1919 AN ACT CONCERNING PE RFLUOROALKYL AND
2020 POLYFLUOROALKYL SUBS TANCES.

2424 Section 1. (NEW) (Effective July 1, 2020) (a) As used in this section: 1
2525 (1) "Perfluoroalkyl or polyfluoroalkyl substance" means a class of 2
2626 fluorinated organic chemicals containing at least one fully fluorinated 3
2727 carbon atom; and 4
2828 (2) "Class B firefighting foam" means a foam used for the purpose of 5
2929 extinguishing flammable liquid fires. 6
3030 (b) On and after January 1, 2021, no person, local government or state 7
3131 agency may use a class B firefighting foam that contains an intentionally 8
3232 added perfluoroalkyl or polyfluoroalkyl substance in any amount for 9
3333 any purpose. 10
3434 (c) The Department of Public Health shall assist any person, local 11
3535 government or state agency in transitioning to the use of class B 12

4242 perfluoroalkyl or polyfluoroalkyl substance. 14
4343 (d) The provisions of this section may be enforced, within available 15
4444 appropriations, by the Commissioner of Public Health. 16
4545 Sec. 2. Subsection (i) of section 25-32 of the 2020 supplement to the 17
4646 general statutes is repealed and the following is substituted in lieu 18
4747 thereof (Effective from passage): 19
4848 (i) (1) The department may perform the collection and testing of 20
4949 water samples required by regulations adopted by the commissioner 21
5050 pursuant to this section, in accordance with chapter 54, when requested 22
5151 to do so by a water company. The department shall collect a fee equal to 23
5252 the cost of such collection and testing. Water companies serving one 24
5353 thousand or more persons shall not request routine bacteriological or 25
5454 physical tests under this subsection. 26
5555 (2) Not later than January 1, 2021, the department shall develop and 27
5656 implement a plan for (A) testing water supply sources, water supplies 28
5757 and bottled water, as defined in section 21a-150, for contamination by 29
5858 perfluoroalkyl and polyfluoroalkyl substances, and (B) educating the 30
5959 public regarding the potential risks of drinking water that has been 31
6060 contaminated by such substances. The plan shall include methods of (i) 32
6161 identifying every potential source of water contamination by such 33
6262 substances, and (ii) identifying and prioritizing the testing of water 34
6363 supply sources and water supplies that are most vulnerable to 35
6464 contamination by such substances and of water supplies serving a 36
6565 population whose health could be at greater risk from exposure to such 37
6666 substances. For purposes of this subdivision, "perfluoroalkyl and 38
6767 polyfluoroalkyl substances" means a class of fluorinated organic 39
6868 chemicals containing at least one fully fluorinated carbon atom. 40
