1220 AN ACT CONCERNING VA RIOUS INITIATIVES TO PROMOTE
1321 COMPUTER SCIENCE AND TECHNICAL TALENT IN EDUCATION.
1422 Be it enacted by the Senate and House of Representatives in General
1523 Assembly convened:

1725 Section 1. Section 10-16b of the general statutes is repealed and the 1
1826 following is substituted in lieu thereof (Effective July 1, 2019): 2
1927 (a) (1) In the public schools, the program of instruction offered shall 3
2028 include at least the following subject matter, as taught by legally 4
2129 qualified teachers: [, the] (A) The arts; (B) career education; (C) 5
2230 consumer education; (D) health and safety, including, but not limited 6
2331 to, human growth and development, nutrition, first aid, including 7
2432 cardiopulmonary resuscitation training in accordance with the 8
2533 provisions of section 10-16qq, disease prevention and cancer 9
2634 awareness, including, but not limited to, age and developmentally 10
2735 appropriate instruction in performing self-examinations for the 11
2836 purposes of screening for breast cancer and testicular cancer, 12
2937 community and consumer health, physical, mental and emotional 13
3038 health, including youth suicide prevention, substance abuse 14

3145 prevention, including instruction relating to opioid use and related 15
3246 disorders, safety, which shall include the safe use of social media, as 16
3347 defined in section 9-601, and may include the dangers of gang 17
3448 membership, and accident prevention; (E) language arts, including 18
3549 reading, writing, grammar, speaking and spelling; mathematics; (F) 19

50+physical education; (G) science, which may include the climate change 20
4351 curriculum described in subsection (d) of this section; (H) social 21
4452 studies, including, but not limited to, citizenship, economics, 22
4553 geography, government, history and Holocaust and genocide 23
4654 education and awareness in accordance with the provisions of section 24
47-10-18f; (I) computer science, including, but not limited to, computer 25
48-programming instruction, and not later than July 1, 2021, (i) instruction 26
49-in the basics of computer science at the elementary school level, (ii) 27
50-instruction in exploratory computer science at the middle school level, 28
51-and (iii) at least one course in computer science at the high school 29
52-level; and (J) in addition, on at least the secondary level, one or more 30
53-world languages and vocational education. 31
54-(2) For purposes of this subsection, [world languages shall include] 32
55-(A) "world languages" includes American Sign Language, provided 33
56-such subject matter is taught by a qualified instructor under the 34
57-supervision of a teacher who holds a certificate issued by the State 35
58-Board of Education, [. For purposes of this subsection,] and (B) the 36
59-"arts" means any form of visual or performing arts, which may include, 37
60-but not be limited to, dance, music, art and theatre. 38
55+10-18f; (I) (i) computer science, including, but not limited to, computer 25
56+programming instruction, and (ii) not later than July 1, 2021, (I) 26
57+instruction in the basics of computer science at the elementary school 27
58+level, (II) instruction in exploratory computer science at the middle 28
59+school level, and (III) at least one course in computer science at the 29
60+high school level; and (J) in addition, on at least the secondary level, 30
61+one or more world languages and vocational education. 31
62+(2) For purposes of this subsection, (A) world languages [shall 32

6169 (b) If a local or regional board of education requires its pupils to 39
6270 take a course in a world language, the parent or guardian of a pupil 40
6371 identified as deaf or hard of hearing may request in writing that such 41
6472 pupil be exempted from such requirement and, if such a request is 42
6573 made, such pupil shall be exempt from such requirement. 43
6674 (c) Each local and regional board of education shall on September 1, 44
6775 1982, and annually thereafter at such time and in such manner as the 45
6876 Commissioner of Education shall request, attest to the State Board of 46

6983 Education that such local or regional board of education offers at least 47
7084 the program of instruction required pursuant to this section, and that 48
7185 such program of instruction is planned, ongoing and systematic. 49
7286 (d) The State Board of Education shall make available curriculum 50
7387 materials and such other materials as may assist local and regional 51

