1314 Be it enacted by the Senate and House of Representatives in General
1415 Assembly convened:

16-Section 1. Section 10a-104c of the general statutes is repealed and the
17-following is substituted in lieu thereof (Effective July 1, 2019):
18-(a) The Board of Trustees of The University of Connecticut shall
19-develop, continuously maintain and revise from time to time a
20-program to facilitate the recruitment of eminent faculty and their
21-research staffs to the university. Such program shall support economic
22-development in the state through faculty research and promote core
23-[competency areas] sectors of the state economy by accelerating the
24-pace of applied research and development. Such program shall
25-supplement the compensation of such faculty and related costs of
26-personnel and materials needed to secure such faculty for the
27-university. Eligibility shall be limited to [scientists] individuals who
28-have demonstrated excellence in their field of research and have an
29-interest in working collaboratively [with other scientists at the
30-university and an interest in commercialization of their research] on
31-research that meets societal needs or commercialization of discoveries, Substitute Senate Bill No. 1130
17+Section 1. (NEW) (Effective July 1, 2019) In addition to the object set 1
18+forth in section 10a-102 of the general statutes for The University of 2
19+Connecticut, said university and the president and Board of Trustees 3
20+of said university shall seek to educate students in studies and 4
21+disciplines designed to meet the present and projected future needs of 5
22+the state's workforce and to promote the state's economic development 6
23+by assisting in the establishment of new businesses in the state based 7
24+on university-driven innovations and facilitating the transfer and 8
25+accessibility of university-driven technology and patents to such new 9
26+businesses. 10
27+Sec. 2. Section 10a-103 of the general statutes is repealed and the 11
28+following is substituted in lieu thereof (Effective July 1, 2019): 12
29+(a) There shall continue to be a Board of Trustees for The University 13
30+of Connecticut to consist of twenty-one persons, twelve to be 14
31+appointed by the Governor, who shall reflect the state's geographic, 15
32+racial and ethnic diversity and fulfill the qualifications set forth in 16
33+subparagraph (B) of subdivision (1) of this subsection; two to be 17
34+elected by the university alumni; two to be elected by the students 18
35+enrolled at the institutions under the jurisdiction of said board; and 19

35-innovations or technologies.
36-[(b) No funds shall be expended under this section until the
37-president of The University of Connecticut certifies to the Secretary of
38-the Office of Policy and Management that the university or the
39-university's foundation established pursuant to sections 4-37e and 4-
40-37f has received written commitments for financial support from
41-industry or other sources of not less than two million dollars for
42-purposes identified in subsection (a) of this section.]
43-(b) Not later than April 1, 2020, and biennially thereafter, said board
44-shall develop a plan for the recruitment and hiring of research faculty,
45-including those whose research is focused on societal needs or can be
46-commercialized. Such plan shall outline the operating and capital costs
47-associated with the plan and include recruitment and hiring goals. The
48-president of The University of Connecticut shall submit an annual
49-report, in accordance with the provisions of section 11-4a, on the
50-university's progress in meeting such hiring goals to the joint standing
51-committees of the General Assembly having cognizance of matters
52-relating to higher education and finance, revenue and bonding.
53-Sec. 2. (NEW) (Effective July 1, 2019) (a) On and after October 1, 2019,
54-the president of The University of Connecticut shall spearhead efforts
55-to promote the university's entrepreneurship and innovation to
56-prospective students and prospective faculty in ways the president
57-deems appropriate.
58-(b) The Board of Trustees of The University of Connecticut shall
59-release for open, public use and freely license any and all patents held
60-by the board that have not been utilized for commercialization or
61-otherwise licensed for a period of ten years or more, provided the
62-inventor is first offered the right to license the patent.

