AN ACT ESTABLISHING A PAYMENT IN LIEU OF TAXES TASK
FORCE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to establish a payment in lieu 1
of taxes task force consisting of at least one member who is the chief 2
elected official of a municipality in which more than fifty per cent of the 3
land in such municipality is owned by the state. The task force shall 4
study the payment in lieu of taxes formula as applied to municipalities 5
in which more than fifty per cent of the land in such municipalities is 6
owned by the state, including the extent to which changes to such 7
formula should be made to account for the financial burden and 8
economic impact on such municipalities for increased costs, including 9
increased activity for first responders, and revenue lost when the state 10
acquires land in such municipalities. 11
Statement of Purpose:
To study and evaluate the PILOT formula as applied to municipalities
in which more than fifty per cent of the land in such municipality is
owned by the state.
