1223 Be it enacted by the Senate and House of Representatives in General

15-Section 1. Section 28-24 of the general statutes is repealed and the
16-following is substituted in lieu thereof (Effective from passage):
17-(a) There is established a Division of State-Wide Emergency
18-Telecommunications which shall be within the Department of
19-Emergency Services and Public Protection. The Division of State-Wide
20-Emergency Telecommunications shall be responsible for developing
21-and maintaining a state-wide emergency service telecommunications
22-policy. In connection with said policy, the division shall:
23-(1) Develop a state-wide emergency service telecommunications
24-plan specifying emergency police, fire and medical service
25-telecommunications systems needed to provide coordinated
26-emergency service telecommunications to all state residents, including
27-the physically disabled;
28-(2) (A) Develop and administer an enhanced emergency 9-1-1
29-program, which shall provide for: [(A)] (i) The replacement of existing
30-9-1-1 terminal equipment for each public safety answering point; [(B)] Senate Bill No. 1082

28+(a) There is established a Division of State-Wide Emergency 3
29+Telecommunications which shall be within the Department of 4
30+Emergency Services and Public Protection. The Division of State-Wide 5
31+Emergency Telecommunications shall be responsible for developing 6
32+and maintaining a state-wide emergency service telecommunications 7
33+policy. In connection with said policy, the division shall: 8
34+(1) Develop a state-wide emergency service telecommunications 9
35+plan specifying emergency police, fire and medical service 10
36+telecommunications systems needed to provide coordinated 11
37+emergency service telecommunications to all state residents, including 12

34-(ii) the subsidization of regional public safety emergency
35-telecommunications centers, with enhanced subsidization (I) for
36-municipalities with a population of forty thousand or more, [; (C)] and
37-(II) pursuant to subparagraph (B) of this subdivision, for such centers
38-serving at least one municipality with a population of one hundred
39-thousand or more as of July 1, 2016; (iii) the establishment of [a
40-transition grant program] incentives to encourage regionalization of
41-public safety answering points, [; (D)] which incentives shall include,
42-but not be limited to, a transition grant program; (iv) the establishment
43-of a regional emergency telecommunications service credit in order to
44-support regional dispatch services; and [(E)] (v) the implementation of
45-the next generation 9-1-1 telecommunication system;
46-(B) (i) Beginning July 1, 2019, and ending on the date a regulation
47-described in subparagraph (B)(v) of this subdivision is posted on the
48-eRegulations System by the Secretary of the State in accordance with
49-section 4-172, or on May 1, 2020, whichever is sooner, enhanced
50-subsidization payments for any regional public safety emergency
51-telecommunications center described in subparagraph (A)(ii)(II) of this
52-subdivision shall be calculated in accordance with the provisions of
53-this subparagraph, provided subsidization payments for regional
54-public safety emergency telecommunications centers other than those
55-described in said subparagraph shall not be decreased as a result of
56-such calculation.
57-(ii) As used in this subparagraph:
58-(I) "Division" means the Division of State-Wide Emergency
59-Telecommunications;
60-(II) "RPOP" means the aggregate population of the towns or cities
61-served by the regional public safety emergency telecommunications
62-center as determined by the most recent population figures from the

45+(2) Develop and administer an enhanced emergency 9-1-1 program, 14
46+which shall provide for: (A) The replacement of existing 9-1-1 terminal 15
47+equipment for each public safety answering point; (B) the 16
48+subsidization of regional public safety emergency telecommunications 17
49+centers, with enhanced subsidization for municipalities with a 18
50+population of forty thousand or more; (C) the establishment of [a 19
51+transition grant program] incentives to encourage regionalization of 20
52+public safety answering points, which incentives shall include, but not 21
53+be limited to, a transition grant program; (D) the establishment of a 22
54+regional emergency telecommunications service credit in order to 23
55+support regional dispatch services; and (E) the implementation of the 24
56+next generation 9-1-1 telecommunication system; 25
57+(3) Provide technical telecommunications assistance to state and 26
58+local police, fire and emergency medical service agencies; 27
59+(4) Provide frequency coordination for such agencies; 28
60+(5) Coordinate and assist in state-wide planning for 9-1-1, E 9-1-1 29
61+and the next generation 9-1-1 telecommunication systems, with a focus 30
62+on facilitating the regionalization of public safety answering points; 31
63+(6) Review and make recommendations concerning proposed 32
64+legislation affecting emergency service telecommunications; 33
65+(7) Review and make recommendations to the General Assembly 34
66+concerning emergency service telecommunications funding, including 35
67+ways to reduce costs by removing barriers to consolidation of existing 36
68+public safety answering points; and 37
69+(8) On or before January first of each year, prepare the annual 38
70+budget for the use of funds from th e Enhanced 9-1-1 39
71+Telecommunications Fund and submit such budget to the Secretary of 40
72+the Office of Policy and Management for the secretary's review and 41
73+approval. On or before January fifteenth of each year, said secretary 42
74+shall submit a report concerning the proposed use of such funds to the 43
75+joint standing committees of the General Assembly having cognizance 44 Raised Bill No. 1082

