majority
189-leader of the Senate; (4) one member with expertise on issues
190-concerning physical and mental health appointed by the majority
191-leader of the House of Representatives; (5) one member with expertise
192-on issues concerning children and families appointed by the minority
193-leader of the Senate; (6) one member of the General Assembly
194-appointed by the minority leader of the House of Representatives; (7)
195-one member appointed by the Governor; (8) representatives of
196-nonprofit and philanthropic organizations and scholars who are
197-experts in two-generational programs and policies, including, but not
198-limited to, at least one such representative and scholar with experience
199-in developing strategies to achieve racial equity and social justice; (9)
200-parent or family leaders representing low-income households selected
201-by the Commission on Women, Children and Seniors, who shall Substitute Senate Bill No. 1080

205-constitute one-fourth of the board; and (10) other business and
206-academic professionals as needed to achieve goals for two -
207-generational systems planning, evaluations and outcomes selected by
208-the cochairpersons. The Chief Court Administrator, or the Chief Court
209-Administrator's designee, shall serve as ex-officio members of the
210-advisory board. The staff of the Commission on Women, Children and
211-Seniors shall serve as the organizing and administrative staff of the
212-advisory board.
213-(e) Not later than July 1, 2020, pursuant to the advisory authority
214-established in section 3-125, the Office of the Attorney General, in
215-consultation with the Two-Generational Advisory Board, the Secretary
216-of the Office of Policy and Management, the Chief Data Officer
217-appointed pursuant to section 4-67p and the Connecticut Preschool
218-through Twenty and Workforce Information Network, established
219-pursuant to section 10a-57g, shall develop a uniform interagency data
220-sharing protocol to remove legal barriers to promote cross-agency and
221-cross-sector collaboration under this section to the fullest extent
222-permitted under state and federal laws.
223-(f) Not later than December 31, 2020, and annually thereafter, the
224-Two-Generational Advisory Board, in consultation with the Secretary
225-of the Office of Policy and Management, shall file a report, in
226-accordance with the provisions of section 11-4a, to the joint standing
227-committees of the General Assembly having cognizance of matters
228-relating to children, education, housing, human services, labor, public
229-health, transportation and appropriations and the budgets of state
230-agencies. The report shall include, but need not be limited to: (1)
231-Shared indicators and goals for interagency collaboration developed
232-pursuant to section 1 of this act, (2) improvements in Two -
233-Generational Initiative service coordination and streamlined resources,
234-(3) methods of improved family engagement to assure continuous
235-feedback from family leaders regarding the priorities and challenges of Substitute Senate Bill No. 1080
159+[(d) A Two-Generational Advisory Council shall be established as 118
160+part of the initiative to advise the state on how to foster family 119
161+economic self-sufficiency in low-income households through a 120
162+comprehensive two-generational service delivery approach for early 121
163+care and education and workforce readiness. The council shall consist 122
164+of one member of the General Assembly appointed by the speaker of 123
165+the House of Representatives, who shall serve as a cochairperson; one 124
166+member of the Senate appointed by the president pro tempore of the 125
167+Senate, who shall serve as a cochairperson; one member representing 126
168+the interests of business or trade organizations appointed by the 127
169+majority leader of the Senate; one member with expertise on issues 128
170+concerning health and mental health appointed by the majority leader 129
171+of the House of Representatives; one member on issues concerning 130
172+children and families appointed by the minority leader of the Senate; 131
173+one member of the General Assembly appointed by the minority 132

176+Seniors; representatives of nonprofit and philanthropic organizations 135
177+and scholars who are experts in two-generational programs and 136
178+policies; and other business and academic professionals as needed to 137
179+achieve goals for two-generational systems planning, evaluations and 138
180+outcomes selected by the cochairpersons. The Commissioners of Social 139

246-(g) Within available appropriations, parent and family participants
247-of the Two-Generational Initiative may be compensated for time and
248-travel related to Two-Generational Advisory Board meetings and Two-
249-Generational Initiative activities related to asset building, leadership
250-and community engagement.

216+pursuant to subsection (e) of this section across two-generational 169
217+initiative partner agencies.] 170
218+(d) A Two-Generational Advisory Board shall be established as part 171

227+communities in the initiative implemented pursuant to subsection (c) 180
228+of this section. The board shall consist of (1) one member of the 181
229+General Assembly appointed by the speaker of the House of 182
230+Representatives, who shall serve as a cochairperson; (2) one member of 183

240+leader of the Senate; (4) one member with expertise on issues 187
241+concerning health and mental health appointed by the majority leader 188
242+of the House of Representatives; (5) one member with expertise on 189
243+issues concerning children and families appointed by the minority 190
244+leader of the Senate; (6) one member of the General Assembly 191
245+appointed by the minority leader of the House of Representatives; (7) 192
246+representatives of nonprofit and philanthropic organizations and 193
247+scholars who are experts in two-generational programs and policies, 194

254+Generational Family Economic Success Cabinet, established pursuant 201
255+to section 1 of this act, or the chairperson's designee, and the Chief 202
256+Court Administrator, or the Chief Court Administrator's designee, 203
257+shall serve as ex-officio members of the advisory board. The staff of the 204
258+Commission on Women, Children and Seniors shall serve as the 205
259+organizing and administrative staff of the advisory board. 206
260+(e) Not later than July 1, 2020, pursuant to the advisory authority 207
261+established in section 3-125, the Office of the Attorney General, in 208
262+consultation with the Two-Generational Advisory Board, established 209
263+pursuant to subsection (d) of this section, the Two-Generational Family 210
264+Economic Success Cabinet, established pursuant to section 1 of this act, 211
265+the Office of Policy and Management and the Connecticut Preschool 212
266+through Twenty and Workforce Information Network, established 213
267+pursuant to section 10a-57g, shall develop a uniform interagency data 214
268+sharing protocol to promote cross -agency and cross-sector 215
269+collaboration under this section to the fullest extent permitted by state 216

277+(f) Not later than December 31, 2020, and annually thereafter, the 218
278+Two-Generational Advisory Board, established pursuant to subsection 219
279+(d) of this section, in collaboration with the Two-Generational Family 220
280+Economic Success Cabinet, established pursuant to section 1 of this act, 221
281+shall report, in accordance with the provisions of section 11-4a, to the 222
282+joint standing committees of the General Assembly having cognizance 223
283+of matters relating to education, housing, human services, labor, public 224
284+health, transportation and appropriations and the budgets of state 225
285+agencies. The report shall include, but need not be limited to: (1) The 226
286+opportunities and challenges in working with a two-generational 227
287+service delivery model, and (2) recommendations to (A) develop 228
288+methods that ensure two-generational initiative approaches are based 229
289+on continuous feedback from family leaders regarding the priorities 230
290+and challenges of low-income households; (B) improve systems, 231
291+policy, culture, program, budget or communications issues among 232
292+agencies and service providers on the local and state levels to achieve 233
293+two-generational outcomes; (C) eliminate barriers to two-generational 234
294+success; and (D) improve data sharing across two-generational 235
295+initiative agencies. 236
296+This act shall take effect as follows and shall amend the following
