3333 AN ACT AUTHORIZING A ND ADJUSTING BONDS O F THE STATE
3434 FOR CAPITAL IMPROVEM ENTS, TRANSPORTATION AND OTHER
3535 PURPOSES.
3636 Be it enacted by the Senate and House of Representatives in General
3737 Assembly convened:

3939 Section 1. (Effective from passage) The State Bond Commission shall 1
4040 have power, in accordance with the provisions of this section and 2
4141 sections 2 to 7, inclusive, of this act, from time to time to authorize the 3
4242 issuance of bonds of the state in one or more series and in principal 4
4343 amounts in the aggregate not exceeding $323,450,000. 5
4444 Sec. 2. (Effective from passage) The proceeds of the sale of bonds 6
4545 described in sections 1 to 7, inclusive, of this act, to the extent hereinafter 7
4646 stated, shall be used for the purpose of acquiring, by purchase or 8
4747 condemnation, undertaking, constructing, reconstructing, improving or 9
4848 equipping, or purchasing land or buildings or improving sites for the 10

5555 projects hereinafter described, including payment of architectural, 11
5656 engineering, demolition or related costs in connection therewith, or of 12
5757 payment of the cost of long-range capital programming and space 13
5858 utilization studies as hereinafter stated: 14
5959 (a) For the Office of Legislative Management: 15
6060 (1) Replacement, repair and repaving of the roads and sidewalks at 16
6161 the State Capitol Complex, not exceeding $1,800,000; 17
6262 (2) Alterations, renovations and restoration to the State Capitol, 18
6363 including interior and exterior restoration and compliance with the 19
6464 Americans with Disabilities Act, not exceeding $15,000,000; 20
6565 (3) Exterior masonry repairs and window replacement at the Old 21
6666 State House in Hartford, not exceeding $1,700,000. 22
6767 (b) For the Office of Policy and Management: For an information 23

135135 Sec. 3. (Effective from passage) All provisions of section 3-20 of the 79
136136 general statutes or the exercise of any right or power granted thereby 80
137137 which are not inconsistent with the provisions of sections 1 to 7, 81
138138 inclusive, of this act are hereby adopted and shall apply to all bonds 82
139139 authorized by the State Bond Commission pursuant to sections 1 to 7, 83
140140 inclusive, of this act, and temporary notes issued in anticipation of the 84
141141 money to be derived from the sale of any such bonds so authorized may 85
142142 be issued in accordance with said section 3-20 and from time to time 86
143143 renewed. Such bonds shall mature at such time or times not exceeding 87
144144 twenty years from their respective dates as may be provided in or 88
145145 pursuant to the resolution or resolutions of the State Bond Commission 89
146146 authorizing such bonds. 90
147147 Sec. 4. (Effective from passage) None of the bonds described in sections 91
148148 1 to 7, inclusive, of this act, shall be authorized except upon a finding by 92
149149 the State Bond Commission that there has been filed with it a request for 93

156156 such authorization, which is signed by the Secretary of the Office of 94
157157 Policy and Management or by or on behalf of such state officer, 95
158158 department or agency and stating such terms and conditions as said 96
159159 commission, in its discretion, may require. 97
160160 Sec. 5. (Effective from passage) For the purposes of sections 1 to 7, 98
161161 inclusive, of this act, "state moneys" means the proceeds of the sale of 99
162162 bonds authorized pursuant to said sections 1 to 7, inclusive, or of 100
163163 temporary notes issued in anticipation of the moneys to be derived from 101
164164 the sale of such bonds. Each request filed as provided in section 4 of this 102
165165 act for an authorization of bonds shall identify the project for which the 103
166166 proceeds of the sale of such bonds are to be used and expended and, in 104
167167 addition to any terms and conditions required pursuant to said section 105
168168 4, shall include the recommendation of the person signing such request 106
169169 as to the extent to which federal, private or other moneys then available 107
170170 or thereafter to be made available for costs in connection with any such 108
171171 project should be added to the state moneys available or becoming 109
172172 available hereunder for such project. If the request includes a 110
173173 recommendation that some amount of such federal, private or other 111
174174 moneys should be added to such state moneys, then, if and to the extent 112
175175 directed by the State Bond Commission at the time of authorization of 113
176176 such bonds, such amount of such federal, private or other moneys then 114
177177 available, or thereafter to be made available for costs in connection with 115
178178 such project, may be added to any state moneys available or becoming 116
179179 available hereunder for such project and shall be used for such project. 117
180180 Any other federal, private or other moneys then available or thereafter 118
181181 to be made available for costs in connection with such project shall, 119
182182 upon receipt, be used by the State Treasurer, in conformity with 120
183183 applicable federal and state law, to meet the principal of outstanding 121
184184 bonds issued pursuant to sections 1 to 7, inclusive, of this act, or to meet 122
185185 the principal of temporary notes issued in anticipation of the money to 123
186186 be derived from the sale of bonds theretofore authorized pursuant to 124
187187 said sections 1 to 7, inclusive, for the purpose of financing such costs, 125
188188 either by purchase or redemption and cancellation of such bonds or 126

