4242 That subsection (a) of Joint Rule 15 of Senate Joint Resolution 1 of the 1
4343 2019 regular session is amended to read as follows: 2
4444 "(a) Deadline for Favorable Reports. The deadline for committees to 3

4646 resolutions proposing amendments to the constitution and other 5

8282 That subsection (c) of Joint Rule 13 of Senate Joint Resolution 1 of the 8
8383 2019 regular session is amended to read as follows: 9
8484 "(c) Deadline. (1) Unless the President Pro Tempore and the Speaker 10
8585 consent, in writing, to a request by a legislative commissioner for an 11
8686 extension of time, the Legislative Commissioners' Office shall complete 12
8787 its examination of the bill or resolution within ten calendar days, 13
8888 excluding holidays, after its receipt, except the Legislative 14
8989 Commissioners' Office shall complete its examination of a conveyance 15
9090 bill within five calendar days, excluding holidays, after its receipt. If the 16
9191 bill or resolution is approved by a commissioner, the commissioner shall 17
9292 notify the Office of Fiscal Analysis and the Office of Legislative Research 18
9393 of the approval and, if a substitute, furnish each office with a copy of the 19
9494 bill or resolution for preparation of a fiscal note and bill analysis. Unless 20
9595 the President Pro Tempore and the Speaker consent, in writing, to a 21
9696 request by the director of the Office of Fiscal Analysis or the director of 22

102102 the Office of Legislative Research for an extension of time, a legislative 23
103103 commissioner shall transmit the bill or resolution with his or her 24
104104 approval to the clerk of the chamber in which it originated within five 25
105105 calendar days, excluding holidays, after such notice. 26
106106 (2) Notwithstanding any provision of subdivision (1) of this 27
107107 subsection, for any bill or resolution received by the Legislative 28
108108 Commissioners' Office after March 1, 2020, and prior to March 17, 2020, 29
109109 the Legislative Commissioners' Office shall (A) complete its 30
110110 examination not later than three business days after the applicable 31
111111 period specified for such examination in subdivision (1) of this 32
112112 subsection; and (B) transmit the bill or resolution with his or her 33
113113 approval to the clerk of the chamber in which it originated not later than 34
114114 three business days after the period specified for such transmittal in 35
115115 subdivision (1) of this subsection." 36
116116 That subsection (c) of Joint Rule 5 of Senate Joint Resolution 1 of the 37
117117 2019 regular session is amended to read as follows: 38
118118 "(c) Conduct of Meetings. (1) A chairperson or a vice chairperson shall 39
119119 convene all meetings. If a meeting, other than a meeting on the day of 40
120120 the committee's deadline to report bills and resolutions, as provided in 41
121121 Rule 15, is not so convened within fifteen minutes following its 42
122122 scheduled starting time, the meeting shall be deemed cancelled. In all 43
123123 meetings of joint committees, and at all public hearings held by such 44
124124 committees, the Senate and House chairpersons shall mutually agree as 45
125125 to who shall preside and in the absence of agreement the Senate 46
126126 chairperson and the House chairperson shall alternately preside. A 47
127127 chairperson shall recognize each member wishing to be heard prior to 48
128128 ordering the vote on the final question of a favorable or unfavorable 49
129129 report, a favorable change of reference or the boxing of a bill or 50
130130 resolution. All questions of order, hearings and other proceedings 51
131131 including the raising of bills or resolutions and questions relating to 52
132132 evidence shall be determined by a majority of votes but, if the majority 53
133133 of the committee members present of either chamber so request, the 54

139139 committee members of each chamber shall separately determine all 55
140140 questions. A vote of a committee may be reconsidered only at the next 56
141141 regular meeting of the committee, except that any vote on the day of the 57
142142 committee's deadline to report bills and resolutions as provided in Rule 58
143143 15, may be reconsidered at the same meeting not later than 5:00 p.m. 59
144144 (2) During a declaration of a public health emergency, members may 60
145145 vote at meetings by telephone or other means of voice communication." 61