43+(1) (A) On or before July 1, 1983, the Governor shall appoint 21
44+members to the board as follows: Four members for a term of two 22
45+years from said date; four members for a term of four years from said 23
46+date; and four members for a term of six years from said date. 24
47+Thereafter, the Governor shall appoint trustees of said university to 25
48+succeed those appointees whose terms expire, and each trustee so 26
49+appointed shall hold office for a period of six years from the first day 27
50+of July in the year of his or her appointment, provided two of the 28
51+trustees appointed for terms commencing July 1, 1995, and their 29
52+successors shall be alumni of the university, one of the trustees 30
53+appointed for a term commencing July 1, 1997, and his or her 31
54+successors shall be such alumni and one of the members appointed for 32
55+a term commencing July 1, 1999, and his or her successors shall be such 33
56+alumni. 34
57+(B) At least two of the members appointed by the Governor for a 35
58+term commencing on or after July 1, 2019, shall have experience 36
59+recognized by said university as an entrepreneur or an investor in 37
60+business ventures. 38
61+(2) The Commissioner of Agriculture, the Commissioner of 39
62+Education, the Commissioner of Economic and Community 40
63+Development and the chairperson of The University of Connecticut 41
64+Health Center Board of Directors shall be, ex officio, members of the 42
65+board of trustees. The Governor shall be, ex officio, president of said 43
66+board. 44
67+(b) (1) The graduates of all of the schools and colleges of said 45
68+university shall, prior to September first in the odd-numbered years, 46
69+elect one trustee, who shall be a graduate of the institution and who 47
70+shall hold office for four years from the first day of September 48
71+succeeding his or her election. Not less than two or more than four 49
72+nominations for each such election shall be made by the alumni 50
73+association of said university, provided no person who has served as 51
74+an alumni trustee for the two full consecutive terms immediately prior 52
75+to the term for which such election is to be held shall be nominated for 53 Substitute Bill No. 1130

67-president of The University of Connecticut shall build and foster,
68-through a series of activities, a culture of innovation and
69-entrepreneurship among the students enrolled at each campus of The
70-University of Connecticut. Such activities shall include, but need not be
71-limited to, organizing and hosting regular networking events for
72-student and faculty entrepreneurs, and the support of relevant student
73-clubs and organizations.
74-(d) The Board of Trustees of The University of Connecticut and the
75-president of The University of Connecticut shall seek to build
76-entrepreneurial relationships, when feasible and practical, between
77-The University of Connecticut and other interested public or
78-independent institutions of higher education in the state that are
79-engaged in entrepreneurial efforts, including, but not limited to, Yale
80-University.
81-Sec. 3. (Effective July 1, 2019) (a) The president of The University of
82-Connecticut shall oversee (1) the benchmarking and review of
83-technology transfer policies at other leading institutions of higher
84-education, and (2) the development of a plan concerning such transfer
85-policies. In developing such plan, the president shall solicit input from
86-members of the CTNext board of directors established pursuant to
87-section 32-39f of the general statutes and the Higher Education
88-Entrepreneurship Advisory Committee established pursuant to section
89-32-39t of the general statutes, as amended by this act, at not less than
90-one meeting each of the CTNext board of directors and the advisory
91-committee.
92-(b) The plan developed under subsection (a) of this section shall
93-include:
94-(1) Recommendations for reforming the technology transfer policies
95-of the university, including recommendations (A) to maximize the
96-number of new business ventures formed through the Substitute Senate Bill No. 1130