195195 notes or by payment thereof at maturity. Whenever any of the federal, 127
196196 private or other moneys so received with respect to such project are used 128
197197 to meet the principal of such temporary notes or whenever principal of 129
198198 any such temporary notes is retired by application of revenue receipts 130
199199 of the state, the amount of bonds theretofore authorized in anticipation 131
200200 of which such temporary notes were issued, and the aggregate amount 132
201201 of bonds which may be authorized pursuant to section 1 of this act, shall 133
202202 each be reduced by the amount of the principal so met or retired. 134
203203 Pending use of the federal, private or other moneys so received to meet 135
204204 principal as hereinabove directed, the amount thereof may be invested 136
205205 by the State Treasurer in bonds or obligations of, or guaranteed by, the 137
206206 state or the United States or agencies or instrumentalities of the United 138
207207 States, shall be deemed to be part of the debt retirement funds of the 139
208208 state, and net earnings on such investments shall be used in the same 140
209209 manner as the moneys so invested. 141
210210 Sec. 6. (Effective from passage) Any balance of proceeds of the sale of 142
211211 said bonds authorized for any project described in section 2 of this act 143
212212 in excess of the cost of such project may be used to complete any other 144
213213 project described in said section 2, if the State Bond Commission shall 145
214214 so determine and direct. Any balance of proceeds of the sale of said 146
215215 bonds in excess of the costs of all the projects described in said section 2 147
216216 shall be deposited to the credit of the General Fund. 148
217217 Sec. 7. (Effective from passage) The bonds issued pursuant to this 149
218218 section and sections 1 to 6, inclusive, of this act, shall be general 150
219219 obligations of the state and the full faith and credit of the state of 151
220220 Connecticut are pledged for the payment of the principal of and interest 152
221221 on said bonds as the same become due, and accordingly and as part of 153
222222 the contract of the state with the holders of said bonds, appropriation of 154
223223 all amounts necessary for punctual payment of such principal and 155
224224 interest is hereby made, and the State Treasurer shall pay such principal 156
225225 and interest as the same become due. 157
226226 Sec. 8. (Effective from passage) The State Bond Commission shall have 158

233233 power, in accordance with the provisions of this section and sections 9 159
234234 and 10 of this act, from time to time to authorize the issuance of bonds 160
235235 of the state in one or more series and in principal amounts in the 161
236236 aggregate, not exceeding $100,000,000. 162
237237 Sec. 9. (Effective from passage) The proceeds of the sale of bonds 163
238238 described in sections 8 to 11, inclusive, of this act shall be used by the 164
239239 Department of Housing for the purposes hereinafter stated: Housing 165
240240 development and rehabilitation, including moderate cost housing, 166
241241 moderate rental, congregate and elderly housing, urban homesteading, 167
242242 community housing development corporations, housing purchase and 168
243243 rehabilitation, housing for the homeless, housing for low-income 169
244244 persons, limited equity cooperatives and mutual housing projects, 170
245245 abatement of hazardous material including asbestos and lead-based 171
246246 paint in residential structures, emergency repair assistance for senior 172
247247 citizens, housing land bank and land trust, housing and community 173
248248 development, predevelopment grants and loans, reimbursement for 174
249249 state and federal surplus property, private rental investment mortgage 175
250250 and equity program, housing infrastructure, demolition, renovation or 176
251251 redevelopment of vacant buildings or related infrastructure, septic 177
252252 system repair loan program, acquisition and related rehabilitation 178
253253 including loan guarantees for private developers of rental housing for 179
254254 the elderly, projects under the program established in section 8-37pp of 180
255255 the general statutes, and participation in federal programs, including 181
256256 administrative expenses associated with those programs eligible under 182
257257 the general statutes, not exceeding $100,000,000, provided in using such 183
258258 proceeds, the department shall prioritize areas of the state with low 184
259259 homeownership rates, and provided not more than $30,000,000 shall be 185
260260 used for revitalization of state moderate rental housing units on the 186
261261 Connecticut Housing Finance Authority's State Housing Portfolio. 187
262262 Sec. 10. (Effective from passage) None of the bonds described in sections 188
263263 8 to 11, inclusive, of this act shall be authorized except upon a finding 189
264264 by the State Bond Commission that there has been filed with it a request 190
265265 for such authorization, which is signed by the Secretary of the Office of 191

272272 Policy and Management or by or on behalf of such state officer, 192
273273 department or agency and stating such terms and conditions as said 193
274274 commission, in its discretion, may require. 194
275275 Sec. 11. (Effective from passage) All provisions of section 3-20 of the 195
276276 general statutes, or the exercise of any right or power granted thereby 196
277277 which are not inconsistent with the provisions of this section and 197
278278 sections 8 to 10, inclusive, of this act are hereby adopted and shall apply 198
279279 to all bonds authorized by the State Bond Commission pursuant to this 199
280280 section and sections 8 to 10, inclusive, of this act and temporary notes in 200
281281 anticipation of the money to be derived from the sale of any such bonds 201
282282 so authorized may be issued in accordance with said section 3-20 and 202
283283 from time to time renewed. Such bonds shall mature at such time or 203
284284 times not exceeding twenty years from their respective dates as may be 204
285285 provided in or pursuant to the resolution or resolutions of the State 205
286286 Bond Commission authorizing such bonds. Such bonds issued pursuant 206
287287 to section 8 of this act shall be general obligations of the state and the 207
288288 full faith and credit of the state of Connecticut are pledged for the 208
289289 payment of the principal of and interest on such bonds as the same 209
290290 become due, and accordingly and as part of the contract of the state with 210
291291 the holders of such bonds, appropriation of all amounts necessary for 211
292292 punctual payment of such principal and interest is hereby made, and 212
293293 the State Treasurer shall pay such principal and interest as the same 213
294294 become due. 214
295295 Sec. 12. (Effective from passage) The State Bond Commission shall have 215
296296 power, in accordance with the provisions of this section and sections 13 216
297297 to 19, inclusive, of this act, from time to time to authorize the issuance 217
298298 of bonds of the state in one or more series and in principal amounts in 218
299299 the aggregate, not exceeding $234,500,000. 219
300300 Sec. 13. (Effective from passage) The proceeds of the sale of the bonds 220
301301 described in sections 12 to 19, inclusive, of this act shall be used for the 221
302302 purpose of providing grants-in-aid and other financing for the projects, 222
303303 programs and purposes hereinafter stated: 223