8189 this section. The State Board of Education, within available 53
8290 appropriations and utilizing available resource materials, shall assist 54
8391 and encourage local and regional boards of education to include: (1) 55
8492 Holocaust and genocide education and awareness; (2) the historical 56
8593 events surrounding the Great Famine in Ireland; (3) African-American 57
8694 history; (4) Puerto Rican history; (5) Native American history; (6) 58
8795 personal financial management, including, but not limited to, financial 59
8896 literacy as developed in the plan provided under section 10-16pp; (7) 60
8997 training in cardiopulmonary resuscitation and the use of automatic 61
9098 external defibrillators; (8) labor history and law, including organized 62
9199 labor, the collective bargaining process, existing legal protections in the 63
92100 workplace, the history and economics of free market capitalism and 64
93101 entrepreneurialism, and the role of labor and capitalism in the 65
94102 development of the American and world economies; (9) climate 66
95103 change consistent with the Next Generation Science Standards; (10) 67
96104 topics approved by the state board upon the request of local or 68
97105 regional boards of education as part of the program of instruction 69
98106 offered pursuant to subsection (a) of this section; and (11) instruction 70
99107 relating to the Safe Haven Act, sections 17a-57 to 17a-61, inclusive. The 71
100108 Department of Energy and Environmental Protection shall be available 72
101109 to each local and regional board of education for the development of 73
102110 curriculum on climate change as described in this subsection. 74
103111 (e) The State Board of Education shall establish a state-wide digital 75
104112 literacy and computer coding curriculum for all public schools. Such 76
105113 curriculum shall include, but not be limited to, development of sample 77
106114 lessons to embed computer coding lessons within other classes and 78
107115 courses and an after school computer science course to be distributed 79

108122 by organizations that provide training and programs to support after 80
109123 school programs. The State Board of Education shall provide any after 81
110124 school computer science course established under this subsection to 82
111125 public libraries in the state. 83
112126 Sec. 2. Subsection (d) of section 10-145a of the general statutes is 84

121129 (d) On and after July 1, [1998] 2019, any [candidate in a] program of 87
122130 teacher preparation leading to professional certification shall [complete 88
123131 a] include, as part of the curriculum, instruction in computer science, 89
124132 and other information technology skills, [component of such program,] 90
125133 as applied to student learning and classroom instruction, 91
126134 communications, [and] data management, programming and coding. 92
127135 Sec. 3. Section 10-155d of the general statutes is repealed and the 93
128136 following is substituted in lieu thereof (Effective July 1, 2019): 94
129137 (a) The Office of Higher Education shall encourage and support 95
130138 experimentation and research in the preparation of teachers for public 96
131139 elementary and secondary schools. To help fulfill the purposes of this 97
132140 section, the Office of Higher Education shall appoint an advisory 98
133141 council composed of qualified professionals which shall render 99
134142 assistance and advice to the office. In carrying out its activities 100
135143 pursuant to this section, the office shall consult with the State Board of 101
136144 Education and such other agencies as it deems appropriate to assure 102
137145 coordination of all activities of the state relating to the preparation of 103
138146 teachers for public elementary and secondary schools. 104
139147 (b) The Office of Higher Education, with the approval of the 105
140148 Commissioner of Education, shall expand, within available 106
141149 appropriations, participation in its summer alternate route to 107
142150 certification program and its weekend and evening alternate route to 108
143151 certification program. The office shall expand the weekend and 109
144152 evening program for participants seeking certification in a subject 110

145159 shortage area pursuant to section 10-8b. The office, in collaboration 111
146160 with the Department of Education, shall develop (1) a regional 112
147161 alternate route to certification program targeted to the subject shortage 113
148162 areas, [and] (2) an alternate route to certification program for former 114
149163 teachers whose certificates have expired and who are interested in 115
150164 resuming their teaching careers, and (3) an alternate route to 116

