21	20		AN ACT REQUIRING A STUDY OF INTRAPRENEURSHIP.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. (Effective from passage) (a) As used in this section, 1
26	25		"intrapreneurship" means entrepreneurship activities and practices 2
27	26		that are implemented and utilized within a company, which may 3
28	27		include, but are not limited to, those aimed at process improvement, 4
29	28		product development, strategic project execution, key business 5
30	29		objectives achievement or eventual spinoffs of intrapreneurial groups 6
31	30		or intrapreneurial activity commercial ventures. 7
32	31		(b) The Commissioner of Economic and Community Development 8
33	32		shall conduct a study of intrapreneurship in companies within and 9
34	33		without the state. The commissioner shall meet with representatives of 10
35	34		leading companies in the state that engage in intrapreneurship to learn 11
36	35		about best practices, review the intrapreneurship practices of 12
37	36		companies located in other states, survey academic and industry 13
38	37		literature on the subject and examine the public policies of other states 14
39	38		that have undertaken efforts to support entrepreneurship and 15

	45	+	intrapreneurship. The commissioner may consult with any individuals 16
47	46		or entities the commissioner deems necessary or appropriate to 17
48	47		accomplish the study. 18
49	48		(c) Not later than January 17, 2020, the commissioner shall submit a 19
50	49		report, in accordance with the provisions of section 11-4a of the general 20
51	50		statutes, to the joint standing committee of the General Assembly 21
52	51		having cognizance of matters relating to finance, revenue and bonding 22
53	52		of the findings of such study. The report shall include legislative 23
54	53		recommendations to support and encourage intrapreneurship in the 24
55	54		state. 25