310310 (a) For the Office of Policy and Management: 224
311311 (1) Grants-in-aid to private, nonprofit health and human service 225
312312 organizations that are exempt under Section 501(c)(3) of the Internal 226
313313 Revenue Code of 1986, and that receive funds from the state to provide 227
314314 direct health or human services to state agency clients, for alterations, 228
315315 renovations, improvements, additions and new construction, including 229
316316 health, safety, compliance with the Americans with Disabilities Act and 230
317317 energy conservation improvements, information technology systems, 231
318318 technology for independence, purchase of vehicles and acquisition of 232
319319 property, not exceeding $25,000,000; 233
320320 (2) Grants-in-aid to distressed municipalities eligible pursuant to 234
321321 section 32-9s of the general statutes for capital purposes, not exceeding 235
322322 $7,000,000. 236
323323 (b) For the Department of Administrative Services: Grants-in-aid to 237
324324 priority school districts for projects, including reimbursements of 238
325325 expenditures, that are not eligible under section 10-287d of the general 239
326326 statutes, as amended by this act, not exceeding $30,000,000. 240
327327 (c) For the Department of Emergency Services and Public Protection: 241
328328 Grants-in-aid to nonprofit organizations for security improvements, not 242
329329 exceeding $5,000,000. 243
330330 (d) For the Labor Department: For the Workforce Training Authority 244
331331 Fund, not exceeding $20,000,000. 245
332332 (e) For the Department of Energy and Environmental Protection: For 246
333333 the purposes of testing for pollution from Perfluoroalkyl and 247
334334 Polyfluoroalkyl substances, providing potable water to persons affected 248
335335 by such pollution and for buyback of Aqueous film-forming firefighting 249
336336 foam containing Perfluoroalkyl and Polyfluoroalkyl substances, not 250
337337 exceeding $2,000,000. 251
338338 (f) For the Department of Economic and Community Development: 252

345345 (1) For the Brownfield Remediation and Revitalization program, 253
346346 provided notwithstanding the provisions of subsection (a) of section 32-254
347347 763 of the general statutes, the commissioner may provide a grant of up 255
348348 to $4,000,000 to the town of Preston for remediation, not exceeding 256
349349 $30,000,000; 257
350350 (2) For the Small Business Express program established by section 32-258
351351 7g of the general statutes, not exceeding $5,000,000. 259
352352 (g) For the Department of Housing: Grant-in-aid to the Connecticut 260
353353 Housing Finance Authority to capitalize the Down Payment Assistance 261
354354 Program established pursuant to sections 8-283 to 8-289, inclusive, of the 262
355355 general statutes, including providing financial assistance under such 263
356356 program to families and persons with incomes up to and including one 264
357357 hundred twenty per cent of the area median income, not exceeding 265
358358 $4,500,000, provided not more than $500,000 shall be for the Mortgage 266
359359 Assistance Program for certain teachers established pursuant to section 267
360360 8-265pp of the general statutes. 268
361361 (h) For the Capital Region Development Authority: Grant-in-aid to 269
362362 the municipality of East Hartford for the purposes of general economic 270
363363 development activities, including the development of the infrastructure 271
364364 and improvements to the riverfront; the creation of housing units 272
365365 through rehabilitation and new construction; the demolition or 273
366366 redevelopment of vacant buildings; and redevelopment, not exceeding 274
367367 $2,000,000. 275
368368 (i) For the Department of Public Health: 276
369369 (1) For grants-in-aid to public water systems for drinking water 277
370370 projects, not exceeding $4,000,000; 278
371371 (2) For grants-in-aid for the remediation of lead in school drinking 279
372372 water systems, not exceeding $5,000,000. 280
373373 (j) For the Department of Transportation: Grants-in-aid to 281

380380 municipalities for use in the manner set forth in, and in accordance with 282
381381 the provisions of, sections 13a-175a to 13a-175k, inclusive, of the general 283
382382 statutes, not exceeding $30,000,000. 284
383383 (k) For the Connecticut Port Authority: Grants -in-aid for 285
384384 improvements to deep water ports, including dredging, not exceeding 286
385385 $65,000,000. 287
386386 Sec. 14. (Effective from passage) All provisions of section 3-20 of the 288
387387 general statutes or the exercise of any right or power granted thereby 289
388388 which are not inconsistent with the provisions of sections 12 to 19, 290
389389 inclusive, of this act are hereby adopted and shall apply to all bonds 291
390390 authorized by the State Bond Commission pursuant to sections 12 to 19, 292