100-commercialization of faculty and student research, giving greater
101-priority to the financial interests of such business ventures than to the
102-recoupment of patent-related or other royalties or profit for the
103-university, (B) to focus the university's technology transfer policies on
104-start-up business formation rather than patent licensing, (C) for
105-funding, staffing levels and staff organization necessary to achieve
106-such plan, and (D) any other recommendations requested by the board
107-of trustees;
108-(2) Recommendations, goals and funding needed to foster faculty
109-and student entrepreneurship at the university and the creation of an
110-alumni mentor network to assist student entrepreneurs and faculty
111-with the formation of business ventures. Such recommendations shall
112-include best practices for alumni mentor networks that shall be shared
113-with CTNext or the Higher Education Entrepreneurship Advisory
114-Committee;
115-(3) Recommendations for (A) the continuous improvement of the
116-policies set forth under subparagraph (A) of subdivision (1) of this
117-subsection, taking into consideration best practices of
118-entrepreneurship, and (B) actionable measures to increase the creation
119-and support of new business ventures;
120-(4) Recommendations, if any, of changes to the recruitment and
121-hiring plan and goals set forth in subsection (b) of section 10a-104c of
122-the general statutes, as amended by this act;
123-(5) Consideration of all funds available to The University of
124-Connecticut and legislative recommendations, if any, to changes in the
125-funding levels of the university;
126-(6) Development of a comprehensive plan of metrics to be used for
127-the tracking and analysis of the university's success in facilitating the
128-creation of new business ventures based on faculty and student Substitute Senate Bill No. 1130
82+any such election. Such election shall be conducted by mail prior to 54
83+September first under the supervision of a canvassing board consisting 55
84+of three members, one appointed by the board of trustees, one by the 56
85+board of directors of the alumni association of the university and one 57
86+by the president of the university. No ballot in such election shall be 58
87+opened until the date by which ballots must be returned to the 59
88+canvassing board. In such election, all graduates shall be entitled to 60
89+vote by signed ballots which have been circulated to them by mail and 61
90+which shall be returned by mail. Vacancies occurring by death or 62
91+resignation of either of such alumni trustees shall be filled for the 63
92+unexpired portion of the term by special election, if such unexpired 64
93+term is for more than eighteen months. When the unexpired term is 65
94+eighteen months or less, such vacancy shall be filled by appointment 66
95+by the board of directors of said alumni association. 67
96+(2) On or before November 1, 1975, the students of The University of 68
97+Connecticut shall, in such manner as the board of trustees of said 69
98+university shall determine, elect two trustees, each of whom shall be 70
99+enrolled as a full-time student of said university at the time of his or 71
100+her election. One such member shall be elected for a term of one year 72
101+from November 1, 1975, and one for a term of two years from said 73
102+date. Prior to July first, annually, such students shall, in accordance 74
103+with this section and in such manner as the board shall determine, 75
104+elect one member of said board, who shall be so enrolled at said 76
105+university at the time of his or her election and who shall serve for a 77
106+term of two years from July first in the year of his or her election. The 78
107+student member elected to fill the term expiring on June 30, 2003, and 79
108+such elected member's successors, shall be enrolled as a full-time 80
109+undergraduate student at a school or college of the university and shall 81
110+be elected by the undergraduate students of the schools and colleges of 82
111+the university. The student member elected to fill the term expiring on 83
112+June 30, 2004, and such elected member's successors, shall be enrolled 84
113+as a full-time student in the School of Law, the School of Medicine, the 85
114+School of Dentistry, the School of Social Work, or as a graduate student 86
115+of a school or college of the university, and shall be elected by the 87 Substitute Bill No. 1130

133-(7) An analysis of comparative rankings made by qualified experts
134-of institutions of higher education in the United States, with respect to
135-such institutions' success in entrepreneurship and innovation,
136-including a ranking of The University of Connecticut, and
137-identification of a ranking or a range of rankings said university shall
138-seek to attain;
139-(8) An assessment of current and future space needed on the
140-university's campuses to serve as gathering places for student
141-entrepreneurs and other individuals who support the development of
142-student business ventures, including any projected construction or
143-renovation costs to meet such space needs; and
144-(9) Recommendations for ways the university can assist other
145-institutions of higher education in the state to foster entrepreneurship
146-and innovation.
147-(c) Not later than January 1, 2020, the president of The University of
148-Connecticut shall submit the plan developed under this section to the
149-Board of Trustees of The University of Connecticut. Not later than
150-March 1, 2020, said board shall either approve such plan or request
151-modifications to such plan. The president shall be provided thirty days
152-after receiving a request for modifications to submit a revised plan to
153-said board. Upon final approval of the plan, said board shall submit
154-such plan, in accordance with the provisions of section 11-4a of the
155-general statutes, to the joint standing committees of the General
156-Assembly having cognizance of matters relating to higher education
157-and finance, revenue and bonding and to the CTNext board of
158-directors. Each of said committees shall raise a bill during the 2020 or
159-2021 regular session to implement any legislative recommendations
160-contained in such plan. Said board may adopt a resolution to
161-implement the recommendations for the university that are contained Substitute Senate Bill No. 1130

