17 | 25 | | Section 1. Section 10-16b of the general statutes is repealed and the 1 |
---|
18 | 26 | | following is substituted in lieu thereof (Effective July 1, 2019): 2 |
---|
19 | 27 | | (a) (1) In the public schools, the program of instruction offered shall 3 |
---|
20 | 28 | | include at least the following subject matter, as taught by legally 4 |
---|
21 | 29 | | qualified teachers: [, the] (A) The arts; (B) career education; (C) 5 |
---|
22 | 30 | | consumer education; (D) health and safety, including, but not limited 6 |
---|
23 | 31 | | to, human growth and development, nutrition, first aid, including 7 |
---|
24 | 32 | | cardiopulmonary resuscitation training in accordance with the 8 |
---|
25 | 33 | | provisions of section 10-16qq, disease prevention and cancer 9 |
---|
26 | 34 | | awareness, including, but not limited to, age and developmentally 10 |
---|
27 | 35 | | appropriate instruction in performing self-examinations for the 11 |
---|
28 | 36 | | purposes of screening for breast cancer and testicular cancer, 12 |
---|
29 | 37 | | community and consumer health, physical, mental and emotional 13 |
---|
30 | 38 | | health, including youth suicide prevention, substance abuse 14 |
---|
31 | 45 | | prevention, including instruction relating to opioid use and related 15 |
---|
32 | 46 | | disorders, safety, which shall include the safe use of social media, as 16 |
---|
33 | 47 | | defined in section 9-601, and may include the dangers of gang 17 |
---|
34 | 48 | | membership, and accident prevention; (E) language arts, including 18 |
---|
35 | 49 | | reading, writing, grammar, speaking and spelling; mathematics; (F) 19 |
---|
47 | | - | 10-18f; (I) computer science, including, but not limited to, computer 25 |
---|
48 | | - | programming instruction, and not later than July 1, 2021, (i) instruction 26 |
---|
49 | | - | in the basics of computer science at the elementary school level, (ii) 27 |
---|
50 | | - | instruction in exploratory computer science at the middle school level, 28 |
---|
51 | | - | and (iii) at least one course in computer science at the high school 29 |
---|
52 | | - | level; and (J) in addition, on at least the secondary level, one or more 30 |
---|
53 | | - | world languages and vocational education. 31 |
---|
54 | | - | (2) For purposes of this subsection, [world languages shall include] 32 |
---|
55 | | - | (A) "world languages" includes American Sign Language, provided 33 |
---|
56 | | - | such subject matter is taught by a qualified instructor under the 34 |
---|
57 | | - | supervision of a teacher who holds a certificate issued by the State 35 |
---|
58 | | - | Board of Education, [. For purposes of this subsection,] and (B) the 36 |
---|
59 | | - | "arts" means any form of visual or performing arts, which may include, 37 |
---|
60 | | - | but not be limited to, dance, music, art and theatre. 38 |
---|