392392 money to be derived from the sale of any such bonds so authorized may 294

405405 Sec. 16. (Effective from passage) For the purposes of sections 12 to 19, 307

422422 any such project should be added to the state moneys available or 318
423423 becoming available under said sections 12 to 19, inclusive, for such 319
424424 project. If the request includes a recommendation that some amount of 320
425425 such federal, private or other moneys should be added to such state 321
426426 moneys, then, if and to the extent directed by the State Bond 322
427427 Commission at the time of authorization of such bonds, such amount of 323
428428 such federal, private or other moneys then available or thereafter to be 324
429429 made available for costs in connection with such project may be added 325
430430 to any state moneys available or becoming available hereunder for such 326
431431 project and be used for such project. Any other federal, private or other 327
432432 moneys then available or thereafter to be made available for costs in 328
433433 connection with such project upon receipt shall, in conformity with 329
434434 applicable federal and state law, be used by the State Treasurer to meet 330
435435 the principal of outstanding bonds issued pursuant to said sections 12 331
436436 to 19, inclusive, or to meet the principal of temporary notes issued in 332
437437 anticipation of the money to be derived from the sale of bonds 333
438438 theretofore authorized pursuant to said sections 12 to 19, inclusive, for 334
439439 the purpose of financing such costs, either by purchase or redemption 335
440440 and cancellation of such bonds or notes or by payment thereof at 336
441441 maturity. Whenever any of the federal, private or other moneys so 337
442442 received with respect to such project are used to meet the principal of 338
443443 such temporary notes or whenever the principal of any such temporary 339
444444 notes is retired by application of revenue receipts of the state, the 340
445445 amount of bonds theretofore authorized in anticipation of which such 341
446446 temporary notes were issued, and the aggregate amount of bonds which 342
447447 may be authorized pursuant to section 12 of this act shall each be 343
448448 reduced by the amount of the principal so met or retired. Pending use 344

471471 Sec. 18. (Effective from passage) In accordance with section 13 of this 361
472472 act, the state, through the state agencies specified in said section 13, may 362
473473 provide grants-in-aid and other financings to or for the agencies for the 363
474474 purposes and projects as described in said section 13. All financing shall 364
475475 be made in accordance with the terms of a contract at such time or times 365
476476 as shall be determined within authorization of funds by the State Bond 366
477477 Commission. 367
478478 Sec. 19. (Effective from passage) In the case of any grant-in-aid made 368
479479 pursuant to subsection (b), (c), (d), (e), (f), (g), (h), (i), (j) or (k) of section 369
480480 13 of this act that is made to any entity which is not a political 370
481481 subdivision of the state, the contract entered into pursuant to section 13 371
482482 of this act shall provide that if the premises for which such grant-in-aid 372
483483 was made ceases, within ten years of the date of such grant, to be used 373
484484 as a facility for which such grant was made, an amount equal to the 374
485485 amount of such grant, minus ten per cent per year for each full year 375
486486 which has elapsed since the date of such grant, shall be repaid to the 376
487487 state and that a lien shall be placed on such land in favor of the state to 377
488488 ensure that such amount shall be repaid in the event of such change in 378

498498 Sec. 20. (Effective July 1, 2020) The State Bond Commission shall have 382
499499 power, in accordance with the provisions of this section and sections 21 383
500500 to 26, inclusive, of this act, from time to time to authorize the issuance 384
501501 of bonds of the state in one or more series and in principal amounts in 385
502502 the aggregate not exceeding $321,500,000. 386
503503 Sec. 21. (Effective July 1, 2020) The proceeds of the sale of bonds 387
504504 described in sections 20 to 26, inclusive, of this act, to the extent 388
505505 hereinafter stated, shall be used for the purpose of acquiring, by 389
506506 purchase or condemnation, undertaking, constructing, reconstructing, 390
507507 improving or equipping, or purchasing land or buildings or improving 391
508508 sites for the projects hereinafter described, including payment of 392
509509 architectural, engineering, demolition or related costs in connection 393
510510 therewith, or of payment of the cost of long-range capital programming 394

586586 money to be derived from the sale of any such bonds so authorized may 458
587587 be issued in accordance with said section 3-20 and from time to time 459
588588 renewed. Such bonds shall mature at such time or times not exceeding 460
589589 twenty years from their respective dates as may be provided in or 461

598598 Sec. 23. (Effective July 1, 2020) None of the bonds described in sections 464

601601 for such authorization, which is signed by the Secretary of the Office of 467
602602 Policy and Management or by or on behalf of such state officer, 468
603603 department or agency and stating such terms and conditions as said 469
604604 commission, in its discretion, may require. 470
605605 Sec. 24. (Effective July 1, 2020) For the purposes of sections 20 to 26, 471
606606 inclusive, of this act, "state moneys" means the proceeds of the sale of 472
607607 bonds authorized pursuant to said sections 20 to 26, inclusive, or of 473
608608 temporary notes issued in anticipation of the moneys to be derived from 474
609609 the sale of such bonds. Each request filed as provided in section 23 of 475
610610 this act for an authorization of bonds shall identify the project for which 476
611611 the proceeds of the sale of such bonds are to be used and expended and, 477
612612 in addition to any terms and conditions required pursuant to said 478
613613 section 23, shall include the recommendation of the person signing such 479
614614 request as to the extent to which federal, private or other moneys then 480
615615 available or thereafter to be made available for costs in connection with 481
616616 any such project should be added to the state moneys available or 482
617617 becoming available hereunder for such project. If the request includes a 483
618618 recommendation that some amount of such federal, private or other 484
619619 moneys should be added to such state moneys, then, if and to the extent 485
620620 directed by the State Bond Commission at the time of authorization of 486
621621 such bonds, such amount of such federal, private or other moneys then 487
622622 available, or thereafter to be made available for costs in connection with 488
623623 such project, may be added to any state moneys available or becoming 489
624624 available hereunder for such project and shall be used for such project. 490
625625 Any other federal, private or other moneys then available or thereafter 491
626626 to be made available for costs in connection with such project shall, 492
627627 upon receipt, be used by the State Treasurer, in conformity with 493
628628 applicable federal and state law, to meet the principal of outstanding 494
629629 bonds issued pursuant to sections 20 to 26, inclusive, of this act, or to 495