122+students of the School of Law, the School of Medicine, the School of 88
123+Dentistry, the School of Social Work and the graduate students of the 89
124+schools and colleges of the university. Any student member elected 90
125+after July 1, 2013, shall be enrolled as a full-time student at the time of 91
126+his or her election and for the duration of his or her term of service. 92
127+Any vacancies in the elected membership of said board shall, except as 93
128+otherwise provided in this section, be filled by special election for the 94
129+balance of the unexpired term. 95
130+Sec. 3. Section 10a-104 of the general statutes is repealed and the 96
131+following is substituted in lieu thereof (Effective July 1, 2019): 97
132+(a) The Board of Trustees of The University of Connecticut shall: (1) 98
133+Make rules for the government of the university and shall determine 99
134+the general policies of the university, including those concerning the 100
135+admission of students and the establishment of schools, colleges, 101
136+divisions and departments, which policies shall be consistent with the 102
137+goals identified in section 10a-11c, and shall direct the expenditure of 103
138+the university's funds within the amounts available; (2) develop the 104
139+mission statement for The University of Connecticut, and all campuses 105
140+thereof, that shall be consistent with such goals and include, but not be 106
141+limited to, the following elements: (A) The educational needs of and 107
142+constituencies served by said university and campuses; (B) the degrees 108
143+offered by said university; and (C) the role and scope of each 109
144+institution and campus within the university system, which shall 110
145+include each institution's and campus' particular strengths and 111
146+specialties; (3) establish policies for the university system and for the 112
147+individual institutions and campuses under its jurisdiction; (4) review 113
148+and approve recommendations for the establishment of new academic 114
149+programs; (5) report all new programs and program changes to the 115
150+Office of Higher Education; (6) make recommendations, when 116
151+appropriate, regarding institutional or campus mergers or closures; (7) 117
152+coordinate the programs and services of the institutions and campuses 118
153+under its jurisdiction; (8) be authorized to enter into agreements, 119
154+consistent with the provisions of section 5-141d, to save harmless and 120 Substitute Bill No. 1130

165-in such plan.
166-Sec. 4. Section 32-39t of the general statutes is repealed and the
167-following is substituted in lieu thereof (Effective July 1, 2019):
168-(a) There shall be a Higher Education Entrepreneurship Advisory
169-Committee within CTNext. Such committee shall consist of members
170-appointed by the CTNext board of directors, including, but not limited
171-to: (1) An equal number of representatives of public and private
172-institutions of higher education; (2) one baccalaureate student
173-representative; (3) one graduate student representative; (4) one high
174-school student who shall be a nonvoting member; and (5) three serial
175-entrepreneurs having experience as an entrepreneur in residence at an
176-institution of higher education. Such members shall be subject to term
177-limits prescribed by the CTNext board. All initial appointments to the
178-committee pursuant to this subsection shall be made not later than
179-June 1, 2017. Each member shall hold office until a successor is
180-appointed. For the purposes of this section, "serial entrepreneur"
181-means an entrepreneur having brought one or more start -up
182-businesses to venture capital funding by an institutional investor.
183-(b) The executive director of CTNext shall call the first meeting of
184-the advisory committee not later than June 15, 2017. The advisory
185-group shall select chairpersons of the advisory group during such
186-meeting. The advisory committee shall meet not less than quarterly
187-thereafter and at such other times as the chairperson deems necessary.
188-(c) No member of the advisory committee shall receive
189-compensation for such member's service, except that each member
190-shall be entitled to reimbursement for actual and necessary expenses
191-incurred during the performance of such member's official duties.
192-(d) A majority of members of the advisory committee shall
193-constitute a quorum for the transaction of any business or the exercise Substitute Senate Bill No. 1130

