AN ACT CONCERNING TH E CONVEYANCE OF A PARCEL OF STATE
LAND IN THE TOWN OF HAMDEN.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) (a) Notwithstanding any provision 1
of the general statutes, the Commissioner of Children and Families 2
shall convey to the town of Hamden a parcel of land located in the 3
town of Hamden and any improvements on said parcel, at no cost. 4
Said parcel of land has an area of approximately 50.29 acres and 5
contains the facility formerly known as High Meadows, located at 825 6
Hartford Turnpike in the town of Hamden, and is described in a 7
warranty deed dated January 15, 1951, and recorded in Volume 297 at 8
pages 417 and 418 of the town of Hamden Land Records . The 9
conveyance shall be subject to the approval of the State Properties 10
Review Board. 11
(b) The town of Hamden shall use said parcel of land and 12
improvements for economic development purposes. If the town of 13

(1) Does not use said parcel and improvements for said purposes; 15
(2) Does not retain ownership of all of said parcel or improvements; 16
or 17
(3) Leases all or any portion of said parcel or improvements, 18
the parcel and improvements shall revert to the state of Connecticut. 19
(c) The State Properties Review Board shall complete its review of 20
the conveyance of said parcel of land and improvements not later than 21
thirty days after it receives a proposed agreement from the 22
Department of Children and Families. The land and improvements 23
shall remain under the care and control of said department until a 24
conveyance is made in accordance with the provisions of this section. 25
The State Treasurer shall execute and deliver any deed or instrument 26
necessary for a conveyance under this section, which deed or 27
instrument shall include provisions to carry out the purposes of 28
subsection (b) of this section. The Commissioner of Children and 29
Families shall have the sole responsibility for all other incidents of 30
such conveyance. 31
This act shall take effect as follows and shall amend the following
sections:

To require the conveyance of a parcel of state land and improvements
on said parcel in the town of Hamden for economic development.