637637 money to be derived from the sale of bonds theretofore authorized 497

639639 such costs, either by purchase or redemption and cancellation of such 499
640640 bonds or notes or by payment thereof at maturity. Whenever any of the 500
641641 federal, private or other moneys so received with respect to such project 501
642642 are used to meet the principal of such temporary notes or whenever 502
643643 principal of any such temporary notes is retired by application of 503
644644 revenue receipts of the state, the amount of bonds theretofore 504
645645 authorized in anticipation of which such temporary notes were issued, 505
646646 and the aggregate amount of bonds which may be authorized pursuant 506
647647 to section 20 of this act, shall each be reduced by the amount of the 507
648648 principal so met or retired. Pending use of the federal, private or other 508
649649 moneys so received to meet principal as hereinabove directed, the 509
650650 amount thereof may be invested by the State Treasurer in bonds or 510
651651 obligations of, or guaranteed by, the state or the United States or 511
652652 agencies or instrumentalities of the United States, shall be deemed to be 512
653653 part of the debt retirement funds of the state, and net earnings on such 513
654654 investments shall be used in the same manner as the moneys so 514
655655 invested. 515
656656 Sec. 25. (Effective July 1, 2020) Any balance of proceeds of the sale of 516
657657 said bonds authorized for any project described in section 21 of this act 517
658658 in excess of the cost of such project may be used to complete any other 518
659659 project described in said section 21, if the State Bond Commission shall 519
660660 so determine and direct. Any balance of proceeds of the sale of said 520
661661 bonds in excess of the costs of all the projects described in said section 521
662662 21 shall be deposited to the credit of the General Fund. 522
663663 Sec. 26. (Effective July 1, 2020) The bonds issued pursuant to this 523
664664 section and sections 20 to 25, inclusive, of this act, shall be general 524
665665 obligations of the state and the full faith and credit of the state of 525
666666 Connecticut are pledged for the payment of the principal of and interest 526
667667 on said bonds as the same become due, and accordingly and as part of 527
668668 the contract of the state with the holders of said bonds, appropriation of 528

684684 described in sections 27 to 30, inclusive, of this act shall be used by the 538
685685 Department of Housing for the purposes hereinafter stated: Housing 539
686686 development and rehabilitation, including moderate cost housing, 540
687687 moderate rental, congregate and elderly housing, urban homesteading, 541
688688 community housing development corporations, housing purchase and 542
689689 rehabilitation, housing for the homeless, housing for low-income 543
690690 persons, limited equity cooperatives and mutual housing projects, 544
691691 abatement of hazardous material including asbestos and lead-based 545
692692 paint in residential structures, emergency repair assistance for senior 546
693693 citizens, housing land bank and land trust, housing and community 547
694694 development, predevelopment grants and loans, reimbursement for 548
695695 state and federal surplus property, private rental investment mortgage 549
696696 and equity program, housing infrastructure, demolition, renovation or 550
697697 redevelopment of vacant buildings or related infrastructure, septic 551
698698 system repair loan program, acquisition and related rehabilitation 552
699699 including loan guarantees for private developers of rental housing for 553
700700 the elderly, projects under the program established in section 8-37pp of 554
701701 the general statutes, and participation in federal programs, including 555
702702 administrative expenses associated with those programs eligible under 556
703703 the general statutes, not exceeding $75,000,000, provided in using such 557
704704 proceeds, the department shall prioritize areas of the state with low 558
705705 homeownership rates, and provided not more than $30,000,000 shall be 559
706706 used for revitalization of state moderate rental housing units on the 560

912912 Sec. 37. (Effective July 1, 2020) In accordance with section 32 of this act, 730
913913 the state, through the state agencies specified in said section 32, may 731
914914 provide grants-in-aid and other financings to or for the agencies for the 732
915915 purposes and projects as described in said section 32. All financing shall 733
916916 be made in accordance with the terms of a contract at such time or times 734
917917 as shall be determined within authorization of funds by the State Bond 735
918918 Commission. 736
919919 Sec. 38. (Effective July 1, 2020) In the case of any grant-in-aid made 737
920920 pursuant to subsection (b), (c), (d), (e), (f), (g), (h), (i), (j) or (k) of section 738
921921 32 of this act that is made to any entity which is not a political 739
922922 subdivision of the state, the contract entered into pursuant to section 32 740
923923 of this act shall provide that if the premises for which such grant-in-aid 741
924924 was made ceases, within ten years of the date of such grant, to be used 742
925925 as a facility for which such grant was made, an amount equal to the 743
926926 amount of such grant, minus ten per cent per year for each full year 744
927927 which has elapsed since the date of such grant, shall be repaid to the 745
928928 state and that a lien shall be placed on such land in favor of the state to 746
929929 ensure that such amount shall be repaid in the event of such change in 747

939939 Sec. 39. (Effective from passage) The State Bond Commission shall have 751
940940 power, in accordance with the provisions of this section and sections 40 752
941941 to 44, inclusive, of this act, from time to time to authorize the issuance 753
942942 of special tax obligation bonds of the state in one or more series and in 754
943943 principal amounts in the aggregate, not exceeding $776,615,000. 755
944944 Sec. 40. (Effective from passage) The proceeds of the sale of bonds 756
945945 described in sections 39 to 44, inclusive, of this act, to the extent 757
946946 hereinafter stated, shall be used for the purpose of payment of the 758
947947 transportation costs, as defined in subdivision (6) of section 13b-75 of 759
948948 the general statutes, with respect to the projects and uses hereinafter 760
949949 described, which projects and uses are hereby found and determined to 761
950950 be in furtherance of one or more of the authorized purposes for the 762
951951 issuance of special tax obligation bonds set forth in section 13b-74 of the 763