197-of any power of the advisory committee. The advisory committee may
198-act by a majority of the members present at any meeting at which a
199-quorum is in attendance, for the transaction of any business or the
200-exercise of any power of the advisory committee, except as otherwise
201-provided in this section.
202-(e) Every member of the advisory committee shall be deemed a
203-member of an advisory board for purposes of chapter 10.
204-(f) Any institution of higher education, or partnership of one or
205-more institutions of higher education, may submit an application for
206-higher education entrepreneurship grant-in-aid to the advisory
207-committee, on a form prescribed by the advisory committee.
208-(g) The advisory committee shall review applications for grants-in-
209-aid submitted to it pursuant to this section. The advisory committee
210-may recommend approval of any such application to the CTNext
211-board of directors if it determines that the application is consistent
212-with and in furtherance of the master plan for entrepreneurship at
213-public and private institutions of higher education developed pursuant
214-to section 32-39s. The advisory committee shall give priority for grants-
215-in-aid to applications (1) including collaborative initiatives between
216-institutions of higher education, and (2) supporting individual
217-institutions of higher education to develop alumni mentor networks,
218-entrepreneurs-in-residence programs, university proof of concept
219-funds and student business start-up accelerators, when such
220-individual institutions demonstrate that such networks, programs,
221-funds and accelerators are not feasible for operation across multiple
222-institutions of higher education.
161+indemnify sponsors of research grants to The University of 121
162+Connecticut, provided such an agreement is required to receive the 122
163+grant and limits liability to damages or injury resulting from acts or 123
164+omissions related to such research by employees of the university; (9) 124
165+promote fund-raising to assist the university and report to the 125
166+executive director of the Office of Higher Education and the joint 126
167+standing committee of the General Assembly having cognizance of 127
168+matters relating to education by January 1, 1994, and biennially 128
169+thereafter, on such fund-raising; (10) charge the direct costs for a 129
170+building project under its jurisdiction to the bond fund account for 130
171+such project, provided (A) such costs are charged in accordance with a 131
172+procedure approved by the Treasurer and (B) nothing in this 132
173+subdivision shall permit the charging of working capital costs, as 133
174+defined in the applicable provisions of the Internal Revenue Code of 134
175+1986, or any subsequent corresponding internal revenue code of the 135
176+United States, as from time to time amended, or costs originally paid 136
177+from sources other than the bond fund account; (11) exercise the 137
178+powers delegated to it pursuant to section 10a-109d; and (12) establish 138
179+by October 1, 1997, policies governing the acceptance of gifts made by 139
180+a foundation established pursuant to sections 4-37e and 4-37f to the 140
181+university or its employees for reimbursement of expenditures or 141
182+payment of expenditures on behalf of the university or its employees. 142
183+(b) The board of trustees shall: (1) Review and approve institutional 143
184+budget requests and prepare and submit to the Secretary of the Office 144
185+of Policy and Management the budget request for the university and 145
186+all campuses thereof; (2) propose facility planning and capital 146
187+expenditure budget priorities for the institutions under its jurisdiction; 147
188+(3) fulfill requirements concerning the auditing and review of projects 148
189+of UCONN 2000 in accordance with sections 10a-109z to 10a-109bb, 149
190+inclusive; (4) establish the construction assurance office in accordance 150
191+with section 10a-109cc; and (5) exercise the powers delegated to it in 151
192+section 10a-109d. The board may request authority from the Treasurer 152
193+to issue payment for claims against the university, other than a 153
194+payment for payroll, debt service payable on state bonds to 154 Substitute Bill No. 1130

201+bondholders, paying agents, or trustees, or any payment the source of 155
202+which includes the proceeds of a state bond issue. 156
203+(c) The board of trustees may create a board of directors for the 157
204+governance of The University of Connecticut Health Center and may 158
205+delegate such duties and authority as it deems necessary and 159
206+appropriate to said board of directors. The board of directors shall 160
207+include members of the board of trustees designated by the 161
208+chairperson of the board of trustees and such other persons as the 162
209+board of trustees deems appropriate. 163
210+(d) There is established a standing subcommittee of the board of 164
211+trustees responsible for addressing entrepreneurial issues. Members of 165
212+the subcommittee shall include, at a minimum, the two board 166
213+members appointed with entrepreneurial experience described in 167
214+subparagraph (B) of subdivision (1) of subsection (a) of section 10a-103, 168
215+as amended by this act, and shall not include more than seven board 169
216+members. The subcommittee shall be responsible for drafting all initial 170
217+resolutions for the fulfillment of the board of trustees' responsibilities 171
218+relating to entrepreneurship at the university. Subcommittee members 172
219+shall appear annually before the joint standing committees of the 173
220+General Assembly having cognizance of matters relating to higher 174
221+education, commerce and finance, revenue and bonding to report on 175
222+the subcommittee's activities and the university's related performance. 176
223+Sec. 4. Section 10a-108 of the general statutes is repealed and the 177
224+following is substituted in lieu thereof (Effective July 1, 2019): 178
225+(a) The board of trustees shall appoint a president of the university. 179
226+Said president shall be the chief executive and administrative officer of 180
227+the university and of the board of trustees. Said president shall carry 181
228+out the policies and enforce the rules adopted by the board of trustees 182
229+and shall have the authority necessary therefor. The board of trustees 183
230+may employ the faculty and other personnel needed to operate and 184
231+maintain the institutions under its jurisdiction. Within the limitation of 185
232+appropriations, the board of trustees shall fix the compensation of such 186 Substitute Bill No. 1130