61 | 69 | | (b) If a local or regional board of education requires its pupils to 39 |
---|
62 | 70 | | take a course in a world language, the parent or guardian of a pupil 40 |
---|
63 | 71 | | identified as deaf or hard of hearing may request in writing that such 41 |
---|
64 | 72 | | pupil be exempted from such requirement and, if such a request is 42 |
---|
65 | 73 | | made, such pupil shall be exempt from such requirement. 43 |
---|
66 | 74 | | (c) Each local and regional board of education shall on September 1, 44 |
---|
67 | 75 | | 1982, and annually thereafter at such time and in such manner as the 45 |
---|
68 | 76 | | Commissioner of Education shall request, attest to the State Board of 46 |
---|
81 | 89 | | this section. The State Board of Education, within available 53 |
---|
82 | 90 | | appropriations and utilizing available resource materials, shall assist 54 |
---|
83 | 91 | | and encourage local and regional boards of education to include: (1) 55 |
---|
84 | 92 | | Holocaust and genocide education and awareness; (2) the historical 56 |
---|
85 | 93 | | events surrounding the Great Famine in Ireland; (3) African-American 57 |
---|
86 | 94 | | history; (4) Puerto Rican history; (5) Native American history; (6) 58 |
---|
87 | 95 | | personal financial management, including, but not limited to, financial 59 |
---|
88 | 96 | | literacy as developed in the plan provided under section 10-16pp; (7) 60 |
---|
89 | 97 | | training in cardiopulmonary resuscitation and the use of automatic 61 |
---|
90 | 98 | | external defibrillators; (8) labor history and law, including organized 62 |
---|
91 | 99 | | labor, the collective bargaining process, existing legal protections in the 63 |
---|
92 | 100 | | workplace, the history and economics of free market capitalism and 64 |
---|
93 | 101 | | entrepreneurialism, and the role of labor and capitalism in the 65 |
---|
94 | 102 | | development of the American and world economies; (9) climate 66 |
---|
95 | 103 | | change consistent with the Next Generation Science Standards; (10) 67 |
---|
96 | 104 | | topics approved by the state board upon the request of local or 68 |
---|
97 | 105 | | regional boards of education as part of the program of instruction 69 |
---|
98 | 106 | | offered pursuant to subsection (a) of this section; and (11) instruction 70 |
---|
99 | 107 | | relating to the Safe Haven Act, sections 17a-57 to 17a-61, inclusive. The 71 |
---|
100 | 108 | | Department of Energy and Environmental Protection shall be available 72 |
---|
101 | 109 | | to each local and regional board of education for the development of 73 |
---|
102 | 110 | | curriculum on climate change as described in this subsection. 74 |
---|
103 | 111 | | (e) The State Board of Education shall establish a state-wide digital 75 |
---|
104 | 112 | | literacy and computer coding curriculum for all public schools. Such 76 |
---|
105 | 113 | | curriculum shall include, but not be limited to, development of sample 77 |
---|
106 | 114 | | lessons to embed computer coding lessons within other classes and 78 |
---|
107 | 115 | | courses and an after school computer science course to be distributed 79 |
---|
120 | 128 | | 1, 2019): 86 |
---|
121 | 129 | | (d) On and after July 1, [1998] 2019, any [candidate in a] program of 87 |
---|
122 | 130 | | teacher preparation leading to professional certification shall [complete 88 |
---|
123 | 131 | | a] include, as part of the curriculum, instruction in computer science, 89 |
---|
124 | 132 | | and other information technology skills, [component of such program,] 90 |
---|
125 | 133 | | as applied to student learning and classroom instruction, 91 |
---|
126 | 134 | | communications, [and] data management, programming and coding. 92 |
---|
127 | 135 | | Sec. 3. Section 10-155d of the general statutes is repealed and the 93 |
---|
128 | 136 | | following is substituted in lieu thereof (Effective July 1, 2019): 94 |
---|
129 | 137 | | (a) The Office of Higher Education shall encourage and support 95 |
---|
130 | 138 | | experimentation and research in the preparation of teachers for public 96 |
---|
131 | 139 | | elementary and secondary schools. To help fulfill the purposes of this 97 |
---|
132 | 140 | | section, the Office of Higher Education shall appoint an advisory 98 |
---|
133 | 141 | | council composed of qualified professionals which shall render 99 |
---|
134 | 142 | | assistance and advice to the office. In carrying out its activities 100 |
---|
135 | 143 | | pursuant to this section, the office shall consult with the State Board of 101 |
---|
136 | 144 | | Education and such other agencies as it deems appropriate to assure 102 |
---|
137 | 145 | | coordination of all activities of the state relating to the preparation of 103 |
---|
138 | 146 | | teachers for public elementary and secondary schools. 104 |
---|
139 | 147 | | (b) The Office of Higher Education, with the approval of the 105 |
---|
140 | 148 | | Commissioner of Education, shall expand, within available 106 |
---|
141 | 149 | | appropriations, participation in its summer alternate route to 107 |
---|
142 | 150 | | certification program and its weekend and evening alternate route to 108 |
---|
143 | 151 | | certification program. The office shall expand the weekend and 109 |
---|
144 | 152 | | evening program for participants seeking certification in a subject 110 |
---|
158 | 166 | | (c) The Office of Higher Education, in consultation with the 118 |
---|
159 | 167 | | Department of Education, shall develop alternate route to certification 119 |
---|
160 | 168 | | programs for (1) school administrators and superintendents, [and] (2) 120 |
---|
161 | 169 | | early childhood education teachers, and (3) computer science teachers. 121 |
---|
162 | 170 | | The programs shall include mentored apprenticeships and criteria for 122 |
---|
163 | 171 | | admission to the programs. 123 |
---|
164 | 172 | | Sec. 4. (NEW) (Effective July 1, 2019) (a) The State Board of 124 |
---|
165 | 173 | | Education, upon the request of a local or regional board of education 125 |
---|
166 | 174 | | or a regional educational service center, may issue an adjunct 126 |
---|
167 | 175 | | computer science instructor permit to any applicant with specialized 127 |
---|
168 | 176 | | training, experience or expertise in computer science. Such permit shall 128 |
---|
169 | 177 | | authorize a person to hold a part-time position as a teacher of 129 |
---|
170 | 178 | | computer science. Such applicant shall (1) hold a bachelor's degree 130 |
---|
171 | 179 | | from an institution of higher education accredited by the Board of 131 |
---|
172 | 180 | | Regents for Higher Education or Office of Higher Education or 132 |
---|
173 | 181 | | regionally accredited, (2) have a minimum of three years of work 133 |
---|
174 | 182 | | experience in computer science, or one year of work experience and 134 |
---|
175 | 183 | | two years of specialized schooling related to computer science, and (3) 135 |
---|
176 | 184 | | achieve a satisfactory evaluation on the appropriate State Board of 136 |
---|
177 | 185 | | Education approved subject area assessment. 137 |
---|
178 | 186 | | (b) During the period of employment as a computer science 138 |
---|
179 | 187 | | instructor, any person holding an adjunct computer science instructor 139 |
---|
180 | 188 | | permit shall be under the supervision of the superintendent of schools 140 |
---|
181 | 189 | | or of a principal, administrator or supervisor designated by such 141 |
---|
182 | 190 | | superintendent who shall regularly observe, guide and evaluate the 142 |
---|
196 | 204 | | (d) Any board of education or regional educational service center 150 |
---|
197 | 205 | | employing a person who holds an adjunct computer science instructor 151 |
---|
198 | 206 | | permit issued under this section shall provide a program to assist each 152 |
---|
199 | 207 | | such person. Such program, developed in consultation with the 153 |
---|
200 | 208 | | Department of Education, shall include academic and classroom 154 |
---|
201 | 209 | | support service components. 155 |
---|
202 | 210 | | (e) No person holding an adjunct computer science instructor 156 |
---|
203 | 211 | | permit shall fill a position that will result in the displacement of any 157 |
---|
204 | 212 | | person holding a teaching certificate under section 10-145b of the 158 |
---|
205 | 213 | | general statutes who is already employed at such school. 159 |
---|
206 | 214 | | (f) Any person holding an adjunct computer science instructor 160 |
---|
207 | 215 | | permit pursuant to this section shall not be deemed to be eligible for 161 |
---|
208 | 216 | | membership in the teachers' retirement system solely by reason of such 162 |
---|
209 | 217 | | permit, provided any such person who holds a regular teacher's 163 |
---|
210 | 218 | | certificate issued by the State Board of Education shall not be excluded 164 |
---|
211 | 219 | | from membership in said system. 165 |
---|
212 | 220 | | Sec. 5. Subsection (e) of section 10-145d of the general statutes is 166 |
---|
213 | 221 | | repealed and the following is substituted in lieu thereof (Effective July 167 |
---|
214 | 222 | | 1, 2019): 168 |
---|
215 | 223 | | (e) [The] Not later than July 1, 2020, the State Board of Education 169 |