991991 request for such authorization, which is signed by the Secretary of the 797
992992 Office of Policy and Management or by or on behalf of such state officer, 798
993993 department or agency and stating such terms and conditions as said 799
994994 commission, in its discretion, may require, and (2) any capital 800
995995 development impact statement and any human services facility 801
996996 colocation statement required to be filed with the Secretary of the Office 802
997997 of Policy and Management pursuant to section 4b-31 of the general 803

10081008 section 22-6 of the general statutes, provided the State Bond 808
10091009 Commission may authorize said bonds without a finding that the 809
10101010 reports and statements required by subdivision (2) of this section have 810
10111011 been filed with it if said commission authorizes the secretary of said 811
10121012 commission to accept such reports and statements on its behalf. No 812
10131013 funds derived from the sale of bonds authorized by said commission 813
10141014 without a finding that the reports and statements required by 814
10151015 subdivision (2) of this section have been filed with it shall be allotted by 815
10161016 the Governor for any project until the reports and statements required 816
10171017 by subdivision (2) of this section, with respect to such project, have been 817
10181018 filed with the secretary of said commission. 818
10191019 Sec. 42. (Effective from passage) For the purposes of sections 39 to 44, 819
10201020 inclusive, of this act, each request filed, as provided in section 41 of this 820
10211021 act, for an authorization of bonds shall identify the project for which the 821
10221022 proceeds of the sale of such bonds are to be used and expended and, in 822
10231023 addition to any terms and conditions required pursuant to said section 823
10241024 41, include the recommendation of the person signing such request as 824
10251025 to the extent to which federal, private or other moneys then available or 825
10261026 thereafter to be made available for costs in connection with any such 826
10271027 project should be added to the state moneys available or becoming 827
10281028 available from the proceeds of bonds and temporary notes issued in 828
10291029 anticipation of the receipt of the proceeds of bonds. If the request 829
10301030 includes a recommendation that some amount of such federal, private 830
10311031 or other moneys should be added to such state moneys, then, if and to 831
10321032 the extent directed by the State Bond Commission at the time of 832
10331033 authorization of such bonds, such amount of such federal, private or 833
10341034 other moneys then available or thereafter to be made available for costs 834
10351035 in connection with such project shall be added to such state moneys. 835
10361036 Sec. 43. (Effective from passage) Any balance of proceeds of the sale of 836

10471047 Commission respecting the issuance and sale of said bonds. 841
10481048 Sec. 44. (Effective from passage) Bonds issued pursuant to this section 842
10491049 and sections 39 to 43, inclusive, of this act shall be special obligations of 843
10501050 the state and shall not be payable from or charged upon any funds other 844
10511051 than revenues of the state pledged therefor in subsection (b) of section 845
10521052 13b-61 of the general statutes and section 13b-61a of the general statutes, 846
10531053 or such other receipts, funds or moneys as may be pledged therefor. Said 847
10541054 bonds shall not be payable from or charged upon any funds other than 848
10551055 such pledged revenues or such other receipts, funds or moneys as may 849
10561056 be pledged therefor, nor shall the state or any political subdivision 850
10571057 thereof be subject to any liability thereon, except to the extent of such 851
10581058 pledged revenues or such other receipts, funds or moneys as may be 852
10591059 pledged therefor. Said bonds shall be issued under and in accordance 853
10601060 with the provisions of sections 13b-74 to 13b-77, inclusive, of the general 854

10621062 Sec. 45. (Effective July 1, 2020) The State Bond Commission shall have 856

12051205 shall apply to all bonds authorized by the State Bond Commission 975
12061206 pursuant to this section, and temporary notes in anticipation of the 976
12071207 money to be derived from the sale of any such bonds so authorized may 977
12081208 be issued in accordance with said section 3-20 and from time to time 978
12091209 renewed. Such bonds shall mature at such time or times not exceeding 979
12101210 twenty years from their respective dates as may be provided in or 980
12111211 pursuant to the resolution or resolutions of the State Bond Commission 981
12121212 authorizing such bonds. None of said bonds shall be authorized except 982
12131213 upon a finding by the State Bond Commission that there has been filed 983
12141214 with it a request for such authorization, which is signed by or on behalf 984
12151215 of the Secretary of the Office of Policy and Management and states such 985
12161216 terms and conditions as said commission in its discretion may require. 986
12171217 Said bonds issued pursuant to this section shall be general obligations 987
12181218 of the state and the full faith and credit of the state of Connecticut are 988

12451245 million dollars; (C) for the Department of Energy and Environmental 1009
12461246 Protection: Recreation development and solid waste disposal projects, 1010
12471247 not exceeding one million nine hundred ninety-five thousand nine 1011
12481248 hundred two dollars; (D) for the Department of Social Services: Child 1012
12491249 day care projects, elderly centers, shelter facilities for victims of 1013

12851285 authorized in subparagraph (F)(ii) of subdivision (1) of this subsection 1043
12861286 shall be made available for small business gap financing. (D) Ten million 1044
12871287 dollars of the grants-in-aid authorized in subparagraph (F)(ii) of 1045
12881288 subdivision (1) of this subsection may be made available for regional 1046
12891289 economic development revolving loan funds. (E) One million four 1047
12901290 hundred thousand dollars of the grants-in-aid authorized in 1048
12911291 subparagraph (F)(ii) of subdivision (1) of this subsection shall be made 1049
12921292 available for rehabilitation and renovation of the Black Rock Library in 1050
12931293 Bridgeport. (F) Two million five hundred thousand dollars of the grants-1051
12941294 in-aid authorized in subparagraph (F)(ii) of subdivision (1) of this 1052
12951295 subsection shall be made available for site acquisition, renovation and 1053
12961296 rehabilitation for the Institute for the Hispanic Family in Hartford. (G) 1054
12971297 Three million dollars of the grants-in-aid authorized in subparagraph 1055
12981298 (F)(ii) of subdivision (1) of this subsection shall be made available for 1056
12991299 the acquisition of land and the development of commercial or retail 1057