158166 (c) The Office of Higher Education, in consultation with the 118
159167 Department of Education, shall develop alternate route to certification 119
160168 programs for (1) school administrators and superintendents, [and] (2) 120
161169 early childhood education teachers, and (3) computer science teachers. 121
162170 The programs shall include mentored apprenticeships and criteria for 122
163171 admission to the programs. 123
164172 Sec. 4. (NEW) (Effective July 1, 2019) (a) The State Board of 124
165173 Education, upon the request of a local or regional board of education 125
166174 or a regional educational service center, may issue an adjunct 126
167175 computer science instructor permit to any applicant with specialized 127
168176 training, experience or expertise in computer science. Such permit shall 128
169177 authorize a person to hold a part-time position as a teacher of 129
170178 computer science. Such applicant shall (1) hold a bachelor's degree 130
171179 from an institution of higher education accredited by the Board of 131
172180 Regents for Higher Education or Office of Higher Education or 132
173181 regionally accredited, (2) have a minimum of three years of work 133
174182 experience in computer science, or one year of work experience and 134
175183 two years of specialized schooling related to computer science, and (3) 135
176184 achieve a satisfactory evaluation on the appropriate State Board of 136
177185 Education approved subject area assessment. 137
178186 (b) During the period of employment as a computer science 138
179187 instructor, any person holding an adjunct computer science instructor 139
180188 permit shall be under the supervision of the superintendent of schools 140
181189 or of a principal, administrator or supervisor designated by such 141
182190 superintendent who shall regularly observe, guide and evaluate the 142

183197 performance of assigned duties by such holder of an adjunct computer 143
184198 science instructor permit. 144
185199 (c) Each adjunct computer science instructor permit shall be valid 145
186200 for three years and may be renewed by the Commissioner of 146
187201 Education for good cause upon the request of the superintendent of 147
188202 schools for the district employing such person or the regional 148

196204 (d) Any board of education or regional educational service center 150
197205 employing a person who holds an adjunct computer science instructor 151
198206 permit issued under this section shall provide a program to assist each 152
199207 such person. Such program, developed in consultation with the 153
200208 Department of Education, shall include academic and classroom 154
201209 support service components. 155
202210 (e) No person holding an adjunct computer science instructor 156
203211 permit shall fill a position that will result in the displacement of any 157
204212 person holding a teaching certificate under section 10-145b of the 158
205213 general statutes who is already employed at such school. 159
206214 (f) Any person holding an adjunct computer science instructor 160
207215 permit pursuant to this section shall not be deemed to be eligible for 161
208216 membership in the teachers' retirement system solely by reason of such 162
209217 permit, provided any such person who holds a regular teacher's 163
210218 certificate issued by the State Board of Education shall not be excluded 164
211219 from membership in said system. 165
212220 Sec. 5. Subsection (e) of section 10-145d of the general statutes is 166
213221 repealed and the following is substituted in lieu thereof (Effective July 167
214222 1, 2019): 168
215223 (e) [The] Not later than July 1, 2020, the State Board of Education 169
216224 shall adopt regulations, in accordance with chapter 54, to provide 170
217225 standards for the certification of computer science teachers. Such 171
218226 regulations shall create a computer science endorsement and make 172

219233 provision for certification requirements to be met by either (1) 173
220234 completion of prescribed courses of study, or (2) such other experience 174
221235 as the state board shall deem appropriate. 175
222236 Sec. 6. (NEW) (Effective from passage) The State Board of Education 176
223-shall adopt regulations, in accordance with the provisions of chapter 177
224-54 of the general statutes, to expand a certificate or durational shortage 178
225-area permit issued by said board to enable a software engineer or other 179