239+personnel, establish terms and conditions of employment and 187
240+prescribe their duties and qualifications. Said board shall determine 188
241+who constitutes its professional staff and establish compensation and 189
242+classification schedules for its professional staff. The board shall 190
243+annually submit to the Commissioner of Administrative Services a list 191
244+of the positions which it has included within the professional staff. 192
245+(b) The president of The University of Connecticut, in consultation 193
246+with the board of trustees, shall establish the position of Vice President 194
247+for Innovation and Entrepreneurship at The University of Connecticut. 195
248+The vice president shall report directly to the president. The vice 196
249+president's duties shall include, but need not be limited to, assisting 197
250+the president in the implementation of all of the president's duties and 198
251+responsibilities relating to entrepreneurship and investment at the 199
252+university. The president shall not hire any person as vice president 200
253+under this section unless such person demonstrates recent experience 201
254+in the development or growing of an entrepreneurial culture at The 202
255+University of Connecticut or another institution of higher education. 203
256+Sec. 5. Section 10a-104c of the general statutes is repealed and the 204
257+following is substituted in lieu thereof (Effective July 1, 2019): 205
258+(a) The Board of Trustees of The University of Connecticut shall 206

267+secure such faculty for the university. Eligibility shall be limited to 215

280+the Office of Policy and Management that the university or the 222
281+university's foundation established pursuant to sections 4-37e and 4-223
282+37f has received written commitments for financial support from 224
283+industry or other sources of not less than two million dollars for 225
284+purposes identified in subsection (a) of this section.] 226
285+(b) Not later than November 15, 2019, said board shall develop and 227
286+implement a plan for the recruitment and hiring of faculty who have 228
287+experience as entrepreneurs or in the commercialization of research. 229
288+Such plan shall include related recruitment and hiring goals for each 230
289+science, technology, engineering and math department of said 231
290+university and shall set a goal of achieving the entrepreneurship ratio, 232
291+established in the final report under section 8 of this act, not later than 233
292+January 1, 2026. 234
293+Sec. 6. (NEW) (Effective July 1, 2019) (a) The Board of Trustees of The 235
294+University of Connecticut and the president of The University of 236
295+Connecticut shall conduct all business on behalf of The University of 237
296+Connecticut in accordance with the objectives set forth in section 10a-238
297+102 of the general statutes and section 1 of this act. 239
298+(b) On and after July 1, 2019, the Board of Trustees of The University 240
299+of Connecticut shall include, in all marketing and promotional 241
300+materials for student recruitment, information that highlights the 242
301+entrepreneurial activity of the university's students and faculty, 243
302+including profiles of successful student or faculty-led ventures, 244
303+entrepreneurial course offerings, services and programming for the 245
304+support of entrepreneurial student efforts, and the existence of any 246
305+entrepreneurial clubs or fraternities. The board shall utilize social 247
306+media for such marketing and promotional efforts. 248
307+(c) The Board of Trustees of The University of Connecticut shall 249
308+release for open, public use and freely license any and all patents held 250
309+by the board that have not been utilized for commercialization or 251 Substitute Bill No. 1130