13121312 intermodal transportation facility in northeastern Connecticut. 1064
13131313 Sec. 52. Subsection (a) of section 4-66g of the general statutes is 1065
13141314 repealed and the following is substituted in lieu thereof (Effective July 1, 1066

13921392 through electronic portals and kiosks, [and] (X) for the fiscal years 1132
13931393 ending June 30, 2013, and June 30, 2014, acquisition of snow removal 1133
13941394 equipment, capital expenditures made to improve public safety, and 1134
13951395 capital expenditures made to facilitate regional cooperation, and (Y) for 1135
13961396 hazardous tree removal or trimming for nonutility-related hazardous 1136
13971397 branches, limbs and trees on municipal property or within a municipal 1137
13981398 right-of-way. "Local capital improvement project" means only capital 1138
13991399 expenditures and includes repairs incident to reconstruction and 1139
14001400 renovation but does not include ordinary repairs and maintenance of an 1140
14011401 ongoing nature. As used in this subdivision, "floodplain management" 1141
14021402 and "hazard mitigation" have the same meanings as provided in section 1142

22772277 child care center building security assessments pursuant to subsection 1485
22782278 (d) of this section, including, but not limited to, the installation of 1486
22792279 surveillance cameras, penetration resistant vestibules, ballistic glass, 1487
22802280 solid core doors, double door access, computer-controlled electronic 1488
22812281 locks, entry door buzzer systems, scan card systems, panic alarms, real 1489
22822282 time interoperable communications and multimedia sharing 1490
22832283 infrastructure or other systems; and [(2) (A)] (B) (i) the training of school 1491
22842284 personnel in the operation and maintenance of the security 1492
22852285 infrastructure of school buildings, or [(B)] (ii) the purchase of portable 1493
22862286 entrance security devices, including, but not limited to, metal detector 1494
22872287 wands and screening machines and related training. 1495
22882288 (b) (1) On and after April 4, 2013, each local and regional board of 1496
22892289 education may, on behalf of its town or its member towns, apply, at such 1497
22902290 time and in such manner as the Commissioner of Emergency Services 1498
22912291 and Public Protection prescribes, to the Department of Emergency 1499
22922292 Services and Public Protection for a grant for certain expenses for 1500
22932293 schools under the jurisdiction of such board of education incurred on or 1501
22942294 after January 1, 2013, for the purposes described in subsection (a) of this 1502
22952295 section. Prior to the date that the School Safety Infrastructure Council 1503
22962296 makes its initial submission of the school safety infrastructure 1504
22972297 standards, pursuant to subsection (c) of section 10-292r of the general 1505
22982298 statutes, the Commissioner of Emergency Services and Public 1506
22992299 Protection, in consultation with the Commissioners of Administrative 1507
23002300 Services and Education, shall determine which expenses are eligible for 1508
23012301 reimbursement under the program. On and after the date that the School 1509
23022302 Safety Infrastructure Council submits the school safety infrastructure 1510
23032303 standards, the decision to approve or deny an application and the 1511
23042304 determination of which expenses are eligible for reimbursement under 1512
23052305 the program shall be in accordance with the most recent submission of 1513

23292329 expenses for schools under the jurisdiction of such governing authority 1531

23322332 approve or deny an application and which expenses are eligible for 1534
23332333 reimbursement under the program. Such decisions shall be in 1535

23662366 manner as the Commissioner of Emergency Services and Public 1562
23672367 Protection prescribes, to the Department of Emergency Services and 1563
23682368 Public Protection for a grant for certain expenses for schools under the 1564
23692369 jurisdiction of such supervisory agent or for such licensed child care 1565
23702370 centers or private preschools incurred on or after January 1, 2013, for the 1566
23712371 purposes described in subsection (a) of this section. The department 1567
23722372 shall decide whether to approve or deny an application and which 1568
23732373 expenses are eligible for reimbursement under the program. Such 1569
23742374 decisions shall be in accordance with the school safety infrastructure 1570
23752375 standards developed pursuant to subsection (c) of section 10-292r of the 1571

23772377 (B) Ten per cent of the funds available under the program shall be 1573
23782378 awarded to the supervisory agents of nonpublic schools and licensed 1574
23792379 child care center or private preschool operators described in subdivision 1575
23802380 (7) of subsection (a) of this section, in accordance with the provisions of 1576
23812381 subdivision (6) of subsection (c) of this section. 1577