237+shall adopt regulations in accordance with the provisions of chapter 54 177

233241 industry professional is enrolled in a teacher preparation program or 181
234242 an alternate route to certification program approved by the State Board 182
235243 of Education. 183
236244 Sec. 7. (NEW) (Effective July 1, 2019) (a) Any company or business 184
237245 that receives funds or economic assistance from the Department of 185
238-Economic and Community Development shall offer (1) internships to 186
239-students attending an institution of higher education in the state, or (2) 187
240-externships during the summer months to teachers in public schools in 188
241-the state, or both. The Commissioner of Economic and Community 189
242-Development shall consult with such company or business to 190
243-determine a reasonable number of internships or externships, or both, 191
244-for such company or business to offer, appropriate to such company's 192
245-or business's size and industry. 193
246+Community Development shall offer internships to students attending 186
247+an institution of higher education in the state or externships during the 187
248+summer months to teachers in public schools in the state, or both. The 188
249+Commissioner of Economic and Community Devel opment shall 189
250+consult with such company or business to determine a reasonable 190
251+number internships or externships, or both, for such company or 191
252+business to offer, appropriate to such company's or business's size and 192
253+industry. 193
246254 (b) The Commissioner of Economic and Community Development 194
247255 shall, in consultation with the executive director of the Office of Higher 195
248256 Education, the Board of Regents for Higher Education and the Board 196
249257 of Trustees of The University of Connecticut, develop one or more 197
250258 electronic databases on the Internet of internship opportunities in the 198
251259 state for students attending public institutions of higher education in 199
252260 the state. Any such database shall be searchable by region and be made 200
253261 available to such students. 201
254262 (c) The commissioner shall adopt regulations, in accordance with 202
255263 the provisions of chapter 54 of the general statutes, to implement the 203

257271 Sec. 8. Section 12-217g of the general statutes is repealed and the 205
258272 following is substituted in lieu thereof (Effective July 1, 2019): 206
259273 (a) (1) There shall be allowed a credit for any taxpayer against the 207
260274 tax imposed under this chapter for any income year with respect to 208
261275 each apprenticeship in the manufacturing trades commenced by such 209
262276 taxpayer in such year under a qualified apprenticeship training 210
263-program as described in subsection (e) of this section, certified in 211 Substitute Bill No. 1129

271279 provisions of chapter 54 by the Labor Commissioner and registered 213
272280 with the Connecticut State Apprenticeship Council established under 214
273281 section 31-22n, in an amount equal to six dollars per hour multiplied 215
274282 by the total number of hours worked during the income year by 216
275283 apprentices in the first half of a two-year term of apprenticeship and 217
276284 the first three-quarters of a four-year term of apprenticeship, provided 218
277285 the amount of credit allowed for any income year with respect to each 219
278286 such apprenticeship may not exceed seven thousand five hundred 220
279287 dollars or fifty per cent of actual wages paid in such income year to an 221
280288 apprentice in the first half of a two-year term of apprenticeship or in 222
281289 the first three-quarters of a four-year term of apprenticeship, 223
282290 whichever is less. 224
283291 (2) Effective for income years commencing on and after January 1, 225
284292 2015, for purposes of this subsection, "taxpayer" includes an affected 226
285293 business entity, as defined in section 12-284b. Any affected business 227
286294 entity allowed a credit under this subsection may sell, assign or 228
287295 otherwise transfer such credit, in whole or in part, to one or more 229
288296 taxpayers to offset any state tax due or otherwise payable by such 230
289297 taxpayers under this chapter, or, with respect to income years 231
290298 commencing on or after January 1, 2016, chapter 212 or 227, provided 232
291299 such credit may be sold, assigned or otherwise transferred, in whole or 233
292300 in part, not more than three times. 234

293307 (b) There shall be allowed a credit for any taxpayer against the tax 235
294308 imposed under this chapter for any income year with respect to each 236
295309 apprenticeship in plastics and plastics-related trades commenced by 237
296310 such taxpayer in such year under a qualified apprenticeship training 238
297311 program as described in subsection (e) of this section, certified in 239
298312 accordance with regulations adopted in accordance with the 240
299313 provisions of chapter 54 by the Labor Commissioner and registered 241
300314 with the Connecticut State Apprenticeship Council established under 242
301315 section 31-22n, which apprenticeship exceeds the average number of 243
302-such apprenticeships begun by such taxpayer during the five income 244 Substitute Bill No. 1129

