24 | 24 | | Section 1. (Effective from passage) Not later than January 1, 2021, the 1 |

25 | 25 | | Commissioner of Energy and Environmental Protection shall submit a 2 |
---|
26 | 26 | | report, in accordance with the provisions of section 11-4a of the general 3 |
---|
27 | 27 | | statutes, to the joint standing committee of the General Assembly 4 |
---|
28 | 28 | | having cognizance of matters relating to the environment concerning: 5 |
---|
29 | 29 | | (1) Current best practices for residents of the state to dispose of or 6 |
---|
30 | 30 | | recycle residential smoke detectors, (2) any hazardous waste concerns 7 |
---|
31 | 31 | | that arise from the disposal or recycling of residential smoke detectors, 8 |
---|
32 | 32 | | (3) achieved or estimated current state rates for the proper disposal or 9 |
---|
33 | 33 | | recycling of residential smoke detectors, (4) the efficacy of extended 10 |
---|
34 | 34 | | producer responsibility programs to yield higher rates of proper 11 |
---|
35 | 35 | | disposal or recycling of residential smoke detectors than are currently 12 |
---|
36 | 36 | | achieved or estimated in the state, (5) legislative recommendations 13 |
---|
37 | 37 | | concerning the disposal or recycling of residential smoke detectors, 14 |
---|
38 | 38 | | including, but not limited to, components of any recommended 15 |
---|
39 | 39 | | extended producer responsibility program for such smoke detectors 16 |

50 | 50 | | detector intended for use in a residential dwelling and any smoke 21 |

51 | 51 | | detector and carbon monoxide detector combination intended for use in 22 |