23882388 (c) (1) A town may receive a grant equal to a percentage of its eligible 1578
23892389 expenses. The percentage shall be determined as follows: (A) Each town 1579
23902390 shall be ranked in descending order from one to one hundred sixty-nine 1580
23912391 according to town wealth, as defined in subdivision (26) of section 10-1581
23922392 262f of the general statutes, (B) based upon such ranking, a percentage 1582
23932393 of not less than twenty or more than eighty shall be assigned to each 1583
23942394 town on a continuous scale, and (C) the town ranked first shall be 1584
23952395 assigned a percentage of twenty and the town ranked last shall be 1585
23962396 assigned a percentage of eighty. 1586
23972397 (2) A regional educational service center may receive a grant equal to 1587
23982398 a percentage of its eligible expenses. The percentage shall be determined 1588
23992399 by its ranking. Such ranking shall be determined by (A) multiplying the 1589
24002400 population of each member town in the regional educational service 1590
24012401 center by such town's ranking, as determined in subsection (a) of section 1591
24022402 10-285a of the general statutes; (B) adding together the figures for each 1592
24032403 town determined under subparagraph (A) of this subdivision; and (C) 1593
24042404 dividing the total computed under subparagraph (B) of this subdivision 1594
24052405 by the total population of all member towns in the regional educational 1595
24062406 service center. The ranking of each regional educational service center 1596
24072407 shall be rounded to the next higher whole number and each such center 1597
24082408 shall receive the same reimbursement percentage as would a town with 1598
24092409 the same rank. 1599
24102410 (3) The governing authority for a state charter school may receive a 1600
24112411 grant equal to a percentage of its eligible expenses that is the same as 1601
24122412 the town in which such state charter school is located, as calculated 1602
24132413 pursuant to subdivision (1) of this subsection. 1603
24142414 (4) The Department of Education, on behalf of the technical high 1604
24152415 school system, may receive a grant equal to one hundred per cent of its 1605
24162416 eligible expenses. 1606
24172417 (5) An incorporated or endowed high school or academy may receive 1607

24322432 statutes, (B) adding together the figures for each town determined under 1616
24332433 subparagraph (A) of this subdivision, and (C) dividing the total 1617
24342434 computed under subparagraph (B) of this subdivision by the total 1618
24352435 population of all towns which designate the school as their high school 1619
24362436 under subparagraph (A) of this subdivision. The ranking determined 1620
24372437 pursuant to this subsection shall be rounded to the next higher whole 1621
24382438 number. Such incorporated or endowed high school or academy shall 1622
24392439 receive the reimbursement percentage of a town with the same rank. 1623
24402440 (6) The supervisory agent for a nonpublic school or a licensed child 1624
24412441 care center or private preschool operator described in subdivision (7) of 1625
24422442 subsection (a) of this section may receive a grant equal to fifty per cent 1626
24432443 of its eligible expenses, provided any such grant shall not exceed fifty 1627
24442444 thousand dollars. 1628
24452445 (d) (1) For the fiscal year ending June 30, 2014, if there are not 1629
24462446 sufficient funds to provide grants to all towns, based on the percentage 1630
24472447 determined pursuant to subsection (c) of this section, the Commissioner 1631
24482448 of Emergency Services and Public Protection, in consultation with the 1632
24492449 Commissioners of Administrative Services and Education, shall give 1633
24502450 priority to applicants on behalf of schools with the greatest need for 1634
24512451 security infrastructure, as determined by said commissioners based on 1635
24522452 school building security assessments of the schools under the 1636
24532453 jurisdiction of the town's school district conducted pursuant to this 1637
24542454 subdivision. Of the applicants on behalf of such schools with the 1638
24552455 greatest need for security infrastructure, said commissioners shall give 1639
24562456 first priority to applicants on behalf of schools that have no security 1640
24572457 infrastructure at the time of such school building security assessment 1641

24682468 and periodically practices an emergency plan at the schools under its 1646
24692469 jurisdiction and that such plan has been developed in concert with 1647
24702470 applicable state or local first-responders, and (B) provide for a uniform 1648
24712471 assessment of the schools under its jurisdiction, including any security 1649
24722472 infrastructure, using the National Clearinghouse for Educational 1650
24732473 Facilities' Safe Schools Facilities Checklist. The assessment shall be 1651
24742474 conducted under the supervision of the local law enforcement agency. 1652
24752475 (2) For the fiscal years ending June 30, 2015, [to] June 30, 2018, and 1653
24762476 June 30, 2021, if there are not sufficient funds to provide grants to all 1654
24772477 applicants that are towns, regional educational service centers, 1655
24782478 governing authorities for state charter schools, the Department of 1656
24792479 Education, on behalf of the technical high school system, and 1657
24802480 incorporated or endowed high schools or academies based on the 1658
24812481 percentage determined pursuant to subsection (c) of this section, the 1659
24822482 Commissioner of Emergency Services and Public Protection, in 1660
24832483 consultation with the Commissioners of Administrative Services and 1661
24842484 Education, shall give priority to applicants on behalf of schools with the 1662
24852485 greatest need for security infrastructure, as determined by said 1663
24862486 commissioners based on school building security assessments of the 1664
24872487 schools under the jurisdiction of the applicant conducted pursuant to 1665
24882488 this subdivision. Of the applicants on behalf of such schools with the 1666
24892489 greatest need for security infrastructure, said commissioners shall give 1667
24902490 first priority to applicants on behalf of schools that have no security 1668
24912491 infrastructure at the time of such school building security assessment 1669
24922492 and succeeding priority to applicants on behalf of schools located in 1670
24932493 priority school districts pursuant to section 10-266p of the general 1671

25142514 subsection (c) of this section, the Commissioner of Emergency Services 1686
25152515 and Public Protection, in consultation with the Commissioners of 1687
25162516 Administrative Services and Education, shall give priority to applicants 1688
25172517 on behalf of schools, centers or preschools with the greatest need for 1689
25182518 security infrastructure, as determined by said commissioners. Of the 1690
25192519 applicants on behalf of such schools, centers or preschools with the 1691
25202520 greatest need for security infrastructure, said commissioners shall give 1692

25252525 preschool operator described in subdivision (7) of subsection (a) of this 1697
