1919 AN ACT CONCERNING TH E RECYCLING AND DISPOSAL OF SMOKE

2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. (Effective from passage) Not later than January 1, 2021, the 1
2525 Commissioner of Energy and Environmental Protection shall submit a 2
2626 report, in accordance with the provisions of section 11-4a of the general 3
2727 statutes, to the joint standing committee of the General Assembly 4
2828 having cognizance of matters relating to the environment concerning: 5
2929 (1) Current best practices for residents of the state to dispose of or 6
3030 recycle residential smoke detectors, (2) any hazardous waste concerns 7
3131 that arise from the disposal or recycling of residential smoke detectors, 8
3232 (3) achieved or estimated current state rates for the proper disposal or 9
3333 recycling of residential smoke detectors, (4) the efficacy of extended 10
3434 producer responsibility programs to yield higher rates of proper 11
3535 disposal or recycling of residential smoke detectors than are currently 12
3636 achieved or estimated in the state, (5) legislative recommendations 13
3737 concerning the disposal or recycling of residential smoke detectors, 14
3838 including, but not limited to, components of any recommended 15
3939 extended producer responsibility program for such smoke detectors 16

4646 and any consumer awareness efforts for the proper disposal or recycling 17
4747 of residential smoke detectors. For purposes of this section, "residential 18
4848 smoke detector" means any battery operated or plug-in smoke detector 19
4949 intended for use in a residential dwelling, any carbon monoxide 20
5050 detector intended for use in a residential dwelling and any smoke 21
5151 detector and carbon monoxide detector combination intended for use in 22
5252 a residential dwelling. 23