---|

254 | 262 | | (c) The commissioner shall adopt regulations, in accordance with 202 |

255 | 263 | | the provisions of chapter 54 of the general statutes, to implement the 203 |
---|
270 | 278 | | accordance with regulations adopted in accordance with the 212 |

271 | 279 | | provisions of chapter 54 by the Labor Commissioner and registered 213 |

272 | 280 | | with the Connecticut State Apprenticeship Council established under 214 |

284 | 292 | | 2015, for purposes of this subsection, "taxpayer" includes an affected 226 |

285 | 293 | | business entity, as defined in section 12-284b. Any affected business 227 |
---|
286 | 294 | | entity allowed a credit under this subsection may sell, assign or 228 |
---|
287 | 295 | | otherwise transfer such credit, in whole or in part, to one or more 229 |
---|
288 | 296 | | taxpayers to offset any state tax due or otherwise payable by such 230 |
---|
289 | 297 | | taxpayers under this chapter, or, with respect to income years 231 |
---|
290 | 298 | | commencing on or after January 1, 2016, chapter 212 or 227, provided 232 |

291 | 299 | | such credit may be sold, assigned or otherwise transferred, in whole or 233 |

292 | 300 | | in part, not more than three times. 234 |
---|
293 | 307 | | (b) There shall be allowed a credit for any taxpayer against the tax 235 |
---|
294 | 308 | | imposed under this chapter for any income year with respect to each 236 |
---|
295 | 309 | | apprenticeship in plastics and plastics-related trades commenced by 237 |
---|
296 | 310 | | such taxpayer in such year under a qualified apprenticeship training 238 |
---|
297 | 311 | | program as described in subsection (e) of this section, certified in 239 |
---|
298 | 312 | | accordance with regulations adopted in accordance with the 240 |
---|
299 | 313 | | provisions of chapter 54 by the Labor Commissioner and registered 241 |
---|
300 | 314 | | with the Connecticut State Apprenticeship Council established under 242 |
---|
301 | 315 | | section 31-22n, which apprenticeship exceeds the average number of 243 |
---|
309 | 317 | | years immediately preceding the income year with respect to which 245 |
---|
310 | 318 | | such credit is allowed, in an amount equal to four dollars per hour 246 |
---|
311 | 319 | | multiplied by the total number of hours worked during the income 247 |
---|
312 | 320 | | year by apprentices in the first half of a two-year term of 248 |
---|
313 | 321 | | apprenticeship and the first three-quarters of a four-year term of 249 |
---|
314 | 322 | | apprenticeship, provided the amount of credit allowed for any income 250 |