309317 years immediately preceding the income year with respect to which 245
310318 such credit is allowed, in an amount equal to four dollars per hour 246
311319 multiplied by the total number of hours worked during the income 247
312320 year by apprentices in the first half of a two-year term of 248
313321 apprenticeship and the first three-quarters of a four-year term of 249
314322 apprenticeship, provided the amount of credit allowed for any income 250
315323 year with respect to each such apprenticeship may not exceed four 251
316324 thousand eight hundred dollars or fifty per cent of actual wages paid 252
317325 in such income year to an apprentice in the first half of a two-year term 253
318326 of apprenticeship or in the first three-quarters of a four-year term of 254
319327 apprenticeship, whichever is less. 255
320328 (c) There shall be allowed a credit for any taxpayer against the tax 256
321329 imposed under this chapter for any income year with respect to wages 257
322330 paid to apprentices in the construction trades by such taxpayer in such 258
323331 year that the apprentice and taxpayer participate in a qualified 259
324332 apprenticeship training program, as described in subsection (e) of this 260
325333 section, [which (1)] that is at least four years in duration, [(2)] is 261
326334 certified in accordance with regulations adopted in accordance with 262
327335 the provisions of chapter 54 by the Labor Commissioner [,] and [(3)] is 263
328336 registered with the Connecticut State Apprenticeship Council 264
329337 established under section 31-22n. The tax credit shall be [(A)] (1) in an 265
330338 amount equal to two dollars per hour multiplied by the total number 266
331339 of hours completed by each apprentice toward completion of such 267

332346 program, and [(B)] (2) awarded upon completion and notification of 268
333347 completion of such program in the income year in which such 269
334348 completion and notification occur, provided the amount of credit 270
335349 allowed for such income year with respect to each such apprentice 271
336350 may not exceed four thousand dollars or fifty per cent of actual wages 272
337351 paid over the first four income years for such apprenticeship, 273
338352 whichever is less. 274
339353 (d) There shall be allowed a credit for any taxpayer against the tax 275
340354 imposed under this chapter for any income year with respect to each 276

349357 described in subsection (e) of this section, certified in accordance with 279
350358 regulations adopted in accordance with the provisions of chapter 54 by 280
351359 the Labor Commissioner and registered with the Connecticut State 281
352360 Apprenticeship Council established under section 31-22n, in an 282
353361 amount equal to six dollars per hour multiplied by the total number of 283
354362 hours worked during the income year by apprentices in the first half of 284
355363 a two-year term of apprenticeship and the first three-quarters of a four-285
356364 year term of apprenticeship, provided the amount of credit allowed for 286
357365 any income year with respect to each such apprenticeship may not 287
358366 exceed seven thousand five hundred dollars or fifty per cent of actual 288
359367 wages paid in such income year to an apprentice in the first half of a 289
360368 two-year term of apprenticeship or in the first three-quarters of a four-290
361369 year term of apprenticeship, whichever is less. 291
362370 [(d)] (e) For purposes of this section, a qualified apprenticeship 292
363371 training program shall require at least four thousand but not more 293
364372 than eight thousand hours of apprenticeship training for certification 294
365373 of such apprenticeship by the Connecticut State Apprenticeship 295
366374 Council. The amount of credit allowed any taxpayer under this section 296
367375 for any income year may not exceed the amount of tax due from such 297
368376 taxpayer under this chapter with respect to such income year. 298
369377 Sec. 9. (NEW) (Effective from passage) (a) (1) There is established a 299

370384 Computer Science For Connecticut Commission, which shall be part of 300
371-the Legislative Department. The commission shall consist of the 301
372-following members: (A) One appointed by the speaker of the House of 302

386+members: (A) One appointed by the speaker of the House of 302
373387 Representatives; (B) one appointed by the president pro tempore of the 303
374388 Senate; (C) one appointed by the majority leader of the House of 304
375389 Representatives; (D) one appointed by the majority leader of the 305
376390 Senate; (E) one appointed by the minority leader of the House of 306
377391 Representatives; (F) one appointed by the minority leader of the 307
378392 Senate; and (G) three appointed by the Governor. Any member of the 308
379-commission appointed under this subdivision may be a member of the 309