317+(d) The Board of Trustees of The University of Connecticut and the 253
318+president of The University of Connecticut shall build and foster, 254
319+through a series of activities, a culture of innovation and 255
320+entrepreneurship among the students enrolled at each campus of The 256
321+University of Connecticut, in accordance with the objectives of section 257
322+1 of this act. Such activities shall include, but need not be limited to, 258
323+organizing and hosting regular networking events for student and 259
324+faculty entrepreneurs, and the support of relevant student clubs and 260
325+organizations. 261
326+(e) The Board of Trustees of The University of Connecticut and the 262
327+president of The University of Connecticut shall seek to build 263
328+entrepreneurial relationships between The University of Connecticut 264
329+and other public or independent institutions of higher education in the 265
330+state that are engaged in entrepreneurial efforts, including, but not 266
331+limited to, Yale University. 267
332+(f) Not later than January 1, 2021, the Board of Trustees of The 268
333+University of Connecticut shall design and implement a mentorship 269
334+initiative to cultivate a robust group of alumni and faculty of The 270
335+University of Connecticut who have significant experience in 271
336+entrepreneurship and other prominent entrepreneurs in the state, to 272
337+mentor and advise students and other faculty of the university in the 273
338+creation and growth of new business ventures. Such mentorship 274
339+initiative shall be (1) developed in coordination with and integrated 275
340+into any entrepreneur-in-residence or mentorship initiatives 276
341+administered by CTNext, established pursuant to section 32-39f of the 277
342+general statutes, (2) revised subject to, or developed in accordance 278
343+with, recommendations contained in the final report approved by the 279
344+board of trustees pursuant to section 8 of this act, and (3) modeled on 280
345+comparable programs at the Massachusetts Institute of Technology. 281
346+The board of trustees shall make all reasonable efforts to engage and 282
347+consult with the Massachusetts Institute of Technology to design such 283
348+mentorship initiative, including making any payments for consulting 284 Substitute Bill No. 1130

356+Sec. 7. Section 10a-109oo of the general statutes is repealed and the 286
357+following is substituted in lieu thereof (Effective July 1, 2019): 287
358+(a) The University of Connecticut shall develop a comprehensive 288
359+plan to guide Next Generation Connecticut investments. The 289
360+university shall develop such plan in consultation with: (1) An 290
361+industry advisory board selected by the university that shall be 291
362+representative of the state's science, technology, engineering and math-292
363+related industries and shall include, but not be limited to, chief science 293
364+officers or chief technology officers from such industries; (2) an 294
365+independent research and development advisory firm selected by the 295
366+university; (3) university academic leaders; (4) federal and private 296
367+funding agencies; and (5) research and innovation benchmarks 297
368+identified by the university and an analysis of the university's progress 298
369+in meeting such benchmarks in comparison to nationally ranked 299
370+research universities. Such plan shall identify strategic growth areas 300
371+for the research, innovation, workforce and economic development 301
372+needs of Connecticut. The industry advisory board, independent 302
373+research and development advisory firm and university academic 303
374+leaders shall seek input from the chairpersons and ranking members of 304
375+the joint standing committees of the General Assembly having 305
376+cognizance of matters relating to finance, revenue and bonding, 306
377+commerce and higher education prior to the completion of the plan. 307
378+The Board of Trustees of The University of Connecticut shall review 308
379+and approve such plan not later than July 1, 2014. 309
380+(b) Not later than thirty days after the date the final report under 310
381+section 8 of this act is approved by the board of trustees, The 311
382+University of Connecticut shall revise the comprehensive plan to 312
383+include provisions for the construction or renovation of a facility on 313
384+each campus of the university, not more than one-quarter mile from 314
385+the student union or student center of the campus, that is designed to 315
386+meet the needs of student entrepreneurs and to serve as a gathering 316
387+place for such students and other persons who support such student's 317 Substitute Bill No. 1130

394+ventures. Such facility shall not be adjoined to a dormitory and shall be 318

396+student entrepreneurs and faculty affiliated with any and all schools 320
397+and departments of the university, as well as their guests from outside 321
398+the university. 322
399+Sec. 8. (Effective July 1, 2019) (a) (1) The University of Connecticut 323
400+and the CTNext board of directors shall jointly approve the hiring of a 324
401+consultant, to be paid from the operating expenses funds of The 325
402+University of Connecticut or from UConn 2000 or Next Generation 326
403+Connecticut funds, to conduct a study jointly with representatives of 327
404+said university appointed by the president of said university. Such 328
405+study shall review the technology transfer policies used at leading 329
406+institutions of higher education renowned for innovation and 330
407+entrepreneurship, including, but not limited to, Stanford University 331
408+and the Massachusetts Institute of Technology. The president and the 332
409+board of trustees of said university shall provide to such consultant 333
410+any information requested by such consultant for the purposes of this 334
411+section. 335
412+(2) The consultant and university representatives shall be advised 336
413+and guided by an advisory panel of entrepreneurs and business 337
414+leaders, appointed as follows: (A) Four members appointed by the 338
415+board of trustees, and (B) three members appointed by the CTNext 339
416+board of directors. 340
417+(b) The consultant and university representatives shall select those 341
418+policies such consultant and representatives deem to be the best and 342
419+develop recommendations for reforming the technology transfer 343
420+policies of The University of Connecticut. Such study shall include (1) 344
421+plans to maximize the number of new business ventures formed 345
422+through the commercialization of faculty and student research, giving 346
423+greater priority to the financial interests of such business ventures than 347
424+to the recoupment of patent-related or other royalties or profit for The 348
425+University of Connecticut, (2) plans to focus The University of 349
426+Connecticut's technology transfer policies on start-up business 350 Substitute Bill No. 1130