67-(III) "RPV" means the regional population value calculated by
68-identifying the total annual subsidy paid by the division for the fiscal
69-year ending June 30, 2018, to all regional public safety emergency
70-telecommunications centers, multiplying such total annual subsidy
71-payment by twenty-five per cent, and dividing such product by the
72-aggregate population of the towns or cities served by all such centers
73-in existence on December 31, 2017, as determined by the population
74-figures from the Department of Public Health on said date;
75-(IV) "RCV" means the regional call value calculated by the total
76-annual subsidy paid by the division for the fiscal year ending June 30,
77-2017, to all regional public safety emergency telecommunications
78-centers, multiplying such total annual subsidy by seventy-five per
79-cent, and dividing such product by the number of 9-1-1 calls received
80-for the fiscal year ending June 30, 2018, at all such centers in existence
81-on December 31, 2017;
82-(V) "RCALL" means the average, over the most recent three
83-calendar years, of the number of 9-1-1 calls annually received by a
84-regional public safety emergency telecommunications center; and
85-(VI) "RT" means the enhanced subsidization payment calculated
86-under this subdivision for a regional public safety emergency
87-telecommunications center described in subparagraph (A)(ii)(II) of this
88-subdivision.
89-(iii) (I) On July 1, 2020, and annually thereafter, RPV and RCV shall
90-be adjusted by the division in accordance with any increase in the
91-consumer price index for all urban consumers as published by the
92-United States Department of Labor, Bureau of Labor Statistics, during
93-the three calendar years preceding such adjustment.
94-(II) In the case of a member town or city of a regional public safety
95-emergency telecommunications center for which such center does not Senate Bill No. 1082

99-provide emergency police, fire and medical services and emergency
100-medical dispatch services, the RPOP and RCALL of such town or city
101-shall not be included in such center's totals for the purpose of
102-calculating enhanced subsidization payments under this subdivision,
103-except that if such town or city is served exclusively by the
104-Connecticut State Police for law enforcement purposes, the RPOP and
105-RCALL of such town or city shall be so included only to the extent of
106-the provision of emergency police services.
107-(iv) The enhanced subsidization payment for a regional public
108-safety emergency telecommunications center described in
109-subparagraph (A)(ii)(II) of this subdivision shall be calculated as
110-follows:
111-RT = (RPOP x RPV) + (RCALL x RCV).
112-(v) The provisions of this subparagraph shall cease to be effective on
113-the date of the posting on the eRegulations System by the Secretary of
114-the State in accordance with section 4-172 of a regulation adopted by
115-the division pursuant to subsection (b) of this section that incorporates
116-a substantially similar formula for the calculation of enhanced
117-subsidization payments under this subparagraph, or on May 1, 2020,
118-whichever is sooner. Until such provisions cease to be effective, the
119-division shall examine the application of a cost-of-living adjustment to
120-such formula and, not later than February 15, 2020, report to the joint
121-standing committee of the General Assembly having cognizance of
122-matters relating to public safety, in accordance with the provisions of
123-section 11-4a, on such examination including any recommendations for
124-legislative action.
125-(3) Provide technical telecommunications assistance to state and
126-local police, fire and emergency medical service agencies;
127-(4) Provide frequency coordination for such agencies; Senate Bill No. 1082
82+of matters relating to appropriations and the budgets of state agencies, 45
83+finance, revenue and bonding, and public safety in accordance with 46
84+the provisions of section 11-4a. 47
85+(b) The Commissioner of Emergency Services and Public Protection 48
86+shall adopt regulations, in accordance with chapter 54, establishing 49
87+eligibility standards for state financial assistance to local or regional 50
88+police, fire and emergency medical service agencies providing 51
89+emergency service telecommunications. Not later than April 1, 1997, 52
90+the commissioner shall adopt regulations, in accordance with chapter 53
91+54, in order to carry out the provisions of subdivision (2) of subsection 54
92+(a) of this section. 55
93+(c) Within a time period determined by the commissioner to ensure 56
94+the availability of funds for the fiscal year beginning July 1, 1997, to the 57
95+regional emergency telecommunications centers within the state, and 58
96+not later than April first of each year thereafter, the commissioner shall 59
97+determine the amount of funding needed for the development and 60
98+administration of the enhanced emergency 9-1-1 program. The 61
99+commissioner shall specify the expenses associated with (1) the 62
100+purchase, installation and maintenance of new public safety answering 63
101+point terminal equipment, (2) the implementation of the subsidy 64
102+program, as described in subdivision (2) of subsection (a) of this 65
103+section, (3) the establishment of incentives to encourage 66
104+regionalization of public safety answering points, including the 67
105+implementation of the transition grant program, described in 68
106+subdivision (2) of subsection (a) of this section, (4) the implementation 69
107+of the regional emergency telecommunications service credit, as 70
108+described in subdivision (2) of subsection (a) of this section, provided, 71
109+for the fiscal year ending June 30, 2001, and each fiscal year thereafter, 72
110+such credit for coordinated medical emergency direction services as 73
111+provided in regulations adopted under this section shall be based 74
112+upon the factor of thirty cents per capita and shall not be reduced each 75
113+year, (5) the training of personnel, as necessary, (6) recurring expenses 76
114+and future capital costs associated with the telecommunications 77 Raised Bill No. 1082