388396 later than sixty days after the effective date of this section and shall 312
389397 terminate on July 1, 2020, July 1, 2021, and July 1, 2022, as applicable, 313

432440 professionals, training providers and community members to 350
433441 showcase projects, research, education and career opportunities related 351
434442 to computer science and technology; 352
435443 (2) Establish and run a state-wide job-shadowing day to provide 353
436444 students with insights into different industries, career paths and skills 354
437445 valued by employers in the state; 355
438446 (3) Develop and offer to public schools in the state, by itself or by 356
439447 contracting with other organizations, professional development 357
440448 services in computer science; 358
441449 (4) Make grants to public schools in the state to offer computer 359
442450 science professional development courses and studies; and 360
443451 (5) Offer scholarships to teachers seeking a computer science 361
444-endorsement or to students attending an institution of higher 362

449463 separate, nonlapsing account within the General Fund. The account 367
450464 shall contain any moneys required by law to be deposited in the 368
451465 account. Moneys in the account shall be expended by the Joint 369
452466 Committee on Legislative Management for the purposes of subsection 370
453467 (b) of this section. 371

465473 year. Any credit allowed under this subsection shall be claimed for the 377
466474 income year in which such donation was made. 378
467475 Sec. 10. Section 31-11ff of the general statutes is repealed and the 379
468476 following is substituted in lieu thereof (Effective July 1, 2019): 380
469477 (a) For purposes of this section: 381
470478 (1) "Early college high school" means a school in which persons who 382
471479 are underrepresented in higher education, including, but not limited 383
472480 to, low-income youth, first-generation college students, English 384
473481 language learners and minority students, may simultaneously earn, 385
474482 tuition free, a high school diploma and an associate degree or up to 386
475483 two years of credit toward a bachelor's degree; 387
476484 (2) "Middle college program" means a collaboration between a 388
477485 school district's high schools and a regional-community technical 389
478486 college or a four-year college or university where a student may (A) 390
479487 take core high school courses or courses for which college or 391

489503 (b) The Connecticut Employment and Training Commission shall 401

506514 plan shall include a proposal to fund such programs. 412
507515 Sec. 11. (Effective from passage) The Connecticut Higher Education 413
508516 Supplemental Loan Authority, constituted pursuant to section 10a-179 414
509517 of the general statutes, shall develop legislative recommendations to 415
510518 establish and administer a technology degree loan program that offers 416
511519 loan forgiveness to graduates of institutions of higher education in the 417
512520 state for each year such graduate (1) works for a technology company 418
513521 in the state, and (2) resides in the state. Not later than January 17, 2020, 419
514522 the executive director of said authority shall submit such 420
515523 recommendations, in accordance with the provisions of section 11-4a 421
516524 of the general statutes, to the joint standing committees of the General 422
517525 Assembly having cognizance of matters relating to higher education 423

523537 employers in the state and shall: 429
524538 (1) Analyze existing and future talent needs of the state, using an 430
525539 independent data provider with access to real-time labor market data 431
526540 to identify (A) anticipated areas of job growth in the state over the next 432
527541 five and ten years, state-wide and by region, (B) existing or projected 433
528542 shortages in certificate and degree programs at institutions of higher 434
529543 education in the state and short-term and long-term noncredit training 435

546554 talent needs of the state, as identified pursuant to subdivision (1) of 446
547555 this section; 447
548556 (3) Support the executive director of the Office of Higher Education 448
549557 to implement the higher education strategic master plan developed 449
550558 pursuant to section 10a-11b of the general statutes; 450
551559 (4) Coordinate with municipal leaders to (A) share the results of the 451
552560 analysis performed under subdivision (1) of this section with 452
553561 employers, institutions of higher education in the state and other 453
554562 stakeholders, and (B) provide a program to award grants to support 454

560574 (5) Create a state-wide advisory board comprised of leaders from 460
561575 the institutions of higher education in the state and chief executive 461
562576 officers from companies domiciled in the state. Such advisory board 462
563577 shall meet biennially to advise the Chief Talent Strategy Officer on the 463
564578 implementation of this section. 464