315 | 323 | | year with respect to each such apprenticeship may not exceed four 251 |
---|
316 | 324 | | thousand eight hundred dollars or fifty per cent of actual wages paid 252 |

317 | 325 | | in such income year to an apprentice in the first half of a two-year term 253 |

320 | 328 | | (c) There shall be allowed a credit for any taxpayer against the tax 256 |

321 | 329 | | imposed under this chapter for any income year with respect to wages 257 |
---|
322 | 330 | | paid to apprentices in the construction trades by such taxpayer in such 258 |
---|
323 | 331 | | year that the apprentice and taxpayer participate in a qualified 259 |
---|
324 | 332 | | apprenticeship training program, as described in subsection (e) of this 260 |
---|
325 | 333 | | section, [which (1)] that is at least four years in duration, [(2)] is 261 |
---|
326 | 334 | | certified in accordance with regulations adopted in accordance with 262 |
---|
327 | 335 | | the provisions of chapter 54 by the Labor Commissioner [,] and [(3)] is 263 |
---|
328 | 336 | | registered with the Connecticut State Apprenticeship Council 264 |
---|
329 | 337 | | established under section 31-22n. The tax credit shall be [(A)] (1) in an 265 |
---|
330 | 338 | | amount equal to two dollars per hour multiplied by the total number 266 |
---|
331 | 339 | | of hours completed by each apprentice toward completion of such 267 |
---|
332 | 346 | | program, and [(B)] (2) awarded upon completion and notification of 268 |
---|
333 | 347 | | completion of such program in the income year in which such 269 |
---|
334 | 348 | | completion and notification occur, provided the amount of credit 270 |
---|
335 | 349 | | allowed for such income year with respect to each such apprentice 271 |
---|
336 | 350 | | may not exceed four thousand dollars or fifty per cent of actual wages 272 |
---|
337 | 351 | | paid over the first four income years for such apprenticeship, 273 |
---|
338 | 352 | | whichever is less. 274 |
---|
339 | 353 | | (d) There shall be allowed a credit for any taxpayer against the tax 275 |
---|
340 | 354 | | imposed under this chapter for any income year with respect to each 276 |
---|
348 | 356 | | such year under a qualified apprenticeship training program as 278 |
---|
349 | 357 | | described in subsection (e) of this section, certified in accordance with 279 |
---|
350 | 358 | | regulations adopted in accordance with the provisions of chapter 54 by 280 |
---|
351 | 359 | | the Labor Commissioner and registered with the Connecticut State 281 |
---|
352 | 360 | | Apprenticeship Council established under section 31-22n, in an 282 |
---|
353 | 361 | | amount equal to six dollars per hour multiplied by the total number of 283 |
---|
354 | 362 | | hours worked during the income year by apprentices in the first half of 284 |
---|
355 | 363 | | a two-year term of apprenticeship and the first three-quarters of a four-285 |
---|
356 | 364 | | year term of apprenticeship, provided the amount of credit allowed for 286 |
---|
357 | 365 | | any income year with respect to each such apprenticeship may not 287 |
---|
358 | 366 | | exceed seven thousand five hundred dollars or fifty per cent of actual 288 |

359 | 367 | | wages paid in such income year to an apprentice in the first half of a 289 |

360 | 368 | | two-year term of apprenticeship or in the first three-quarters of a four-290 |

362 | 370 | | [(d)] (e) For purposes of this section, a qualified apprenticeship 292 |

364 | 372 | | than eight thousand hours of apprenticeship training for certification 294 |
---|
365 | 373 | | of such apprenticeship by the Connecticut State Apprenticeship 295 |

366 | 374 | | Council. The amount of credit allowed any taxpayer under this section 296 |
---|
367 | 375 | | for any income year may not exceed the amount of tax due from such 297 |
---|
368 | 376 | | taxpayer under this chapter with respect to such income year. 298 |
---|
369 | 377 | | Sec. 9. (NEW) (Effective from passage) (a) (1) There is established a 299 |
---|

399 | | - | initially serve a term of three years; and (C) members appointed by the 323 |
---|