131-(5) Coordinate and assist in state-wide planning for 9-1-1, E 9-1-1
132-and the next generation 9-1-1 telecommunication systems, with a focus
133-on facilitating the regionalization of public safety answering points;
134-(6) Review and make recommendations concerning proposed
135-legislation affecting emergency service telecommunications;
136-(7) Review and make recommendations to the General Assembly
137-concerning emergency service telecommunications funding, including
138-ways to reduce costs by removing barriers to consolidation of existing
139-public safety answering points; and
140-(8) On or before January first of each year, prepare the annual
141-budget for the use of fun ds from the Enhanced 9 -1-1
142-Telecommunications Fund and submit such budget to the Secretary of
143-the Office of Policy and Management for the secretary's review and
144-approval. On or before January fifteenth of each year, said secretary
145-shall submit a report concerning the proposed use of such funds to the
146-joint standing committees of the General Assembly having cognizance
147-of matters relating to appropriations and the budgets of state agencies,
148-finance, revenue and bonding, and public safety in accordance with
149-the provisions of section 11-4a.
150-(b) The Commissioner of Emergency Services and Public Protection
151-shall adopt regulations, in accordance with chapter 54, establishing
152-eligibility standards for state financial assistance to local or regional
153-police, fire and emergency medical service agencies providing
154-emergency service telecommunications. Not later than April 1, 1997,
155-the commissioner shall adopt regulations, in accordance with chapter
156-54, in order to carry out the provisions of subdivision (2) of subsection
157-(a) of this section. Such regulations shall be amended to adopt a
158-formula for the calculation of enhanced subsidization payments that is
159-substantially similar to the formula contained in subparagraph (B) of
160-subdivision (2) of subsection (a) of this section. Senate Bill No. 1082

121+network used to provide emergency 9-1-1 service and the public safety 78
122+services data networks, (7) for the fiscal year ending June 30, 2001, and 79
123+each fiscal year thereafter, the collection, maintenance and reporting of 80
124+emergency medical services data, as required under subparagraph (A) 81
125+of subdivision (8) of section 19a-177, provided the amount of expenses 82
126+specified under this subdivision shall not exceed two hundred fifty 83
127+thousand dollars in any fiscal year, (8) for the fiscal year ending June 84
128+30, 2001, and each fiscal year thereafter, the initial training of 85
129+emergency medical dispatch personnel, the provision of an emergency 86
130+medical dispatch priority reference card set and emergency medical 87
131+dispatch training and continuing education pursuant to subdivisions 88
132+(3) and (4) of subsection (g) of section 28-25b, (9) the administration of 89
133+the enhanced emergency 9-1-1 program by the Division of State-Wide 90
134+Emergency Telecommunications, as the commissioner determines to 91
135+be reasonably necessary, and (10) the implementation and 92
136+maintenance of the public safety data network established pursuant to 93
137+section 29-1j. The commissioner shall communicate the commissioner's 94
138+findings to the Public Utilities Regulatory Authority not later than 95
139+April first of each year. 96
140+(d) The division may apply for, receive and distribute any federal 97
141+funds available for emergency service telecommunications. The 98
142+division shall deposit such federal funds in the Enhanced 9-1-1 99
143+Telecommunications Fund established pursuant to section 28-30a. 100
144+(e) The division shall work in cooperation with the Public Utilities 101
145+Regulatory Authority to carry out the purposes of this section. 102
146+This act shall take effect as follows and shall amend the following
147+sections:

200-(3) and (4) of subsection (g) of section 28-25b, (9) the administration of

204-maintenance of the public safety data network established pursuant to
205-section 29-1j. The commissioner shall communicate the commissioner's