433+formation rather than patent licensing, (3) recommendations for 351
434+staffing levels and staff organization to achieve such plans, and (4) any 352
435+other recommendations requested by the board of trustees or the 353
436+CTNext board of directors. Any remuneration paid to The University 354
437+of Connecticut as a result of such new business ventures shall be used 355
438+to encourage further formation or growth of other new business 356
439+ventures. 357
440+(c) The consultant and university representatives shall conduct a 358
441+review of (1) the current policies of The University of Connecticut for 359
442+the fostering of faculty and student entrepreneurship, and (2) the 360
443+proportion of the total activities of The University of Connecticut 361
444+School of Business that is oriented toward the creation and support of 362
445+new business ventures. 363
446+(d) The consultant and university representatives shall prepare a 364
447+report for submission to the CTNext board of directors and shall solicit 365
448+input from the Higher Education Entrepreneurship Advisory 366
449+Committee established pursuant to section 32-39t of the general 367
450+statutes and, at not less than one meeting of the working group 368
451+established pursuant to section 32-39s of the general statutes, from 369
452+members of such working group. The report shall include: 370
453+(1) Recommendations for (A) the continuous improvement of the 371
454+policies set forth under subdivision (1) of subsection (b) of this section, 372
455+taking into consideration the best practices of entrepreneurship at 373
456+institutions studied under subsection (a) of this section, and (B) 374
457+actionable measures to make the creation and support of new business 375
458+ventures a primary consideration in all activities of, and for all degree 376
459+programs offered at, The University of Connecticut School of Business; 377
460+(2) (A) Recommendations, if any, of changes to the recruitment and 378
461+hiring plan and goals set forth in subsection (b) of section 10a-104c of 379
462+the general statutes, as amended by this act, and (B) establishment of 380
463+an entrepreneurship ratio of faculty members who teach 381
464+entrepreneurship to the overall student body, which matches that of 382 Substitute Bill No. 1130

472+(3) Consideration of all funds available to The University of 384
473+Connecticut and legislative recommendations, if any, to changes in the 385
474+funding levels of said university; 386
475+(4) Development of a comprehensive plan of metrics to be used for 387
476+the tracking and analysis of said university's success in facilitating the 388
477+creation of new business ventures based on faculty and student 389
478+research. Such metrics shall (A) be identified in part through a review 390
479+of similar metrics tracked by leading institutions of higher education 391
480+renowned for innovation and entrepreneurship, including, but not 392
481+limited to, Stanford University, the Massachusetts Institute of 393
482+Technology, Princeton University and the University of Michigan, and 394
483+(B) include methods to track the economic impact of entrepreneurs 395
484+who are among the faculty and alumni of The Universi ty of 396
485+Connecticut; and 397
486+(5) An analysis of comparative rankings made by qualified experts 398
487+of institutions of higher education in the United States, with respect to 399
488+such institutions' success in innovation and entrepreneurship, 400
489+including a ranking of The Uni versity of Connecticut, and 401
490+identification of a ranking or a range of rankings said university shall 402
491+seek to attain. 403
492+(e) Not later than January 1, 2020, the consultant and university 404
493+representatives shall submit the report to the Board of Trustees of The 405
494+University of Connecticut. Not later than January 31, 2020, the board of 406
495+trustees shall either approve such report or request modifications to 407
496+such report. The consultant and university representatives shall be 408
497+provided thirty days after receiving a request for modifications to 409
498+submit a revised draft report to the board of trustees. Upon final 410
499+approval of the report, the board of trustees shall submit such report, 411
500+in accordance with the provisions of section 11-4a of the general 412
501+statutes, to the joint standing committees of the General Assembly 413
502+having cognizance of matters relating to higher education and finance, 414 Substitute Bill No. 1130

514+in such report. 420
