1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. (Effective from passage) (a) There is established a task force
15-to study the interests consumers have in protecting their privacy and
16-possible methods to achieve such protection in this state while not
17-overly burdening the businesses in this state. The task force shall
18-examine what information businesses in this state should be required
19-to disclose to consumers concerning consumers' personal information
20-that is retained or sold by such businesses. Such examination shall
21-include, but not be limited to, the California Consumer Privacy Act of
22-2018, as amended, to consider what provisions could be implemented
23-in this state.
24-(b) The task force shall consist of the following members:
25-(1) Two appointed by the speaker of the House of Representatives,
26-one of whom has expertise in consumer privacy and one of whom has
27-expertise in information technology;
28-(2) Two appointed by the president pro tempore of the Senate, one
29-of whom represents consumers or consumer issues; Substitute Senate Bill No. 1108

35-insurance companies;
36-(4) One appointed by the majority leader of the Senate, who
37-represents an association related to privacy issues;
38-(5) One appointed by the minority leader of the House of
39-Representatives, who represents an association representing retailers;
40-(6) One appointed by the minority leader of the Senate;
41-(7) The Commissioner of Consumer Protection, or a designee;
42-(8) The Attorney General, or a designee;
43-(9) The Commissioner of Economic and Community Development,
44-or a designee; and
45-(10) The Chief Information Officer, or a designee.
46-(c) Any member of the task force appointed under subdivision (1),
47-(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member
48-of the General Assembly.
49-(d) All appointments to the task force shall be made not later than
50-thirty days after the effective date of this section. Any vacancy shall be
51-filled by the appointing authority.
52-(e) The speaker of the House of Representatives and the president
53-pro tempore of the Senate shall select the chairpersons of the task force
54-from among the members of the task force. Such chairpersons shall
55-schedule the first meeting of the task force, which shall be held not
56-later than sixty days after the effective date of this section.

63-(g) Not later than January 1, 2020, the task force shall submit a
64-report on its findings and recommendations to the joint standing
65-committees of the General Assembly having cognizance of matters
66-relating to consumer protection and government administration, in
67-accordance with the provisions of section 11-4a of the general statutes.
68-The task force shall terminate on the date that it submits such report or
69-January 1, 2020, whichever is sooner.
